18 4. Fixed standards for books and booklets, and for other print-<br />

19 ing so far as practicable, and for stock and material.<br />

20 5. A schedule <strong>of</strong> maximum rates or prices, so far as the same<br />

21 can be made applicable, with provision that bids not within the maxi-<br />

22 mum (each class being computed as a unit), may be rejected.<br />

23 6. Details as to the delivery <strong>of</strong> stock to the state and placing the<br />

24 same in possession <strong>of</strong> contractors, and for delivery <strong>of</strong> the finished<br />

25 product and for a complete accounting for stock and reasonable allow-<br />

26 anee for waste where it is unavoidable.<br />

27 7. A rule as to part payment for work in process <strong>of</strong> completion,<br />

28 or material in process <strong>of</strong> delivery, in proportion to the part completed<br />

29 or delivered.<br />

30 8. General regulations necessary to assure prompt and satisfac-<br />

31 tory compliance with the proposed contracts, the submission <strong>of</strong><br />

32 samples, the delivery <strong>of</strong> the product (which mav be at the expense <strong>of</strong><br />

33 the state), the preparation and filing <strong>of</strong> bills, and such general matters<br />

34 as will assure to the state the utmost economy and efficiency.<br />

SEC. 241-all. Advertisements for bids—publication.<br />

1 The secretary <strong>of</strong> the board shall, from time to time as directed<br />

2 by the board, advertise for bids for the doing <strong>of</strong> the public printing.<br />

3 Such advertisements shall be published once each week for three con-<br />

4 secutive weeks in seven newspapers in seven different cities <strong>of</strong> the<br />

5 state, one <strong>of</strong> which newspapers shall be published in Des Moines.<br />

SEC. 241-al2. Advertisements—requirements.<br />

1 Said advertisements shall state where and how specifications and<br />

2 other necessary information may be obtained, the time during which<br />

3 the board will receive bids, and the day, hour and place when bids will<br />

4 be publicly opened and contracts awarded.<br />

SEC. 241-al3. Information furnished.<br />

1 The secretary <strong>of</strong> the board shall supp#ly prospective bidders and<br />

2 others on request with the specifications and rules <strong>of</strong> the board, blank<br />

3 forms for bids, samples <strong>of</strong> printing so far as possible, and all other<br />

4 information pertaining to the subject.<br />

SEC. 241-al4. Specifications to be public.<br />

1 The specifications shall be kept on file in the <strong>of</strong>fice <strong>of</strong> the secre-<br />

2 tary, open to public inspection, together with samples, so far as pos-<br />

3 sible, <strong>of</strong> the work to be done or the material to be furnished.<br />

SEC. 241-al5. Form <strong>of</strong> bids.<br />

1 Bids must be :<br />

2 1. In writing and only on the blanks furnished with the speci-<br />

3 fications.<br />

4 2. Signed by the bidder.
