STATE BOARD OP HEALTH.<br />

SECTION 1262. Organization—meetings—<strong>of</strong>ficers.<br />

1 The governor, secretary <strong>of</strong> state and auditor <strong>of</strong> state are hereby<br />

2 made a board <strong>of</strong> appointment, two <strong>of</strong> whom shall constitute a quorum<br />

3 for the purpose <strong>of</strong> making appointments as hereinafter provided, and<br />

4 the secretary <strong>of</strong> the executive council shall be the secretary there<strong>of</strong>.<br />

5 Said board <strong>of</strong> appointment shall appoint a secretary <strong>of</strong> the state<br />

6 board <strong>of</strong> health, who shall be a legally qualified physician and a gradu-<br />

7 ate <strong>of</strong> a reputable school <strong>of</strong> medicine, <strong>of</strong> not less than ten years'<br />

8 experience, and who shall serve for a term <strong>of</strong> five years or until his<br />

9 successor is appointed, as are the members <strong>of</strong> the state board <strong>of</strong> health,<br />

10 and who shall be the executive <strong>of</strong>ficer and commissioner <strong>of</strong> public health<br />

11 as hereinafter provided, and five members <strong>of</strong> the state board <strong>of</strong> health,<br />

12 <strong>of</strong> which not more than three shall belong to the same political party,<br />

13 nor more than two be <strong>of</strong> the same school <strong>of</strong> medical practice, which<br />

14 shall be constituted as follows: The state board <strong>of</strong> health shall con-<br />

15 sist <strong>of</strong> one well qualified civil and sanitary engineer, who shall devote<br />

16 as much <strong>of</strong> his time to the service <strong>of</strong> the state as may be needed or<br />

17 required, and when so engaged, shall have all his. necessary traveling<br />

18 and incidental expenses paid by the state, and four physicians, each <strong>of</strong><br />

19 whom shall be a graduate <strong>of</strong> a reputable school <strong>of</strong> medicine, each to<br />

20 serve for a term <strong>of</strong> five years, unless sooner removed by said board <strong>of</strong><br />

21 appointment for good cause, same to apply to the secretary, and until<br />

22 his successor is appointed ; provided that the term <strong>of</strong> the <strong>of</strong>fice <strong>of</strong> the<br />

23 five members first appointed shall be for one, two, three, four and five<br />

24 years, respectively, their terms to be designated by the board <strong>of</strong><br />

25 appointment, and to be so arranged that the term <strong>of</strong> one such member<br />

26 shall expire on the thirtieth day <strong>of</strong> June <strong>of</strong> each year. Any vacancies<br />

27 that may occur shall be filled by appointment by the board <strong>of</strong> appoint-<br />

28 ment, and at the expiration <strong>of</strong> the term <strong>of</strong> each member, his successor<br />

29 shall be appointed for a full term <strong>of</strong> five years. No member <strong>of</strong> the<br />

30 state board <strong>of</strong> health shall be an <strong>of</strong>ficer or a member <strong>of</strong> the faculty <strong>of</strong><br />

31 any medical school, and the board <strong>of</strong> appointment shall have the power<br />

32 to remove any member or the secretary <strong>of</strong> said board <strong>of</strong> health for<br />

33 good cause.<br />

34 The board <strong>of</strong> health shall meet semiannually, in July and January<br />

35 <strong>of</strong> each year, and at such other times as it may be deemed necessary<br />

36 by the secretary, or on the written request <strong>of</strong> two or more members <strong>of</strong><br />

37 the board <strong>of</strong> health, such meeting to be held at the seat <strong>of</strong> government ;<br />

38 suitable rooms, furniture, <strong>of</strong>fice supplies, postage, stationery and print-<br />

39 • ing therefor, to be provided by the executive council in the same man-
