§ 1312. MEDICINE AND SURGERY. Tit. VI, Ch. 6.<br />

13 or midwives who have obtained from the board <strong>of</strong> examiners a cer-<br />

14 tificate permitting them to practice medicine, surgery or obstetrics<br />

15 without a diploma from a medical school or examination by the board,<br />

16 nor to physicians, as defined herein, who have been in practice in this<br />

17 state for five consecutive years, three years <strong>of</strong> which time shall have<br />

18 been in one locality, nor to filling prescriptions by a registered pharma-<br />

19 cist, nor to the advertising and sale <strong>of</strong> patent or proprietary medicines.<br />

SEC. 1312. Examination—registration—fee^-temporary permits.<br />

1 All persons beginning the practice <strong>of</strong> medicine in the state <strong>of</strong><br />

2 <strong>Iowa</strong> must submit to an examination as set forth in this chapter, and,<br />

3 in addition thereto, shall present diplomas from medical colleges rec-<br />

4 ognized as in good standing by the state board <strong>of</strong> medical examiners,<br />

5 and all persons receiving their diplomas subsequent to January first,<br />

6 eighteen hundred ninety-nine, shall present evidence <strong>of</strong> having<br />

7 attended four full courses <strong>of</strong> study <strong>of</strong> not less than twenty-six weeks<br />

8 each, no two <strong>of</strong> which shall have been given in any one year. The<br />

9 state board <strong>of</strong> medical examiners shall examine the graduates <strong>of</strong> the<br />

10 medical departments <strong>of</strong> the state university <strong>of</strong> <strong>Iowa</strong> and <strong>of</strong> such other<br />

11 medical colleges in this state as are recognized by said board <strong>of</strong> med-<br />

12 ical examiners as being in good and legal standing at the annual<br />

13 medical commencement and at the location <strong>of</strong> said state university<br />

14 and other medical colleges respectively:<br />

15 1. A certificate <strong>of</strong> registration showing that an examination has<br />

16 been made by the proper board <strong>of</strong> any state, or national board <strong>of</strong> med-<br />

17 ical examiners <strong>of</strong> Washington, D. C, on which an average grade <strong>of</strong><br />

18 not less than seventy-five per cent was awarded, the holder there<strong>of</strong><br />

19 having been at the time <strong>of</strong> said examination the legal possessor <strong>of</strong> a<br />

20 diploma from a medical college in good standing in this state, may<br />

21 be accepted in lieu <strong>of</strong> an examination, as evidence <strong>of</strong> qualification.<br />

22 But in case the scope <strong>of</strong> said examination was less than that prescribed<br />

23 by this state, the applicant may be required to submit to a supple-<br />

24 mental examination in such subjects as have not been covered.<br />

25 2. A certificate <strong>of</strong> registration or license, issued by the proper<br />

26 board <strong>of</strong> any state, may be accepted as evidence <strong>of</strong> qualification for<br />

27 registration in this state, provided the holder there<strong>of</strong> was, at the time<br />

28 <strong>of</strong> such registration, the legal possessor <strong>of</strong> a diploma issued by a med-<br />

29 ical college in good standing in this state, and that the date there<strong>of</strong><br />

30 was prior to the legal requirement <strong>of</strong> the examination test in this<br />

31 state. The fee for such examination shall be fifty dollars.<br />

32 3. Applicants for registration under the provisions <strong>of</strong> clauses one<br />

33 and two <strong>of</strong> this section shall make proper application upon forms fur-<br />

34 nished by the board and file same together with the registration fee,<br />

35 with the secretary <strong>of</strong> said board. If the credentials <strong>of</strong> the applicant<br />

36 are complete and regular, the secretary shall issue a temporary per-<br />

37 mit authorizing the said applicant to practice in <strong>Iowa</strong> during the period<br />

38 intervening between the date <strong>of</strong> filing his application and the date<br />

39 ' upon which the board authorizes or refuses the issuance <strong>of</strong> a perma-<br />

40 nent certificate, but not more than one such permit shall be issued to<br />

41 the same applicant. The temporary permits herein provided for shall<br />

42 apply only to applicants for a certificate under reciprocal agreements<br />

43 with other states.<br />
