§§ 3123-3130. POWERS AND DUTIES OF SUPERVISORS. Tit. XII, Ch. 2.

CHAPTER 1.
BOARD OP SUPERVISORS.
SECTION 3123. Meetings.
1 The members of the board of supervisors shall meet at the county
2 seat of their respective counties on the second secular day in January
3 and on the first Monday in April and the second Monday in June,
4 September and November in each year, and shall hold such special
5 meetings as are provided by law, but in the event a quorum of said
6 board fails to appear on a day set for a regular or an adjourned meet-
7 ing the auditor of said county shall adjourn said meeting from day
8 to day until a quorum is present.

CHAPTER 2.
POWERS AND DUTIES OF BOARD OF SUPERVISORS.
SECTION 3130. Powers specified.
1 The board of supervisors at any regular meeting shall have the
2 following powers, to wit :
3 1. To appoint one of its number chairman in the absence of the
4 regular chairman, and a clerk, in the absence of the auditor or his
5 deputy.
6 2. To adjourn from time to time, as occasion shall require.
7 3. To make such orders concerning the corporate property of
8 the county as it may deem expedient.
9 4. To examine and settle all accounts of the receipts and expendi-
10 tures of the county, and to examine, settle and allow all claims against
11 the county, unless otherwise provided for by law.
12 5. To build and keep in repair the necessary buildings for the use
13 of the county and of the courts ; provided that no such building shall
14 be erected or repaired when the probable cost thereof shall exceed two
15 thousand dollars, except under an express written contract and upon
16 proposals therefor, invited by advertisement for four weeks in all the
17 official papers of the county in which the work is to be done. The
18 contracts shall be let to the lowest responsible bidder at a time and
19 place which shall be distinctly stated in said advertisement. The board
