SEC. 8056. Manufacturer to file schedule <strong>of</strong> prices.<br />

1 Every manufacturer <strong>of</strong> a motor vehicle sold or <strong>of</strong>fered for sale<br />

2. within this state, either by the manufacturer, distributor, dealer or<br />

.3 any other person, shall, on or before the first day <strong>of</strong> September, an-<br />

4 nually, file in the <strong>of</strong>fice <strong>of</strong> the department a sworn statement showing<br />

5 the various models manufactured by him, and the retail list price and<br />

6 weight <strong>of</strong> each model as <strong>of</strong> September first <strong>of</strong> that year.<br />

7 No motor vehicle shall be registered in this state unless the manu-<br />

8 facturer there<strong>of</strong> has furnished to the department the sworn statement<br />

9 herein provided, giving the list price and weight <strong>of</strong> the model <strong>of</strong> the<br />

10 motor vehicle that is <strong>of</strong>fered for registration, except that the county<br />

11 treasurer shall have authority to fix the value and weight <strong>of</strong> any re-<br />

12 built or foreign car or any car on which the list price and weight is<br />

13 not available, provided the department shall have authority to review<br />

14 the action <strong>of</strong> the county treasurer in such cases, establish the correct<br />

15 value and weight and revoke the findings <strong>of</strong> the county treasurer, if<br />

16 found incorrect.<br />

SEC. 3057. Exemptions.<br />

1 All motor vehicles owned by the government and used in the<br />

2 transaction <strong>of</strong> <strong>of</strong>ficial business by the representatives <strong>of</strong> foreign<br />

3 powers or by <strong>of</strong>ficers, boards or departments <strong>of</strong> the government <strong>of</strong> the<br />

4 United <strong>State</strong>s, and by the state <strong>of</strong> <strong>Iowa</strong>, counties, municipalities and<br />

5 other subdivisions <strong>of</strong> government, and such self-propelling vehicles as<br />

6 are used neither for the conveyance <strong>of</strong> persons for hire, pleasure or<br />

7 business nor for the transportation <strong>of</strong> freight, and small trailers, under<br />

8 one thousand pounds capacity, equipped with rubber tires, used with<br />

9 pleasure motor vehicles and used for carrying personal baggage or<br />

10 effects, are hereby exempted from the payment <strong>of</strong> the fees in this chap-<br />

11 ter prescribed, but shall not be exempt from the penalties herein pro-<br />

12 vided. The department shall furnish, on application, free <strong>of</strong> charge,<br />

13 distinguishing plates for motor vehicles thus exempted and keep a<br />

14 separate record there<strong>of</strong>.<br />

SEC. 3059. Lien—penalties—procedure in re delinquents—remittance<br />

by treasurer.<br />

1 All registration or other fees herein or heret<strong>of</strong>ore provided for in<br />

2 this chapter shall be and continue a lien against the motor vehicle for<br />

3 which said fees are payable until such time as they are paid as pro-<br />

4 vided by law, with any accrued penalties.<br />

5 The lien <strong>of</strong> the original registration fee shall attach, at the time<br />

6 the same is first payable, as provided by law, and the lien <strong>of</strong> all re-<br />

7 newals <strong>of</strong> registration shall attach on January first <strong>of</strong> each year there-<br />

8 after.<br />

9 The collection <strong>of</strong> same may be enforced against any motor vehicle<br />

10 or it may be collected by suit against the owner who shall remain peril<br />

sonally liable therefor until such time as the transfer there<strong>of</strong> shall be<br />

12 reported to the county treasurer or until such time as said vehicle<br />

13 ceases to be in use and all fees and penalties to such date shall be paid.<br />
