4 late a plan <strong>of</strong> cooperation in accordance with the provisions <strong>of</strong> this<br />

5 chapter and said act <strong>of</strong> congress, such plan to become effective when<br />

6 approved by the governor <strong>of</strong> the state.<br />

SEC. 2294-a6. Gifts and donations.<br />

1 The state board for vocational education is, hereby authorized<br />

2 and empowered to receive such gifts and donations from either public<br />

3 or private sources as may be <strong>of</strong>fered unconditionally or under such<br />

4 conditions related to the vocational rehabilitation <strong>of</strong> persons disabled<br />

5 in industry or otherwise as in the judgment <strong>of</strong> the said state board are<br />

6 proper and consistent with the provisions <strong>of</strong> this chapter.<br />

7 All the moneys received as gifts or donations shall be deposited<br />

8 in the state treasury and shall constitute a permanent fund to be called<br />

9 the special fund for the vocational rehabilitation <strong>of</strong> disabled persons,<br />

10 to be used by the said board in carrying out the provisions <strong>of</strong> this<br />

11 chapter or for purposes related thereto.<br />

12 A full report <strong>of</strong> all gifts and donations <strong>of</strong>fered and accepted,<br />

13 together with the names <strong>of</strong> the donors and the respective amounts<br />

14 contributed by each, and all disbursements therefrom shall be sub-<br />

15 mitted at call or biennially to the governor <strong>of</strong> the state by said state<br />

16 board.<br />

CHAPTER 4.<br />

EDUCATIONAL BOARD OF EXAMINERS.<br />

SECTION 2295. Members.<br />

1 The educational board <strong>of</strong> examiners shall consist <strong>of</strong> :<br />

2 1. The superintendent <strong>of</strong> public instruction,<br />

3 2. The president <strong>of</strong> the university,<br />

4 3. The president <strong>of</strong> the <strong>Iowa</strong> state teachers college,<br />

5 4. The president <strong>of</strong> the <strong>Iowa</strong> state college <strong>of</strong> agriculture and<br />

6 mechanic arts, and<br />

7 5. Three persons to be appointed by the governor, one <strong>of</strong> whom<br />

8 shall be a woman and one <strong>of</strong> whom shall be a representative <strong>of</strong> the<br />

9 privately endowed colleges <strong>of</strong> the state maintaining teachers' training<br />

10 courses.<br />

11 The appointees to hold <strong>of</strong>fice for a term <strong>of</strong> four years and be in-<br />

12 eligible as his or her successor, the superintendent <strong>of</strong> public instruc-<br />

13 tion to be by virtue <strong>of</strong> his <strong>of</strong>fice president <strong>of</strong> the board.<br />

SEC. 2304. Conditions for renewal under certain sections—fee.<br />

1 All certificates referred to in sections twenty-four hundred eighty-<br />

2 two, twenty-four hundred eighty-three and twenty-four hundred<br />

3 eighty-five <strong>of</strong> the compiled code, shall be renewed for life by the state<br />

4 board <strong>of</strong> educational examiners upon compliance by the holder with<br />

5 the following conditions :
