SEC. 1306-a3. Regulations by board of health.
1 It shall be the duty of the state board of health to make the
2 necessary regulations for the enforcement of this chapter.

SEC. 1306-a4. Penalty.
1 Any person who shall wilfully violate any of the provisions of
2 this chapter shall be guilty of a misdemeanor, and upon conviction
3 thereof shall be punished by a fine of not more than five hundred
4 dollars or by confinement in the county jail six months.

CHAPTER 5.
ANTITOXIN.
SECTION 1310. Annual appropriation for expenses.
1 For the purpose of carrying into effect the provisions of this
2 chapter, and the payment of all expenses connected therewith, there
3 is hereby appropriated out of any funds in the state treasury, not
4 otherwise appropriated, the sum of two thousand dollars per annum,
5 or so much thereof as may be necessary to pay such expenses as may
6 be incurred by the state board of health in establishing antitoxin sta-
7 tions and providing for the distribution of Iowa state board of health
8 antitoxin under the provisions of this chapter.

CHAPTER 6.
MEDICINE AND SURGERY.
SECTION 1311. Practice of medicine defined.
1 Any person shall be held as practicing medicine, surgery or
2 obstetrics, or to be a physician, within the meaning of this chapter,
3 who shall publicly profess to be a physician, surgeon or obstetrician,
4 and assume the duties, or who shall make a practice of prescribing or
5 of prescribing and furnishing medicine for the sick; but it shall not
6 be construed to prohibit students of medicine, surgery or obstetrics,
7 who have had not less than two courses of lectures in a medical school
8 of good standing, from prescribing under the supervision of precep-
9 tors, or gratuitous service in case of emergency, nor to prevent the
10 advertising, selling or prescribing natural mineral waters flowing from
11 wells or springs, nor shall it apply to surgeons of the United States
12 army or navy, nor of the marine hospital service, nor to physicians
