CHAPTER 17.<br />

SOLDIERS', SAILORS', AND MARINES' MEMORIAL BUILDINGS.<br />

SECTION 3767. May issue bonds—limitation.<br />

1 For the purpose <strong>of</strong> providing funds for the acquisition <strong>of</strong> neces-<br />

2 sary ground therefor, and purchasing, erecting, constructing or recon-<br />

3 structing such building, and for the necessary equipment therefor,<br />

4 the county, city or town may issue bonds to be known as liberty me-<br />

5 morial bonds, to be issued and sold as provided by law; they shall<br />

6 provide for portions <strong>of</strong> such bonds to become due at different, definite<br />

7 periods, but none in less than five nor more than fifty years from date.<br />

8 In issuing such bonds, such county, city or town may become indebted<br />

9 in an amount which, added to all other indebtedness, shall not exceed<br />

10 five per centum <strong>of</strong> the actual value <strong>of</strong> the taxable property in such<br />

11 county, city or town as determined by the last state and county tax<br />

12 lists, anything in section forty hundred fifty-four <strong>of</strong> the compiled code<br />

13 to the contrary notwithstanding. For the purpose <strong>of</strong> liquidating such<br />

14 bonds, together with the interest thereon, such county, cities and towns<br />

15 shall levy" upon all the property within the limits there<strong>of</strong>, subject to<br />

16 taxation for such purpose, in addition to all other taxes provided by<br />

17 law, a special tax not exceeding in any one year eight mills on the dollar<br />

18 for a period <strong>of</strong> not exceeding fifty years.<br />

SEC. 3769. Tax levy.<br />

1 In case a building be constructed or purchased under this chapter,<br />

2 the county, city or town shall thereafter provide annually a levy <strong>of</strong><br />

3 not more than five mills on all the taxable property within said<br />

4 county, city or town, for the development, operation and maintenance<br />

5 <strong>of</strong> such building, in care <strong>of</strong> a city or town, and it shall seek advice<br />

6 and suggestions <strong>of</strong> the community civic congress.<br />

CHAPTER 22.<br />

STREETS AND PUBLIC GROUNDS.<br />

SECTION 3808. Establishment — improvement — assessments on<br />

abutting property — extending assessment — anticipating assessments.<br />

1 Cities and towns shall have power to establish, lay <strong>of</strong>f, open,<br />

2 widen, straighten, narrow, vacate, extend, improve and repair streets,<br />

3 highways, avenues, alleys, public grounds, wharves, landings and<br />

4 market places within their limits ; but no street, avenue, highway, or<br />

5 alley which shall hereafter be dedicated to public use by the proprietor<br />

6 <strong>of</strong> the ground in any municipal corporation shall be deemed a public<br />

7 street, avenue, highway, or alley, or be under the use or control <strong>of</strong><br />

8 such municipality, unless the dedication shall be accepted and con-<br />

9 firmed by an ordinance or resolution specially passed for such pur-<br />

10 pose. The expenses <strong>of</strong> such extension, repairs and improvements may
