5 The auditor <strong>of</strong> state, before issuing a state warrant in favor <strong>of</strong><br />

6 such county or district fair or agricultural society for any amount,<br />

7 shall demand the certificate <strong>of</strong> the secretary <strong>of</strong> the state board <strong>of</strong> agri-<br />

8 culture that said fair or society has filed a report as provided for in<br />

9 this chapter, and upon the receipt <strong>of</strong> said certificate the auditor <strong>of</strong><br />

10 state shall issue his warrant for the amount to which said fair or<br />

11 society is entitled, less the sum <strong>of</strong> one hundred dollars, which amount<br />

12 shall be withheld and paid to said fair or society by warrant <strong>of</strong> the<br />

13 state auditor only upon certificate <strong>of</strong> the secretary <strong>of</strong> the state board<br />

14 <strong>of</strong> agriculture that said fair or society had an accredited delegate in<br />

15 attendance upon the state agricultural convention as hereinbefore<br />

16 required.<br />

SEC. 1636-a5. Fair defined.<br />

1 Wherever the term "county or district fair or agricultural society"<br />

2 occurs in this chapter it shall be held to mean a bona fide exhibition <strong>of</strong><br />

3 live stock, together with agricultural products and farm implements<br />

4 and one duly incorporated under the laws <strong>of</strong> the state <strong>of</strong> <strong>Iowa</strong>.<br />

SEC. 1636-a6. Report to supervisors.<br />

1 Each society receiving such appropriation shall, through its<br />

2 secretary, make to the board <strong>of</strong> supervisors a detailed statement,<br />

3 accompanied with vouchers, showing the legal disbursement <strong>of</strong> all<br />

4 moneys so received.<br />

SEC. 1636-a7. Permits to vendees.<br />

1 The president <strong>of</strong> a county or district fair or an agricultural society<br />

2 may grant a written permit to such persons as he thinks proper, to sell<br />

3 fruit, provisions, and other articles not prohibited by law, under such<br />

4 regulations as the board <strong>of</strong> directors may prescribe.<br />

SEC. 1636-a8. Appointment <strong>of</strong> police.<br />

1 The president or proper <strong>of</strong>ficer <strong>of</strong> any such fair or society may<br />

2 appoint such number <strong>of</strong> peace <strong>of</strong>ficers as may be necessary, and may<br />

3 arrest or cause to be arrested any person violating any <strong>of</strong> the provisions<br />

4 <strong>of</strong> this chapter, and cause him to be taken before some justice <strong>of</strong> the<br />

5 peace to be dealt with as provided by law ; and he may seize or cause to<br />

6 be seized all intoxicating liquors, wine, or beer <strong>of</strong> any kind, with the<br />

7 vessels containing the same, and all tools or other implements used in<br />

8 any gambling, and remove or cause to be removed all shows, swings,<br />

9 booths, tents, carriages, vessels, boats, or any other thing that may<br />

10 obstruct or cause to be obstructed, by collecting persons around or<br />

11 otherwise, any thoroughfare leading to the inclosure in which such<br />

12 agricultural fair is held. Any person owning, occupying or using any<br />

13 <strong>of</strong> such things causing such obstructions, who shall refuse or fail to<br />

14 remove the same when ordered to do so by the president or other <strong>of</strong>ficer,<br />

15 shall be liable to a fine <strong>of</strong> not less than five nor more than one hundred<br />

16 dollars for every such <strong>of</strong>fense. During the time the fair is held, no
