SEC. 87-a5. Submission at special election—proclamation—conduct<br />

<strong>of</strong> election.<br />

1 The general assembly may provide for the submission <strong>of</strong> a con-<br />

2 stitutional amendment to the people at a special election for that pur-<br />

3 pose, at such time as it may prescribe, proclamation for which election<br />

4 shall be made by the governor, and the same shall in all respects be<br />

5 governed and conducted as prescribed by law for the submission <strong>of</strong> a<br />

6 constitutional amendment at a general election.<br />

SEC. 87-a6. Secretary <strong>of</strong> state to certify copy <strong>of</strong> amendment or<br />

measure—sample ballot.<br />

1 The secretary <strong>of</strong> state shall, not less than twenty days preceding<br />

2 any election at which a constitutional amendment or public measure<br />

3 is to be submitted to a vote <strong>of</strong> the entire people <strong>of</strong> the state, transmit<br />

4 to the auditor <strong>of</strong> each county a certified copy <strong>of</strong> such amendment or<br />

5 measure and a sample <strong>of</strong> the ballot to be used in such cases, prepared<br />

6 in accordance with law.<br />

SEC. 87-a7. Governor to include proposed amendment in proclamation.<br />

1 Whenever a proposition to amend the constitution is submitted<br />

2 to a vote <strong>of</strong> the electors, the governor shall include such proposed<br />

3 amendment in Ms election proclamation.<br />

SEC. 87-a8. Canvass <strong>of</strong> vote and returns—declaration <strong>of</strong> result—<br />

record.<br />

1 The judges <strong>of</strong> election, county boards <strong>of</strong> canvassers, and other<br />

2 election <strong>of</strong>ficials shall canvass the vote on any constitutional amend-<br />

3 ment or public measure, and make return there<strong>of</strong>, in the same manner<br />

4 as required by law for the canvass and return <strong>of</strong> the vote for public<br />

5 <strong>of</strong>ficers. The board <strong>of</strong> state canvassers shall canvass such returns,<br />

6 declare the result, and enter the same <strong>of</strong> record, immediately following<br />

7 and in connection with the pro<strong>of</strong>s <strong>of</strong> publication <strong>of</strong> such amendment<br />

8 or measure, in the book kept for that purpose by the secretary <strong>of</strong> state.<br />

SEC. 87-a9. Expenses. '<br />

1 Expenses incurred under the provisions <strong>of</strong> this chapter shall be<br />

2 audited and allowed by the state board <strong>of</strong> audit, and paid out <strong>of</strong> any<br />

3 money in the state treasury not otherwise appropriated.<br />
