15 5. Keep a full and detailed record <strong>of</strong> all its meetings, actions and<br />

16 proceedings.<br />

17 6. Hear and determine all complaints which may be made to it<br />

18 with reference to any <strong>of</strong>ficial action <strong>of</strong> the superintendent <strong>of</strong> printing.<br />

19 7. Make biennial reports to the governor as to the cost <strong>of</strong> the<br />

20 public printing for each department during the preceding fiscal term,<br />

21 with recommendations <strong>of</strong> any retrenchments that can be made therein.<br />

22 8. Perform all other duties required by law.<br />

SEC. 241-a7. Printing defined.<br />

1 The term "printing" as used in this and the two following chap-<br />

2 ters <strong>of</strong> this title shall include "binding" and may include material,<br />

3 processes, or operations necessary to produce a finished printed<br />

4 product.<br />

SEC. 241-a8. Printing for state institution.<br />

1 The power <strong>of</strong> the printing board to let contracts shall not embrace<br />

2 printing for any state institution when such institution, through its<br />

3 governing board, is able and desires to do such printing in its own<br />

4 printing plant.<br />

SEC. 241-a9. Contracts with state institution.<br />

1 The printing board may without advertising for bids, enter into<br />

2 contracts or make provision for doing any <strong>of</strong> the work coming under<br />

3 the provisions <strong>of</strong> this and the two following chapters <strong>of</strong> this title at<br />

4 any school or institution under the ownership or control <strong>of</strong> the state.<br />

5 In all such cases, the work shall be done under conditions substantially<br />

6 the same as though provided for in the case <strong>of</strong> contracts with indi-<br />

7 viduals and the same standard <strong>of</strong> quality or product shall be required.<br />

SEC. 241-alO. Specifications and rules.<br />

1 The printing board shall, from time to time, adopt and print<br />

2 specifications and rules covering all matters relating to printing that<br />

3 are the subject <strong>of</strong> contracts, which specifications and rules shall con-<br />

4 tain, among other things, the following:<br />

5 1. Provisions for the grouping <strong>of</strong> the work to be done or material<br />

6 furnished, so far as the same can be made the subject <strong>of</strong> general con-<br />

7 tracts, into classes according to the character or use there<strong>of</strong>, or with<br />

8 relation to the department for which intended, or in any manner most<br />

9 convenient for securing bids and entering into contracts. All or any<br />

10 part <strong>of</strong> the printing needed for any department, board or commission<br />

11 may be placed in a class by itself.<br />

12 2. Estimates <strong>of</strong> the probable amount <strong>of</strong> work to be done, or<br />

13 material to be purchased, under each class or item, during the period<br />

14 <strong>of</strong> the proposed contracts.<br />

15 3. Provisions for furnishing and keeping on file samples <strong>of</strong> work<br />

16 or stock, and other things necessary to assure compliance with the<br />

17 contracts.
