10 3. To appoint such assistants as may be necessary to administer<br />

11 the provisions <strong>of</strong> this chapter and said act <strong>of</strong> congress in this state<br />

12 and fix the compensation <strong>of</strong> such persons.<br />

13 4. To study and make investigations relating to the vocational<br />

14 rehabilitation <strong>of</strong> persons disabled in industry or otherwise and their<br />

15 return to civil employment and to formulate plans for the vocational<br />

16 rehabilitation <strong>of</strong> such persons.<br />

17 5. To make such surveys with the cooperation <strong>of</strong> the state com-<br />

18 missiorier <strong>of</strong> labor and the state industrial commissioner as will assist<br />

19 in the vocational rehabilitation <strong>of</strong> persons disabled in industry or<br />

20 otherwise and their return to civil employment.<br />

21 6. To maintain a record <strong>of</strong> all such persons together with all<br />

22 measures taken for their rehabilitation.<br />

23 7. To utilize in the rehabilitation <strong>of</strong> persons disabled in industry<br />

24 or otherwise such existing educational facilities <strong>of</strong> the state as may<br />

25 be advisable and practicable, including public and private educational<br />

26 institutions, public or private establishments, plants, factories, and<br />

27 the services <strong>of</strong> individuals specially qualified for the instruction <strong>of</strong><br />

28 physically handicapped persons.<br />

29 8. To promote the establishment and assist in the development<br />

30 <strong>of</strong> training agencies for the vocational rehabilitation <strong>of</strong> persons dis-<br />

31 abled in industry or otherwise.<br />

32 9. To supervise the training <strong>of</strong> such persons and confer with<br />

33 their relatives and others concerning their vocational rehabilitation.<br />

34 10. To make every possible endeavor looking to the placement <strong>of</strong><br />

35 vocationally rehabilitated persons in suitable remunerative occupa-<br />

36 tions, including supervision for a reasonable time after return to civil<br />

37 employment.<br />

38 11. To utilize the facilities <strong>of</strong> such agencies both public and pri-<br />

39 vate as may be practicable in securing employment for such persons<br />

40 and any such public agency is hereby authorized and directed to co-<br />

41 operate with the state board for vocational education for the purpose<br />

42 stated.<br />

43 12. To cooperate with any agency <strong>of</strong> the federal government or<br />

44 <strong>of</strong> the state or <strong>of</strong> any county or other municipal authority within the<br />

45 state or any other agency, public or private, in carrying out the pur-<br />

46 poses <strong>of</strong> this chapter.<br />

47 13. To make such rules and regulations as may be necessary for<br />

48 the administration <strong>of</strong> this chapter and said act <strong>of</strong> congress within<br />

49 this state.<br />

50 14. To do all things necessary to secure the rehabilitation <strong>of</strong> those<br />

51 entitled to the benefits <strong>of</strong> this chapter.<br />

52 15. To report on call or biennially to the governor the conditions<br />

53 <strong>of</strong> vocational rehabilitation within the state, such report to designate<br />

54 the educational institutions, establishments, plants, factories, etc., in<br />

55 which training is being given, and to contain a detailed statement <strong>of</strong><br />

56 the expenditures <strong>of</strong> the state and federal funds in the rehabilitation<br />

57 <strong>of</strong> persons disabled in industry or otherwise.<br />

SEC. 2294-a5. Plan <strong>of</strong> cooperation.<br />

1 It shall be the duty <strong>of</strong> the state board for vocational education<br />

2 and the state commissioner <strong>of</strong> labor and the state industrial commis-<br />

3 sioner as administrator <strong>of</strong> the workmen's compensation law to formu-
