§ 4219. GOVERNMENT OF CITIES BY COMMISSION. Tit. XIII, Ch. 39.
42 the ballot as a candidate for nomination for (here designate the office
43 to which he aspires) at the primary election to be held in such city
44 on the Monday of 19
45 We further state that we know him to be a qualified elector of
46 said city and a man of good moral character and qualified in our judg-
47 ment for the duties of such office.

50 Immediately upon the expiration of the time of filing the state-
51 ments and petitions for candidacies, the said city clerk shall cause to
52 be published for three successive days in all the daily newspapers pub-
53 lished in the city, in proper form, the names of the persons as they are
54 to appear upon the primary ballot, and if there be no daily newspaper,
55 then in two issues of any other newspapers that may be published in
56 said city ; and the said clerk shall thereupon cause the primary ballots
57 to be printed, authenticated with a facsimile of his signature. Upon
58 the said ballot the names of the candidates for mayor, as is provided
59 in the following section, shall first be placed, with a square at the left
60 of each name, and immediately below the words, "vote for one".
61 Following these names, likewise as is provided in the following
62 section, shall appear the names of all the candidates, for the office of
63 superintendent of "accounts and finances", or superintendent of
64 "accounts and finances and parks and public property" as the case may
65 be, with, a square to the left of each name and immediately below the
66 words, "vote for one".
67 Following these names likewise as is provided in the following sec-
68 tion, shall appear the names of all candidates for the office of "superin-
69 tendent of public safety", or "superintendent of public safety and
70 streets and public improvements" as the case may be, with a square to
71 the left of each name ajnd immediately below the words, "vote for one".
72 Following these names likewise as is provided in the following
73 section, shall appear the names of all the candidates for the office of
74 "superintendent of streets and public improvements" with a square
75 to the left of each name and immediately below the words, "vote for
76 one".
77 Following these names, likewise as is provided in the following
78 section, shall appear the names of all the candidates for the office of
79 "superintendent of parks and public property" with a square to the
80 left of each name and immediately below the words, "vote for one".
81 In cities having a population of two thousand and not over twenty-
82 five thousand the "departments of accounts and finances" and "parks
83 and public property" shall be presided over by one and the same per-
84 son; and the "departments of public safety" and "streets and public
85 improvements" shall be presided over by one and the same person.
86 The ballots shall be printed upon plain, substantial white paper, and
87 shall be headed :
88 CANDIDATES FOR NOMINATION FOR MAYOR AND COUNCIL-
89 MEN OF (Here Name of City) AT THE PRIMARY ELECTION
90 But shall have no party designation or mark whatever, except that
91 of the office or particular department to which the candidate aspires as
92 shown by his statement filed with the city clerk and by the petition of
93 electors filed also with the city clerk.
94 The ballots in all cities having a population of twenty-five thousand
