TITLE XII.<br />

COUNTY AND TOWNSHIP GOVERNMENT.<br />

CHAPTER 1.<br />

BOARD OP SUPERVISORS.<br />

SECTION 3123. Meetings.<br />

1 The members <strong>of</strong> the board <strong>of</strong> supervisors shall meet at the county<br />

2 seat <strong>of</strong> their respective counties on the second secular day in January<br />

3 and on the first Monday in April and the second Monday in June,<br />

4 September and November in each year, and shall hold such special<br />

5 meetings as are provided by law, but in the event a quorum <strong>of</strong> said<br />

6 board fails to appear on a day set for a regular or an adjourned meet-<br />

7 ing the auditor <strong>of</strong> said county shall adjourn said meeting from day<br />

8 to day until a quorum is present.<br />

CHAPTER 2.<br />

POWERS AND DUTIES OF BOARD OF SUPERVISORS.<br />

SECTION 3130. Powers specified.<br />

1 The board <strong>of</strong> supervisors at any regular meeting shall have the<br />

2 following powers, to wit :<br />

3 1. To appoint one <strong>of</strong> its number chairman in the absence <strong>of</strong> the<br />

4 regular chairman, and a clerk, in the absence <strong>of</strong> the auditor or his<br />

5 deputy.<br />

6 2. To adjourn from time to time, as occasion shall require.<br />

7 3. To make such orders concerning the corporate property <strong>of</strong><br />

8 the county as it may deem expedient.<br />

9 4. To examine and settle all accounts <strong>of</strong> the receipts and expendi-<br />

10 tures <strong>of</strong> the county, and to examine, settle and allow all claims against<br />

11 the county, unless otherwise provided for by law.<br />

12 5. To build and keep in repair the necessary buildings for the use<br />

13 <strong>of</strong> the county and <strong>of</strong> the courts ; provided that no such building shall<br />

14 be erected or repaired when the probable cost there<strong>of</strong> shall exceed two<br />

15 thousand dollars, except under an express written contract and upon<br />

16 proposals therefor, invited by advertisement for four weeks in all the<br />

17 <strong>of</strong>ficial papers <strong>of</strong> the county in which the work is to be done. The<br />

18 contracts shall be let to the lowest responsible bidder at a time and<br />

19 place which shall be distinctly stated in said advertisement. The board
