§ 4219. GOVERNMENT OF CITIES BY COMMISSION. Tit. XIII, Ch. 39.<br />

42 the ballot as a candidate for nomination for (here designate the <strong>of</strong>fice<br />

43 to which he aspires) at the primary election to be held in such city<br />

44 on the Monday <strong>of</strong> 19<br />

45 We further state that we know him to be a qualified elector <strong>of</strong><br />

46 said city and a man <strong>of</strong> good moral character and qualified in our judg-<br />

47 ment for the duties <strong>of</strong> such <strong>of</strong>fice.<br />

50 Immediately upon the expiration <strong>of</strong> the time <strong>of</strong> filing the state-<br />

51 ments and petitions for candidacies, the said city clerk shall cause to<br />

52 be published for three successive days in all the daily newspapers pub-<br />

53 lished in the city, in proper form, the names <strong>of</strong> the persons as they are<br />

54 to appear upon the primary ballot, and if there be no daily newspaper,<br />

55 then in two issues <strong>of</strong> any other newspapers that may be published in<br />

56 said city ; and the said clerk shall thereupon cause the primary ballots<br />

57 to be printed, authenticated with a facsimile <strong>of</strong> his signature. Upon<br />

58 the said ballot the names <strong>of</strong> the candidates for mayor, as is provided<br />

59 in the following section, shall first be placed, with a square at the left<br />

60 <strong>of</strong> each name, and immediately below the words, "vote for one".<br />

61 Following these names, likewise as is provided in the following<br />

62 section, shall appear the names <strong>of</strong> all the candidates, for the <strong>of</strong>fice <strong>of</strong><br />

63 superintendent <strong>of</strong> "accounts and finances", or superintendent <strong>of</strong><br />

64 "accounts and finances and parks and public property" as the case may<br />

65 be, with, a square to the left <strong>of</strong> each name and immediately below the<br />

66 words, "vote for one".<br />

67 Following these names likewise as is provided in the following sec-<br />

68 tion, shall appear the names <strong>of</strong> all candidates for the <strong>of</strong>fice <strong>of</strong> "superin-<br />

69 tendent <strong>of</strong> public safety", or "superintendent <strong>of</strong> public safety and<br />

70 streets and public improvements" as the case may be, with a square to<br />

71 the left <strong>of</strong> each name ajnd immediately below the words, "vote for one".<br />

72 Following these names likewise as is provided in the following<br />

73 section, shall appear the names <strong>of</strong> all the candidates for the <strong>of</strong>fice <strong>of</strong><br />

74 "superintendent <strong>of</strong> streets and public improvements" with a square<br />

75 to the left <strong>of</strong> each name and immediately below the words, "vote for<br />

76 one".<br />

77 Following these names, likewise as is provided in the following<br />

78 section, shall appear the names <strong>of</strong> all the candidates for the <strong>of</strong>fice <strong>of</strong><br />

79 "superintendent <strong>of</strong> parks and public property" with a square to the<br />

80 left <strong>of</strong> each name and immediately below the words, "vote for one".<br />

81 In cities having a population <strong>of</strong> two thousand and not over twenty-<br />

82 five thousand the "departments <strong>of</strong> accounts and finances" and "parks<br />

83 and public property" shall be presided over by one and the same per-<br />

84 son; and the "departments <strong>of</strong> public safety" and "streets and public<br />

85 improvements" shall be presided over by one and the same person.<br />

86 The ballots shall be printed upon plain, substantial white paper, and<br />

87 shall be headed :<br />

88 CANDIDATES FOR NOMINATION FOR MAYOR AND COUNCIL-<br />

89 MEN OF (Here Name <strong>of</strong> City) AT THE PRIMARY ELECTION<br />

90 But shall have no party designation or mark whatever, except that<br />

91 <strong>of</strong> the <strong>of</strong>fice or particular department to which the candidate aspires as<br />

92 shown by his statement filed with the city clerk and by the petition <strong>of</strong><br />

93 electors filed also with the city clerk.<br />

94 The ballots in all cities having a population <strong>of</strong> twenty-five thousand<br />

95 or over shall be in substantially the following form : (place a cross in
