8 The permanent annual appropriations provided for in this sec-<br />

9 tion shall be paid on the order <strong>of</strong> the <strong>Iowa</strong> state board <strong>of</strong> education, in<br />

10 monthly installments beginning July first <strong>of</strong> each year.<br />

omitted from the supplemental supplement <strong>of</strong> 1915. The result was that the foregoing<br />

CHAPTER 15.<br />

IOWA SOLDIERS' ORPHANS' HOME.<br />

SECTION 2457. Appropriation for support—per capita allowance.<br />

1 For the support <strong>of</strong> the home there is hereby appropriated out <strong>of</strong><br />

2 any money in the state treasury not otherwise appropriated the sum<br />

3 <strong>of</strong> twenty-five dollars per month, or so much there<strong>of</strong> as may be needed,<br />

4 for each child actually supported, and in addition the expense <strong>of</strong> his<br />

5 transmission to the home, which sums shall be drawn from the state<br />

6 treasury and expended in the manner provided by chapter one <strong>of</strong> title<br />

7 nine.<br />

8 The number <strong>of</strong> children shall be ascertained by taking the average<br />

9 attendance for the preceding month; provided, however, that if the<br />

10 average number <strong>of</strong> children shall be less than four hundred in any<br />

11 month, the auditor <strong>of</strong> state and treasurer <strong>of</strong> state shall credit the home<br />

12 with the sum <strong>of</strong> ten thousand dollars for that month and the sum so<br />

13 credited shall be drawn from the state treasury in the' same manner<br />

14 and for the same purposes as the regular monthly per capita allowance<br />

15 is drawn.<br />

SECTION 2491. Readers—clerical help—compensation.<br />

SEC. 2501-al. Appropriations for institutes.<br />

1 To defray the expenses <strong>of</strong> county teachers' institutes, there is<br />

2 hereby appropriated out <strong>of</strong> any moneys in the state treasury not<br />

3 otherwise set apart a sum not to exceed fifty dollars annually for each<br />

4 institute held in each county, which sum the superintendent shall<br />

5 receive from the state treasurer, upon the warrant <strong>of</strong> the state auditor,<br />

6 to be issued to him upon his certificate ; which amount, when drawn,<br />

7 shall be forthwith remitted to the proper county superintendent. If<br />

8 any balance remains <strong>of</strong> this sum after paying the expenses <strong>of</strong> the
