SEC. S41-al6. Deposit with bid.<br />

1 Each bidder must deposit with the board at the time he files his<br />

2 bid, a certified check payable to the state treasurer for an amount to<br />

3 be fixed in the specifications, either covering all classes or items, or<br />

4 separate checks for each bid in case he makes more than one bid.<br />

5 Checks deposited by unsuccessful bidders, and by successful bidders<br />

6 when they have entered into the contract, shall be returned to them:<br />

SEC. 241-al7. Opening <strong>of</strong> bids—award <strong>of</strong> contracts.<br />

1 All bids shall be publicly opened and read and the contracts let<br />

2 at the time and place fixed therefor, or on such adjourned day or days<br />

3 as may be named by the board, <strong>of</strong> which adjournment all parties shall<br />

4 take notice. In the award <strong>of</strong> contracts, due consideration shall be<br />

5 given not only to the price bid, but to the mechanical and other equip-<br />

6 ment, and financial responsibility <strong>of</strong> the bidder, and his ability and<br />

7 experience in the performance <strong>of</strong> like or similar contracts.<br />

SEC. 241-al8. Rejection <strong>of</strong> bids—procedure.<br />

1 The board shall have the right to reject any or all bids, and in<br />

2 case <strong>of</strong> rejection or because <strong>of</strong> failure <strong>of</strong> a bidder to enter into a cpn-<br />

3 tract, the board may advertise for and secure new bids.<br />

SEC. 241-al9. Combination <strong>of</strong> bidders.<br />

1 When the board is satisfied that bidders have presented bids pur-<br />

2 suant to an agreement, understanding or combination to prevent free<br />

3 competition, it shall reject all <strong>of</strong> them and readvertise for bids as in<br />

4 the first instance.<br />

SEC. 241-a20. Acceptance <strong>of</strong> bid.<br />

1 Each accepted bid shall have indorsed thereon, over the signature<br />

2 <strong>of</strong> the printing board or <strong>of</strong> a majority there<strong>of</strong>, the word "accepted"<br />

3 with the date <strong>of</strong> such acceptance, which indorsement shall constitute<br />

4 immediate notice to the bidder <strong>of</strong> the fact <strong>of</strong> acceptance.<br />

SEC. 241-a21. Duration <strong>of</strong> contract.<br />

1 Contracts for printing and for work and materials relating thereto<br />

2 shall be for a period not exceeding one year.<br />
