and Govt. and UGC regulated<br />
various universities that are<br />
coming up in the state is a step<br />

applause that an amounts Rs.<br />
39.50 has already been<br />
sanctioned for college auditorium,<br />
girls hostel fencing, drainage,<br />
college library, printing of college<br />
magazine, furniture, excursions<br />
and modernization besides new<br />
proposals to the tune of<br />
Rs.2.40lakhs from different pool<br />
of resources are in the offing in<br />

In a fatal fire accident in the<br />
midnight of November 6, at<br />
Gosang Village 14 KM from<br />
Yingkiong town burnt to death the<br />
lone house owner one Akam<br />
Patuk. All the household<br />
properties were burnt to ashes.<br />
The district administration<br />
while ordering an enquiry of the<br />
cause of the accident handed<br />
over Rs. 2000/- to the relatives of<br />
the victim as an immediate relief.<br />

Jengging in midnight of<br />
November 5 last seven were<br />
houses gutted and few others<br />
were partially damaged. The<br />
Circle Officer Jengging gave Rs.<br />
2000/- each to the victims as an<br />

Demonstration against poor BSNL mobile services<br />

Large number of disgruntled BSNL<br />
customers spearheaded<br />
by Bomdila Town Committee<br />
(BTC), All West Kameng Students<br />
Union (AWKSU) and West<br />
Kameng Indigenous Peoples<br />
Society (WKIPS) participated in<br />
a demonstration against the BSNL<br />
for its poor mobile services in West<br />
Kameng district.<br />
The protesting members<br />
raised slogans against the GM,<br />
BSNL <strong>Arun</strong>achal Circle. They<br />
asked the BSNL authorities to<br />
improve the mobile and other<br />

an ultimatum of twenty five days to<br />

Pre-Army<br />
recruitment training<br />
being held<br />
KHONSA, November7:<br />
The Tirap District Career<br />
Counseling Cell and 1<strong>17</strong> Infantry<br />
Army Brigade, Khonsa are jointly<br />
organizing a pre-army recruitment<br />
training at Khonsa for the youths<br />
of Tirap district who would like to<br />
join in Indian Army beginning from<br />
8 th November. The training that will<br />
be for a period of 25 days will be<br />
imparted by the Expert trainers<br />
from the Army.<br />
Altogether 48 aspiring<br />
candidates were shortlisted for<br />
the training. They are being<br />
trained to participate in the Army<br />
rally slated to be held at Tezu in<br />
<strong>Arun</strong>achal Pradesh. The<br />
candidates will be trained in all<br />
disciplines like running, long<br />
jump, high jump, push-up etc. The<br />
people from all walks of life have<br />
lauded the effort of the TDCCC and<br />
the Army.<br />
It is worth-mentioning here<br />
that the TDCCC is also engaged<br />
in coaching the students to<br />
prepare them to face all kinds of<br />

Consultant and Laparoscopic<br />
Surgeon, GNRC Guwahati<br />
conducted the CMEP seminar in<br />
which all the medical officers of<br />

Seminar cum workshop on<br />
Laparoscopic surgery held<br />
Speaking on the occasion,<br />
Dr. Chowdhury <strong>info</strong>rmed that the<br />
best part of the laparoscopic<br />
surgery was that the patients<br />
could resume normal life much<br />
faster than other open surgeries.<br />
Earlier, while welcoming the<br />
venture, the Pasighat General<br />
Hospital Medical Superintendent,<br />
Dr. Onik Moyong highlighted the<br />
advantages to the patient with<br />
laparoscopic surgery versus an<br />
open procedure. Dr. Moyong<br />
further added that the<br />
laparoscopic surgery has<br />
replaced open surgery for many<br />
interventions over the years and<br />
has been associated with less<br />
minor complications as well as<br />
shorter duration of hospital stay<br />
when compared to open surgery.<br />
Though he admitted that<br />
there is still a major gap in the<br />
implementation of modern<br />
surgical methods in other parts<br />
of the state, he hoped that the<br />
people of Pasighat would be lucky<br />
enough and highly benefited<br />
availing the service now onwards<br />

Death of teachers<br />
condoled<br />
YINGKIONG: Tuting Yingkiong,<br />
MLA, Alo Libang, DC Liyon<br />
Borang, condoled the demise of<br />
Harjan Singh Senior Teacher<br />
and his wife Saroj Rawat Junior<br />
Teacher of Govt. Hr.Sec. School,<br />
Yingkiong who died on<br />
November 4 last in a Sumo<br />
accident. Expressing shock and<br />
grief over the death, they passed<br />
a condolence message to the<br />
berieved family members. The<br />
deceased were sincere and<br />
dedicated teachers and their<br />
death has become an<br />
irreparable loss to the district.<br />
They are survived by two sons<br />
and a daughter. Their mortal<br />
remains were cremated at<br />

Tuki urges historians for in-depth<br />
research of tribes<br />

Chief Minister Nabam Tuki today<br />
called on the historians and<br />
academicians to go for in-depth<br />
research from the ground level to<br />
the top and do the documentation.<br />
He said there should not be any<br />
scope for deviation from the basic<br />
facts that would remain for<br />
posterity in history books.<br />
Tuki was addressing the<br />
inaugural session of the three-day<br />
33 rd Annual Conference of the<br />
North East India History<br />
Association (NEIHA) this morning<br />
at Rajiv Gandhi University here at<br />
Rono Hills, Doimukh.<br />
In the past several historians<br />
have attempted to document the<br />
history of our tribes and the state.<br />
Unfortunately few did so by not<br />
getting into the ground realities<br />
and documented on the basis of<br />
half-done researches. Nomen<br />
clatures like Abors for the Adis,<br />
Dafla for the Nyishis and ‘other<br />
Naga tribes’ for tribes like<br />
Wanchos, Noctes, Tangsas, etc of<br />
Tirap and Changlang districts<br />
were coined and wrongly made<br />
part of the history,” he pointed.<br />
Observing that the oral<br />
tradition and communication of<br />
folklores, folk traditions, ethnic<br />
herbal treatments and people’s<br />
culture and indigenous<br />
institutions are yet to be rightly<br />
documented, Tuki appealed<br />
historians, writers and<br />
intellectuals to work in this line.<br />
He also called for a soul<br />
searching deliberation and<br />
discussion during the conference<br />
to evolve a mechanism to ensure<br />
that the history and culture of the<br />
State should find a place in history<br />
of AP and NE states which share<br />
international borders as sentinel<br />
of the country, he said that the<br />
people of NE are as patriotic as<br />
any Indian of this great nation.<br />
Ering hoped that the festival<br />
with theme of “Youth for Unity” will<br />
be a fruitful event promoting its<br />
objective of uniting & involving the<br />
youth of the country and<br />
understanding & promoting the<br />
rich cultural heritage & its<br />
exchange among the youths.<br />
On the occasion youth icon<br />
& London Olympics Bronze<br />
medalist MC Mary Kom was<br />
felicitated by the Government of<br />
<strong>Arun</strong>achal Pradesh by presenting<br />

major bottlenecks to understand<br />
the history and cultural<br />
transformation of the ancient and<br />
mediaeval periods of <strong>Arun</strong>achal<br />
Pradesh,” he said.<br />
Calling for incorporating and<br />
imparting a peripheral regional<br />
history and culture into<br />
mainstream educational<br />
knowledge system, Tuki said it<br />
would allow students to<br />
appreciate and understand the<br />
diverse culture of the North East<br />
India in general and <strong>Arun</strong>achal<br />
Pradesh in particular.<br />

developmental <strong>issue</strong>s pertaining<br />
to the state, especially<br />
implementation of the PM’s<br />
Package that Dr Singh had<br />
offered during his last visit to the<br />
frontier state.<br />
Submitting to the Prime<br />
Minister the status of the various<br />
stages of implementation of<br />
projects under the PM’s<br />
Package, Tuki <strong>info</strong>rmed that the<br />
generous package is being<br />
implemented in letter and spirit.<br />
He said funds provided under the<br />
package are being utilized<br />
judiciously, which is being<br />
ensured by the third-party<br />
monitoring system adopted by the<br />
state government.<br />
The Chief Minister also<br />
requested the Prime Minister’s<br />
intervention to facilitate the scope<br />
of externally aided funding of<br />
development projects in the state<br />
through organisations such as<br />
Asian Development Bank (ADB)<br />
and World Bank. He <strong>info</strong>rmed<br />
that <strong>Arun</strong>achal Pradesh has<br />
recently submitted certain<br />
Infrastructure Development<br />
projects for funding by ADB but<br />
due to certain hurdles the<br />
projects are not seeing the light<br />
of the day. He appealed for the<br />
PM’s personal intervention to<br />
clear these hurdles so that the<br />
state can also benefit from<br />
moving through Assam would be<br />
solved permanently.<br />
He said, the Centre has also<br />
sanctioned an amount 383 crore<br />
for constructing 223 kilometers of<br />
roads in border areas, while an<br />
amount of 3000 crore had been<br />
provided for four lanning of the<br />
existing road from Banderdewa to<br />
Hollongi across the state capital.<br />
“My ministry is supporting<br />
the proposal of the state<br />
government for all-weather road<br />
in all untouched blocks and<br />
accordingly I have approached<br />
the concerned ministries for<br />
early sanction of fund,” he said.<br />
Under PMGSY, he said,<br />
works on construction of roads<br />
in 298 habitations out of total 350<br />
habitations in <strong>Arun</strong>achal<br />
Pradesh already started with<br />
special dispensation from the<br />
Centre in terms of population<br />
criteria.<br />

region and Assam. Besides, this<br />
road would boost up border trade<br />
as well as tourism sector with<br />
Bhutan, he explained.<br />
He further briefed the PM<br />
about the impending status of<br />
these projects and requested the<br />
PM to expedite completion of the<br />
same through related<br />
Government agencies such as<br />
Ministry of External Affairs, Border<br />
Roads Organisation and others.<br />
He also appealed to the PM for<br />
facilitating the No Objection<br />
Certificate for the construction of<br />
the Lumla Airport which would<br />
cater to both civilian and defence<br />

National Service Scheme (NSS)<br />
The Ministry of Youth Affairs & Sports has decided to<br />
reposition the National Service Scheme (NSS) by adding a<br />
new Skill Development dimension to the scheme. The new<br />
focus of the scheme would be on students attaining<br />
employable skills while undertaking work with the community<br />
to bring about sustainable social change and equity. A pilot<br />
project to this effect would be undertaking in the current<br />
financial year.The NSS, which would now be rechristened as<br />
the National Service and Skill Development (NSSD) Scheme,<br />
originally aimed at fostering relevance between higher<br />
education institutions and social well-being. Over a period<br />
of time, since the inception of NSS, the country has<br />
undergone socio economic changes, which have<br />
necessitated a review of the Scheme and its objectives.The<br />
reformulated NSS aims at creating socially<br />
conscientious students; developing generic and domain led<br />
skills that would enhance student employability; enabling<br />
certification (Diploma) of students in an employability<br />
enhancing skill in addition to receiving a degree in the field<br />
of study. In 2006, the University Grants Commission <strong>issue</strong>d<br />
an advisory encouraging Universities and Colleges to<br />
introduce Career Oriented Programmes at first degree level.<br />
The objective is to introduce career and market-oriented, skill<br />
enhancing add-on courses with potential for job, selfemployment<br />
and empowerment of the students. The UGC<br />
recommended offering add-on courses at (i) Certificate (20<br />
credits); (ii) Diploma (40 credits inclusive of 20 credits earned<br />
during Certificate Course), and (ii) Advanced Diploma (60<br />
credits inclusive of 40 credits earned together during<br />
Certificate and Diploma courses respectively). Each credit<br />
means 15 hours of teaching / practice and significant portion<br />
of the total credit load assigned to field work / project work.In<br />
keeping with the above, since NSS Volunteers are mandated<br />
to do community service, the idea is to introduce vocational<br />
skill oriented certificate and diploma programmes through<br />
which NSS volunteers can gain the course credits through<br />
lectures offered during weekends and practical work done<br />

Introduction:<br />
<strong>Arun</strong>achal Pradesh is<br />
surrounded by Bhutan to the west,<br />
Myanmar to the East, the<br />
autonomous Tibetan region of the<br />
People’s republic of China in the<br />
North and the states of Assam<br />
and Nagaland to the South. This<br />
mountainous tract is located<br />
between 26.28 N to 29.28 N.<br />
latitude and 91.30 E to 97.30 E<br />
longitudes has 26 major tribal<br />
population groups with number of<br />
sub tribes totaling approximately<br />
110 linguistic groups. The state<br />
has got <strong>17</strong> districts in total.<br />
The state remains by and<br />
large in the stage of primitive<br />
subsistence economy where<br />
Jhum cultivation is still in practice<br />
due to hilly terrain which provides<br />
a limited scope for capital<br />
investment and scientific<br />
improvement. Truly speaking<br />
there is no industrial<br />
establishment in the state with an<br />
Cultivation of poppy, Usage of opium and drug<br />
trafficking in Lohit and Anjaw districts of<br />
exception of a few small scale<br />
timber and cane and bamboo<br />
industries. Moreover, since the<br />
state falls under “Inner Line<br />
Regulation Act” there has been no<br />
appreciable investment on<br />
various sectors and as a result<br />
the progress in the sectors like<br />
Tourism etc. is found to be slow<br />
Mithun (Bos Frontalis), the state animal of <strong>Arun</strong>achal<br />
Pradesh is the living wealth of the people of <strong>Arun</strong>achal<br />
Pradesh. This beautiful semi-domesticated animal with<br />
prominent horns has religious significance and has intimate<br />
relation with socio-cultural life of the people. It is found in<br />
East Kameng, Kurung Kumey, Lower Subansiri, Upper<br />
Subansiri, Papumpare, West Siang, East Siang, Upper Siang,<br />
Dibang Valley, Lower Dibang Valley, Lohit<br />
and Anjaw districts of the state.<br />
Mithun is known by different names<br />
by various tribes of the state. It is primarily<br />
reared for meat and highly preferred<br />
among the people of the state.<br />
Traditionally, the Methun is a unit of wealth<br />
and is allowed to move freely in the jungle<br />
till it is either used for food on festive<br />
occasions and marriage feasts, or for<br />
barter. It is also used as a ceremonial<br />
animal and plays very important role in<br />
economical, social and cultural life of the people of the state.<br />
It is considered a status symbol in tribal societies since time<br />
immemorial.<br />
Though found in Bangladesh, Bhutan, Cambodia,<br />
China, Malaysia (peninsular), Myanmar, Nepal, Thailand and<br />
Vietnam, and Indian states like Mizoram, Manipur and<br />
Nagaland, <strong>Arun</strong>achal Pradesh with 1,86,000, (as per 2007<br />
<strong>Arun</strong>achal Pradesh<br />
despite having enough<br />
potentialities for its development.<br />
A brief account of Opium<br />
Opium is an addictive drug<br />
made from the juice of Poppy<br />
flower. Many areas of <strong>Arun</strong>achal<br />
Pradesh are now under Poppy<br />
cultivation and gradually the fields<br />
are turning commercial. Nearly<br />
whatever she had to think. Now<br />
there is no more time to think<br />
further.<br />
Mimi hoisted up the bottle to<br />
the baby’s mouth with her shaking<br />
hands. He attempted to pull the<br />
bottle towards his mouth.<br />
Repeatedly he tried to hold the<br />

wall she saw a mother mithun<br />
feeding milk to her baby while<br />
affectionately slaking its body.<br />
Look, those animals have so<br />
much love for their offspring. To<br />
give her enormous love, the<br />
mother was feeling very proud of<br />
finding a baby. But she was a<br />
human being. What was she trying<br />

boarders with China and<br />
Myanmar have opium cultivation.<br />
Opium is also cultivated in several<br />
Kitchen garden size plots in<br />
almost every households of Lohit<br />
and Anjaw district. Though the<br />
people of these two districts grow<br />
paddy, Maize, Millet, Potato, ginger,<br />
Wheat, Pulses, Chili and<br />
vegetables but the earnings from<br />
these products are not up to their<br />
expectation. The preparation of<br />
Opium from Poppy flower is a<br />
system in which the Poppy pods<br />
are cut with a blade and the latex<br />
is collected in a can which<br />
contains Opium. The latex is also<br />
smeared on a cloth. There are two<br />
methods of its use called “Pucca”<br />
method and “Katcha” method. In<br />
“Pucca” method Opium is<br />
collected on a nettle cloth and<br />
dried. Each time when it is needed<br />

A Mithun breeding farm established in 1995 on 350 acres<br />
of land at Sagalee, 96 km from Itanagar, conducts research<br />
on multipurpose use of this docile animal, like milching and<br />

For its hardy, well built and massively strong body the<br />
department of Animal Husbandry and<br />
veterinary has successfully evolved the<br />
ploughing ability of the Mithun under a<br />
package of practice that was<br />
experimented at the Department of<br />
Animal Husbandary & Veterinary run<br />
Mithun Breeding Farm at Sagalee in<br />
Papum-Pare district. A Demonstration of<br />
the ploughing ability of the Mithun was<br />
carried out at Krishi Vigyan Kendra (ICAR)<br />
at Karsingsa for the general farmers on<br />
9th June’2009.<br />
A study on the milking capacity of Mithun has also<br />
revealed that a Mithun on an average, can yield up to 1.5 litres<br />
of milk daily, equivalent to three-litres milk of a cross-bred<br />
cow.<br />
The animal is facing the threat of extinction due to mass<br />
slaughter during local festivals and commercial consumption,<br />
prompting the civil society to call for its protection.<br />

Taking a note of the recent<br />
development of opening up of<br />
more employment opportunities<br />
in the banking sector for the first<br />
time in any college in <strong>Arun</strong>achal<br />
Pradesh, a coaching programme<br />
for banking examinations was<br />

Programme cum Workshop on<br />
Data Captured Formats (DCF) for<br />
the year 2012-13 was held at<br />
Tezu, for Tezu, Namsai,<br />

Wakro blocks with effect from<br />
October 30 to November 3 last.<br />
U-DISE DCF has been<br />
developed by Ministry of Human<br />
Resource Development, New<br />
Delhi as per the need of<br />
implementation of Right to<br />
Education Act to record all type of<br />
Babu, the Coordinator of the<br />
Programme in his address<br />
<strong>info</strong>rmed that the programme was<br />
tailor-made and strictly as per the<br />
examination pattern <strong>set</strong> by IBPS<br />
(Institute of Banking Personnel<br />
Selection) which conducts a<br />
common written examination<br />
(CWE) for recruitment of banking<br />
personnel required for 20 Banks.<br />
In the present context of <strong>Arun</strong>achal<br />
Pradesh wherein more and more<br />
banks are opening their branches<br />
there is good requirement of local<br />
boys and girls to man these<br />

state government will send both their classified and display advertisements to the Director of Information and Public<br />
Relations and in no case government departments and public undertakings etc. will <strong>issue</strong> advertisements directly to news<br />
papers and periodicals.<br />

Cultivation of Poppy...<br />
for consumption the opium in the<br />
cloth is boiled and dried again and<br />
a piece is placed in a pipe and<br />
smoked. The “Pucca” addicts are<br />
hardened users. In ‘kutcha’<br />
method in a piece of cloth the<br />
opium extract is smeared and<br />
dried and then these are boiled in<br />
Tea and consumed. Some of the<br />
people can chew raw opium also.<br />
Popular belief suggests that<br />
Opium is a drug was deliberately<br />
introduced by the British. As the<br />
Mishmis were an aggressive<br />
group of people the drug was<br />
used to make them obedient.<br />
Whatever may be the cause the<br />
consumption of opium is a<br />
traditional practice and it can be<br />
witnessed that the opium has<br />
severely harmed the fertility of<br />
these people. With the free trade<br />
of opium between India and<br />
Myanmar since the signing of<br />
bilateral trade in 1995 extreme<br />
abuse of opium have been<br />
reported since 1997.Cases of the<br />
addicted person selling off their<br />
properties for the sake of buying<br />
opium was widespread in recent<br />
years. Many of these addicts<br />
consumed opium by smoking<br />
wooden and bamboo pots known<br />
as “Doba” although injection or<br />
needles fed with opium is also<br />
found.<br />
Opium prone areas in<br />
<strong>Arun</strong>achal Pradesh and its<br />
preventive measures :<br />
In <strong>Arun</strong>achal Pradesh the<br />
youths in Tirap, Changlang , Lohit<br />
and Anjaw districts are worst<br />
affected . In a recent study it was<br />
found that <strong>Arun</strong>achal,s Tirap,<br />
Changlang , Lohit , Anjaw and<br />
Upper Siang districts are the<br />
Poppy belt region. In a recent<br />
survey the CBN( Central Bureau<br />
Of Narcotics) carried out a study<br />
to determine the extent of illicit<br />
cultivation of Poppy in the Poppy<br />
belt areas and found that majority<br />
of their people started opium<br />
growing since 1999. The size of<br />
the plots varied between 50sq. km<br />
and 12 Hacs. The average yield<br />
is approximately 5-8 kg / Hac .The<br />
CBN destroyed a large hectors of<br />
land of Poppy in 1999, 2000 and<br />
in 2002. Again in 2010 “Operation<br />
Mithun” was launched. Both<br />
Central Govt and State Govt are<br />
trying their level best to overcome<br />
the situation by means of various<br />
methods such as by destructing<br />
the poppy cultivation, giving a ban<br />
on opium trade etc. Yet trade of<br />
opium goes on unchecked in the<br />
districts of Eastern <strong>Arun</strong>achal<br />
Pradesh where cultivation of<br />
Poppy plants is widespread. It can<br />
be mentioned here that apart from<br />
Lohit and Anjaw districts of<br />
<strong>Arun</strong>achal Pradesh Changlang is<br />
another district where poppy<br />
plants are cultivated extensively<br />
despite periodic raids by their<br />
district Police and officials of<br />
Narcotics Controlled Bureau.(<br />
NCB). Similarly in Tirap, Lohit,<br />
Anjaw and to some extent in<br />
Lower Dibang Valley districts the<br />
cultivation of Poppy goes on<br />
unabated notwithstanding raids<br />
from time to time while illicit drugs<br />
including brown sugar , heroine<br />
etc are also being used by a<br />
section of people.<br />
A glimpse of Lohit District:<br />
The Lohit District of<br />
<strong>Arun</strong>achal Pradesh derived its<br />
present name from one of its<br />
principal rivers, The Lohit, a<br />
tributary of mighty river<br />
Brahmaputra , also spelt as Luhit<br />
which rises from the eastern Tibet<br />
and enters India near Dichu<br />
village in the Kibithu area of<br />
present Anjaw District. The<br />
confluence of these rivers is<br />
known as the Brahmaputra.<br />
According to ancient Indian<br />
Literature the river is called<br />
“Lauhuitya” which is associated<br />
with the legends of Parasurama.<br />
The Lohit district is situated<br />
on the North Eastern extremity of<br />
<strong>Arun</strong>achal Pradesh . It lies<br />
approximately between the<br />
latitude 27.33’N and 29.22’N and<br />
the longitude 95.15’E AND<br />
97.24’E. The latitude of 28.N<br />
crosses the District at its broadest<br />
part and the longitude of 96.E runs<br />
through its longest part. Lohit<br />
District is the homeland of the two<br />
sub-tribes of the Mishmis namely<br />
the Taraon (Digaru Mishmis) and<br />
the Miju(Kaman Mishmis). The<br />
Taraon Mishmis(Digaru) are<br />
concentrated in the eastern side<br />
of Dibang and west central parts<br />
of Lohit District. The Miju(Kaman<br />
Mishmis) are <strong>set</strong>tled in the<br />
eastern parts of Lohit District. In<br />
addition to these two tribes few<br />
other tribes such as Khamptis ,<br />
Singphos and a section of<br />
Padam(Adi) also inhabit in this<br />
district. A small pocket of Idu<br />
Mishmis(one of the sub-tribes of<br />
Mishmis) also found in the District<br />
HQ. Apart from these a small<br />
section of Tibetan and Chakma<br />
Refugees have been <strong>set</strong>tled at<br />
Tindolong (near Tezu) and<br />
Chowkham area respectively.<br />
The cultivation of opium in<br />
Lohit Valley goes for centuries for<br />
consumption and for trade and<br />
also used in rituals too. Today,<br />
along with improvement of<br />
education and some other<br />
reasons like improvement of<br />
communication etc it has brought<br />
prosperity to the valley. A good<br />
number of villages in Anjaw<br />
district and in the villages of Lohit<br />
district in East <strong>Arun</strong>achal<br />
Pradesh, which has borders with<br />
China and Myanmar , have opium<br />
cultivation.<br />
Two decades ago, opium<br />
cultivation was restricted to a<br />
small area. Today there are large<br />
hectares of opium fields,<br />
producing much more than the<br />
requirement of that nearly a large<br />
number of addicts are in Anjaw<br />
and Lohit District. The annual<br />
yield of opium is as an average<br />
10 kg a hectare.. Opium is<br />
cultivated on several kitchen-<br />
garden-sized plots in Hawai town,<br />
the headquarters of Anjaw district,<br />
in the hills. One such plot is just<br />
three minutes’ walk from the<br />
Circuit House and opposite a<br />
school.<br />
At Tezu,in the prime location<br />
of the district headquarters and<br />
in the foothills, there are several,<br />
well-fenced fields of poppy<br />
cultivation about 200 meters<br />
across the Indira Gandhi College<br />
or about a kilometer from the<br />
Circuit House and across the Tezu<br />
river. The Khamptis and the<br />
Singphos grow poppy in the lower<br />
part of this district and the Digaru<br />
Mishmis in the upper part.<br />
Historical rerecords show<br />
that Opium has been cultivated in<br />
the Lohit area for centuries. A<br />
British traveler T.T Cooper<br />
mentioned the consumption of<br />
opium in these areas. “Verrier<br />
Elwin” has written that opium was<br />
distributed by British expedition to<br />
the Mishmis as a political ploy.<br />
The Central Bureau of<br />
Narcotics (CBN)has found opium<br />
cultivation in many parts of Lohit<br />
district of A.P . According to the<br />
Bureau opium is also being sold<br />
as an important cash crop in<br />
these areas. According to official<br />
figures, there are large numbers<br />
of addicts in the country. The year<br />
1972 was the cut-off year for<br />
opium addicts across the country<br />
to register them. Forty-seven<br />
years later, hundreds of<br />
thousands of new addicts have<br />
joined them. There is much to be<br />
done to change the situation in<br />
Lohit Valley and Lohit district<br />
borders Assam. The opium fields<br />
begin within a few kilometers of<br />
the checkpoint at Dirak, and after<br />
the Noah Dihing. They are<br />
carefully hidden behind clumps of<br />
trees and tea estates. “Namsai”<br />
the sub divisional town of Lohit<br />
District is where it is first seen in<br />
abundant concentration. The<br />
plots vary from 50 square meters<br />
to a hectare.<br />
The historical records say<br />
that these two districts ( Lohit and<br />
Anjaw) cultivated opium for<br />
centuries for consumption and<br />
use it in ritual and medicines.<br />
According to a rough estimate the<br />
annual yield of opium is around<br />
10 kg a Hectare. The average<br />
addict takes about 3 gms of opium<br />
a day which is much more than<br />
what an addict consumes<br />
anywhere in the country. One of<br />
the causes behind the spurt in<br />
opium trade is that the farmers<br />
are getting huge return s by<br />
cultivating poppy in stead of other<br />
crops . The National crime bureau<br />
has already expressed serious<br />
concern over the volume of drug<br />
trafficking in the region.<br />
Considering the gravity of the<br />
situation it is high time the region<br />
had an exclusive force to tackle<br />
the drug trade. One of the<br />
important aspects is that the<br />
authorities of all the NE States<br />
should co- ordinate their steps to<br />
combat this menace, because the<br />
opium trade if carried on<br />
unchecked will not only affect<br />
<strong>Arun</strong>achal Pradesh but<br />
subsequently other states of<br />
North Eastern regions as well. If<br />
strong steps are not initiated it<br />
might pose a serious threat to the<br />
region. Those found involved with<br />
opium trade should be strongly<br />
dealt with. Time has come to<br />
make everyone alert and<br />
awareness camp should be<br />
organized from time to time by<br />
Government Agencies , NGO,s<br />
and other local bodies with united<br />
efforts by all to solve the deep<br />
rooted opium menace in the<br />
district where more than 70% of<br />
the house holds are affected.<br />
A survey Report<br />
A 2010-11 survey by the Delhi<br />
based Institute for Narcotics<br />
studies and Analysis ( INSA)<br />
revealed an alarming situation on<br />
drug abuse in Lower Dibang Valley<br />
besides Lohit, Anjaw, Changlang<br />
, Tirap and Upper Siang districts.<br />
Operation Mithun -2010 was also<br />
launched in Lohit and Anjaw by<br />
Govt of India , Ministry of Finance ,<br />
Central Bureau of Narcotics (<br />
CBN) from January 2010 which<br />
continued up to February 2010<br />
first to identify the location and<br />
extent of poppy cultivation area. In<br />
their second phase the<br />
destruction of poppy cultivated<br />
area started but there was stiff<br />
opposition from various cross<br />
sections of people. It can be<br />
mentioned here that destruction<br />
operation of poppy cultivations in<br />
these areas started from 1991 or<br />
even earlier. However, the recent<br />
boom in opium trade in the<br />
eastern part of <strong>Arun</strong>achal Pradesh<br />
can be traced back as early<br />
as1990 when the UN drug control<br />
programme offered assistance to<br />
Myanmar to eradicate illicit opium<br />
production:<br />
CONCLUSION:<br />
From the facts mentioned<br />
above it can be said that cultivation<br />
of Poppy at its initial stage was not<br />
associated with commercial<br />
motive. Probably it was it was used<br />
for medicinal purpose and to<br />
some extent for religious needs to<br />
appease various benevolent and<br />
malevolent deities. In the olden<br />
days when there were not much<br />
health facilities in the remote<br />
villages the people used to take<br />
opium from medicinal point of view.<br />
it was used as an additive to regain<br />
strength and to get freshened up<br />
after whole day of toiling in the field.<br />
But as time passed on the young<br />
generation too got influenced init<br />
and started taking it as pleasure.<br />
The aged (old) people say the<br />
usage of opium was for medicinal<br />
purposes which could cure body<br />
pain, headache, diarrhea and<br />
some other acute disease too<br />
without going to the Doctor. While<br />
interviewing with the villagers<br />
regarding the ill effect of opium that<br />
say “bad reputation in our society<br />
is not due to usage of opium but<br />
due to illegal use in drug trafficking<br />
such as heroine, cocaine, Brown<br />
sugar, alcoholism etc which are<br />
slowly penetrating to the society”<br />
But whatever may be the<br />
case the root must be pulled out<br />
and every person in the society<br />
must be alert to tackle the dreaded<br />
drug menace and to combat illicit<br />
drug trafficking so that present<br />
upcoming generation is saved.<br />
Strong vigil by the law enforcing<br />
authorities is needed to thwart the<br />
activities of those who are involved<br />
in the trade. Those found involved<br />
with opium trade should be<br />
strongly dealt with. Moreover, the<br />
voluntary agencies and society as<br />
a whole should come forward to<br />
assist the authorities in combating<br />
the scourge of drugs.<br />

electrified under the central<br />
flagship program Rajiv Gandhi<br />

its Chairperson Gumri Ringu<br />
visited Palin, Sangram and<br />
Koloriang to create legal<br />
awareness for women. The team<br />
reached Koloriang on Nov 2 last<br />
and held an awareness<br />
programme cum interaction<br />
programme with the public,<br />
APSCW conducts legal awareness for women<br />
Panchayat leaders, Gaon Buras,<br />
officers and NGO’s.<br />
Assuring to pursue with the<br />
government on the suggestions<br />
and advices given by the speakers,<br />
Ringu emphasized that people<br />
should know the importance of<br />
APSCW.<br />
Meyo Taku (Member) empha<br />
sized on the women to do their best<br />
in every field and also highlighted<br />
on the various laws and rules<br />
relating to women, while Yapik Kulo<br />
(Member) spoke on the domestic<br />
violence act and highlighted various<br />
features of the law. There were<br />
several other speakers who spoke<br />
on the evils of domestic violence,<br />
child marriage and bondage labour.<br />
The programme started with<br />
the welcome address by Hage<br />
Takka, ADC and ended with the vote<br />
of thanks by Ringu Kama, i/c DD<br />
ICDS.

creation. And look, the baby was<br />
attempting to thrust in the life<br />
destroying poison into his mouth<br />
mistaking it to be his mother’s<br />
milk. Streams of tears began to<br />
flow down her cheeks. The milk<br />
bottle fell down from her hands<br />
instantaneously. Picking up the<br />
bottle, she hurled it into the far. He<br />
can not die. He must grow into a<br />
human being. She must live on<br />
for his sake. She will fight against<br />
other’s injustice. She will win her<br />
life. His two cheeks got wet by her<br />
tears. After that, lifting her blouse<br />
she fed him. She peered at his<br />
loving face. She was his mother.<br />
She became proud of her<br />
motherhood. Feeding over, she<br />
lifted the baby in her bosom and<br />
went out of the house aimlessly.<br />
Mimi had got caught herself<br />
by Dempe.<br />
Going to the field in a rainy<br />
day she had to stop beside a river<br />
bank. The open waves of the river<br />
were flowing ferociously. She<br />
stepped into the river to cross it.<br />
The water rose up to her waist.<br />
The waves threatened to hurl her<br />
down. She could not go further.<br />
She returned to the bank. She<br />
looked back. A young man was<br />
approaching—Dempe.<br />
Approaching Mimi, Dempe said,<br />
“Isn’t the water rising today?”<br />
Mimi did not respond. Facing<br />
opposite to Dempe, she kept on<br />
standing. She kept looking into<br />
the currents.<br />
Dempe said again, “Come, I will<br />
cross you.”<br />
“Uh hu—I will return to home.”<br />
Mimi replied.<br />
“What, is your work in the field<br />
over.”<br />
“Uh hu.”<br />
“Then.”<br />
“Who will cross me while returning<br />
from field?”<br />
“What is the matter, I will cross<br />
you.”<br />
“Will I meet you?”<br />
“Why not? Do one thing. Wait here<br />
if you do not find me on your return.<br />
Tell others also to wait here. If I<br />
arrive earlier, I will wait for you.”<br />
“Won’t your parents get angry for<br />
helping others to cross rivers?”<br />
“Does it matter to you?” He said<br />
laughing. Then he said, “Come.”<br />
Holding Mimi’s hands,<br />
Dempe got down to the river. The<br />
water rose up to the chest. The<br />
currents were so swift and<br />
threatened Mimi to carry along with<br />
its force. He held her hands tightly.<br />
Just then the current unloosed her<br />
skirt. She caught one end of the<br />
skirt with her one hand. She<br />
became completely naked,<br />
helpless. She covered her bosom<br />
with the other hand. She became<br />
full of shame. She looked into his<br />
face—he didn’t face her. He was<br />
looking towards the other bank.<br />
Soon after reaching the bank, he<br />
freed her hands. She glanced at<br />
his face. He had not looked at her<br />
still. Hastily, she put on her skirt.<br />
They got to the bank. Mimi<br />
halted. She lost the courage to<br />
face his eyes. Rubbing the soil<br />
with her toes, she lowered her<br />
eyes.<br />
“Come, it has been too late.”<br />
“You proceed.” Mimi said without<br />
looking at him.<br />
“Why, are you not going?”<br />
“I am ashamed of you.”<br />
“Why?”<br />
Mimi remained quiet.<br />
“What was the matter for being<br />
ashamed?”<br />
“Whatever happened now---—.”<br />
She couldn’t complete.<br />
Her being naked weighed<br />
on her mind. She was in full glare<br />
of his vision. But he consciously<br />
did not look at her. For him,<br />
watching her was immoral. As if<br />
he had not really seen her naked<br />
body, he said, “What had<br />
happened now? Come—there’s<br />
no time to wait.”<br />
Mimi thought—may be he<br />
had not seen her. Her shame<br />
became lighter. She followed him.<br />
Mimi can’t forget that day any<br />
more. Her hands had got<br />
entrenched in his broad chest. A<br />
sweet sensation developed with<br />
the union of his warm bosom and<br />
her shoulder. Now when he<br />
remembers it, she feels shame,<br />
she also feels good –she feels<br />
better. That day there was no<br />
sense of obscenity in his<br />
behaviour. May be she would also<br />
have felt like that had she been a<br />
young man. There was no sense<br />
of obscenity in his talks. Always in<br />
the forefront in coming to the help<br />
of others. She can’t probably<br />
forget his charity. One can’t get<br />
disappointed with such a<br />
generous and hale and hearty<br />
young man. Her mind had<br />
become as if of Dempe.<br />
Dempe—she felt so good.<br />
‘Dempe’ was like their Ponung<br />
dance. So sweet, so lovely like<br />
his sweet laughter. She felt like<br />
surrendering her body by<br />
entrenching in his broad bosom.<br />
One day Mimi gave him a<br />
jacket. Initially he had not wanted<br />
to take it.<br />
“Why are you giving it?”<br />
“Shouldn’t I have given it?”<br />
Having said this, she<br />
became red in the face. As if he<br />
was familiar with her since long.<br />
As if she owed many dues on<br />
him. As if she deserved to<br />
become proud if she had cleared<br />
those dues on him. She was not<br />
quite friendly with him. Or they<br />
had not talked to each other quiet<br />
often. She thought she was not<br />
pleased for having said that to<br />
him. Her intention was only to<br />
create a deep relationship with<br />
him. If he could not give her<br />
freedom to express those words<br />
then why did he cross her the river<br />
by holding her in his bosom?<br />
Even after crossing the river she<br />
had asked him to go ahead. But<br />
why did he deliberately ask her<br />
to go with him?<br />
He had said something in<br />
the middle, but as she was<br />
absentminded, she could not get<br />
it. Not having received any<br />
response from her, he left, saying<br />
“I am leaving.”<br />
“People do not accept our<br />
presents.” She said smugly.<br />
He halted. He thought— she was<br />
none to him, he had no ties with<br />
her family. He doesn’t present<br />
anything to others.<br />
“What will I give you in lieu of the<br />
jacket? Don’t have money also.”<br />
Dempe said.<br />
“I am not trying to become rich by<br />
selling the jacket to you. What<br />
shall I do? Girls like us should<br />
not give any gifts to others.”<br />
He started to leave taking the<br />
jacket with him.<br />
“Ok then. The jacket is so<br />
attractive.”<br />
Her face became bright all<br />
of a sudden like when the cloudy<br />
sky cleares with the appearance<br />
of the sun in the sky.<br />
“Eh, it’s enough! Wouldn’t<br />
have minded even if you had<br />
thought too little of it.” She said<br />
while smiling.<br />
She had been longing to<br />
hear such a word from him. Now<br />
she got something which had<br />
been deprived from her for long.<br />
She derived an unexplainable<br />
sense of joy even after giving the<br />
jacket to him. She felt as if she<br />
has consummated all her love<br />
for him through giving of the<br />
jacket to him. Truly she felt<br />
unlimited love for Dempe now.<br />
She felt as if she would not have<br />
felt gratified even if she made love<br />
to him now. His words were<br />
sweet, as if they were the lilting,<br />
sweet songs emanating from the<br />
lovely little wild birds. His smiles<br />
were so lovely; she had not seen<br />
it just like blooming flowers in the<br />
jungle before while she<br />
wandered out into the jungle to<br />
fetch firewood.<br />
“I am living Dempe! I have<br />
some paddy to husk.” She said<br />
briskly.<br />
“Ok then. But you look so lovely,<br />
Mimi!”<br />
“You’re so naughty! She said<br />
smilingly, looking at him from the<br />
corner of her eyes.<br />
“People turn naughty when they<br />
speak the truth.”<br />
“Are you hurt from what I have<br />
said?”<br />
“Why not?”<br />
“Don’t get hurt Dempe, I had<br />
simply joked it!”<br />
The two laughed together.<br />
“I would like to love you very<br />
much!” he said looking at her<br />
smilingly then ran away without<br />
looking back.<br />

Students Corner<br />
A GOOD AUGURY:<br />
There has been noted a new<br />
awakening and tremendous<br />
enthusiasm among the students<br />
of Daporijo area for spread of<br />
education. This is evident from the<br />
active participation of the students<br />
in construction work of school<br />
buildings, hostels etc. the<br />
students of the M.E. School at<br />
Taliha, a border area, recently<br />
furnished an inspiring example in<br />
this regard. The students among<br />
themselves constructed one<br />
hostel building to accommodate<br />
50 students entirely on self-help<br />
basis. They also voluntarily<br />
carried on their shoulders 100<br />
loads of furniture for the school<br />
from a distance of 30 km and thus<br />
saved a huge amount of probable<br />
expenditure. They are also<br />
voluntarily offering labour for<br />
construction of new buildings for<br />
the school in the new site.<br />
SCOUTING:<br />
The first anniversary of scout<br />
raising day of Dumporijo L.P.<br />
School in the Daporijo area was<br />
recently observed in a befitting<br />
manner. Speaking on the<br />
occasion the Additional Deputy<br />
Commissioner, Daporijo,<br />
stressed the importance of scout<br />
training and said that such training<br />
would help the students to<br />
develop self – reliance and keep<br />
them physically and mentally fit.<br />
The scout group is incidentally the<br />
first of its kind to be raised in the<br />
Daporijo area. The programme for<br />
celebration of the anniversary<br />
included flag hoisting and march<br />
past and P.T. display by the scouts.<br />
A large number local people<br />
witnessed the show. Later the<br />
students arranged a cultural show<br />
in the auditorium which they<br />
themselves constructed on self-<br />
help basis.<br />
RESULTS:<br />
The results of the B.A. part-I<br />
examination which have been<br />
announced recently are by and<br />
large satisfactory so far as NEFA<br />
is concerned. Altogether 12<br />
students including one in our<br />
successful and 7 failed in one<br />
subject only and will thus be<br />
eligible to join the Third Year<br />
Class. The collage had sent up25<br />
students for the B.A. Part –I<br />
examination.<br />
SYMPOSIUM:<br />
Under the auspices of the<br />
Basar school and the Field<br />
Publicity unit a symposium on the<br />
subject “Defense of the country”<br />
was organized on July 21, 1967<br />
at the Basar High School. The<br />
function was presided over by the<br />
Extra Assistant Commissioner,<br />
Basar. Altogether 8 students<br />
participated in the symposium of<br />
whom three won prizes.<br />
CULTURAL ACTIVITY:<br />
A cultural show consisting of<br />
mostly Vaishnavite songs and<br />
dances was performed at Along<br />
on the 9 th July’1967. The Function<br />
was organized by the local<br />
students. Boys from Pakam,<br />
Kombo, and Along schools<br />
participated in the show.<br />
Highlights of the programme were<br />
sutradhari dance, Dasha avatar,<br />
Krishna Lila, Adi songs etc. the<br />
performance was highly<br />
appreciated by the local officials,<br />
army personal and the local public<br />
who witnessed the show. It is<br />
interesting to note that students<br />
are showing keen interest in<br />
learning classical dance and<br />
music.<br />
A GOOD RECORD:<br />
Shri Sobeng Tayeng has<br />
made his marks as the first<br />
Digaru Mishmi boy to have<br />
obtained the degree of Bachelor<br />
of Arts. Shri Tayeng who was<br />
studying in the Vanaras Hindu<br />
University passed the last B.A.<br />
Examination of that University and<br />
secured Distinction.<br />
Congratulations to him for the<br />
brilliant success.<br />
A CREDITABLE PERFORMANCE:<br />
The Football team of the<br />
Jairampur Govt. H.S. School won<br />
the Gunam Singh Memorial Cup<br />
for the third successive year. The<br />
competition was held at Rampur<br />
(Lekhapani) on the occasion of the<br />
Independence Day.<br />
The students of the team<br />
captained by Shri Chandra<br />
Bahadur Rana defeated the<br />
Lalpahar village team by five<br />
goals to nil.<br />
The foot-ball players of the<br />
Jairampur Govt. High School have<br />
thus earned a good name for the<br />
Jairampur Govt. High School as<br />
they have also recorded 100%<br />
success in the High School<br />
Leaving Certificate Examination of<br />
1967. They really deserved a word<br />
of praise.<br />
STUDENTS HOSTEL:<br />
In a simple and brief<br />
ceremony on July 20, 1967, Shri<br />
D.Ering, Union Deputy Minister for<br />
Food and Agriculture declared<br />
open the new 64 seated building<br />
of the Students’ Hostel of the<br />
Jawaharlal Nehru Collage,<br />
Pasighat. th<br />
In the meeting that followed<br />
the inaugural ceremony, the<br />
Principal, Dr. J.B. Ganguly, urged<br />
the students to rededicate<br />
themselves once more to the<br />
service of the country and to build<br />
up the name of their collage. The<br />
students who spoke expressed<br />
their gratitude to the<br />
Administration for fulfilling their<br />
long felt and urgent need for a<br />
permanent hostel building. The<br />
Deputy Commissioner, Shri P.P.<br />
Srivastava, asked the students not<br />
to entertain too high expectations,<br />
from the Administration had only<br />
limited funds, and these had to<br />
be utilized in a manner which<br />
would bring the maximum benefit<br />
to the Agency as a whole.<br />
In his speech Shri Ering<br />
expressed the hope that some<br />
day soon he would be hearing that<br />
students from NEFA were scoring<br />
success in the field of learning<br />
from the best institutes of higher<br />
learning in our land and in foreign<br />
countries. He was sure that the<br />
boys and girls of NEFA were in no<br />
way inferior to those of any other<br />
area.<br />
CHARITY SHOW:<br />
A Charity show was<br />
organized by the Music and<br />
Dramatic Society of the Govt.<br />
Higher Secondary School, 1967<br />
in the Changlang on 24 th and 25 th<br />
June, 1967 in the Changlang Club.<br />
An amount of Rs. 487.50 paise<br />
was collected in aid of the Society.<br />
A part of the total collection was<br />
also donated to the Changlang<br />
Club. Shri Gajen Borah, a reputed<br />
artist from Assam who is at<br />
present engaged in revival of the<br />
traditional dance forms in Tirap,<br />
speaking on the occasion paid<br />
tributes to the students and the<br />
teaching staff of the school for the<br />
various items presented in the<br />
show. The audience applauded<br />
the performance.<br />
BOMDILA SCHOOL IN<br />
RETROSPECT:<br />

of the year concerning the<br />
Bomdila Higher Secondary<br />
School are noted below:-<br />
For the second time, the all<br />
round best N.C.C. Troop Shield<br />
was awarded to the cadets of<br />
this school in 1967. The Hon’ble<br />
Chief Justice of the High Court<br />
for Assam and Nagaland<br />
expressed his appreciation for<br />
the students’ devotion to duty,<br />
sense of discipline and smart<br />
turn out when the boys presented<br />
Guard of Honour to him during<br />
his visit to Bomdila in April,<br />
1967.<br />
Shri D. Ering, Union Deputy<br />

visited the school in the same<br />
month. A cultural show was<br />
organized in the school<br />
auditorium by the student and<br />
staff in honour of Shri Ering.<br />
The students of this school<br />
won five shields and many other<br />
prizes in district tournament<br />
held last year. The best trophy<br />
for discipline was awarded to<br />
them in the Inter-district<br />
Tournament held at Jairampur.<br />
Apart from these activities<br />
their record in academic side is<br />
also satisfactory. In 1966, the<br />
percentage of successful<br />
students in the M.E. final<br />
examination was 100 percent.<br />

The need of the hour is a<br />
cluster based approach. Clusters<br />
are defined as a sectoral and<br />
geographical concentration of<br />
micro, small and medium<br />
enterprises with inter-connected<br />
production system leading to firm/<br />
unit level specialisation and<br />
developing local suppliers of<br />
material inputs and human<br />
resources. Availability of the local<br />
market, inter-mediaries for the<br />
produce of the cluster is also a<br />
general characteristic of the<br />
cluster.<br />
As a whole, cluster facilitates<br />
to face market challenges, quicker<br />
dissimination of <strong>info</strong>rmation,<br />
sharing of knowledge and best<br />
practices and better cost<br />
effectiveness due to distribution of<br />
common costs. It also provides an<br />
effective and dynamic path for<br />
inducing competitiveness by<br />
ensuring inter-firm cooperation<br />
through networking and trust. The<br />
geographic proximity of the<br />
enterprises with similarity of<br />
products, interventions can be<br />
made for a large number of units<br />
that leads to higher gains at a lower<br />
cost, which in turn helps in their<br />
sustainability. The cluster approach<br />
thus aims at a holistic development<br />
covering areas like infrastructure,<br />
common facility, testing, technology<br />
& skill upgradation, marketing,<br />
export promotion.<br />

Sector through Cluster Development<br />
The Cluster Development<br />
approach has played an important<br />
role in enhancing the<br />
competitiveness of the MSE<br />
sector. Apart from the benefits of<br />
deployment of resources and<br />
economy of scales, the cluster<br />
development approach helps in<br />
weaving the fabric of networking,<br />
cooperation and togetherness in<br />
the industry and thus enabling the<br />
industry to achieve<br />
competitiveness in the long<br />
run. Cluster Development<br />
Approach is the answer of the<br />
Micro and Small Enterprises to the<br />
large scale sector of the country<br />
and the world and should be part<br />
of the business strategy.<br />
The Micro and Small units<br />
are generally not in a position to<br />
install costly machinery for their<br />
critical operations, accept large<br />
orders, or infuse large capital due<br />
to their limited capital base and<br />
limited domain expertise.<br />
However, collectively through<br />
cluster development approach,<br />
the micro and small enterprises<br />
can attain the desired goal of<br />
being competitive in the present<br />
global scenario. The Ministry has<br />
adopted cluster development<br />
approach as a key strategy for<br />
development of micro and small<br />
enterprises in various clusters.<br />
The Ministry is administering two<br />
cluster development progra<br />
mmes , namely, Micro and Small<br />
Enterprises–Custer Development<br />
Programme (MSE-CDP) and<br />
Scheme for Upgradation of Rural<br />
and Traditional Industries<br />
(SFURTI).<br />
The objectives of the<br />
scheme is to support the<br />
sustainability and growth of MSEs<br />
by addressing common <strong>issue</strong>s<br />
such as improvement of<br />
technology, skills and quality,<br />
market access, access to capital,<br />
etc.; to build capacity of MSEs for<br />
common supportive action<br />
through formation of self help<br />
groups, consortia, upgradation of<br />
associations, etc., and to create<br />
and upgrade infrastructural<br />
facilities in the new and existing<br />
industrial clusters of MSEs.<br />
The cluster development<br />
initiatives in various clusters have<br />
reportedly delivered remarkable<br />
results. The guidelines of the MSE<br />
Cluster Development Progra<br />
mme (MSE-CDP) have been<br />
comprehensively prepared to<br />
provide higher support to the<br />
MSMEs. With this, more than 500<br />
clusters spread over across the<br />
country have so far been taken up<br />
for diagnostic study, soft<br />
interventions and <strong>set</strong>ting up of<br />
CFCs under the programme. The<br />
efforts under the scheme are<br />
focused on covering more and<br />
more clusters across the country.<br />

We can beat the challenge of Tuberculosis (TB)<br />
Every time you handle a TB case, tell your nearest health<br />
authorities. Because that’s how we can know the dimension<br />
of the problem and deal with it better.<br />
Notification of TB cases<br />
TB continues to be a major public health problem accounting for substantial morbidity and mortality in the<br />
country. Early diagnosis and complete treatment of TB is the corner-stone of TB prevention and control strategy.<br />
Inappropriate diagnosis and irregular/incomplete treatment with anti-TB drugs may contribute to complications, disease<br />
spread and emergence of Drug Resistant TB.<br />
In order to ensure proper TB diagnosis and case management, reduce TB transmission and address the<br />
problems of emergence and spread of Drug Resistant-TB, it is essential to have complete <strong>info</strong>rmation of all TB cases.<br />
Therefore, the healthcare providers shall notify every TB case to local authorities i.e. District Health Officer/Chief<br />
Medical Officer of a district and Municipal Health Officer of a Municipal Corporation/Municipality every month in a given<br />
format (indicated below). For the purpose of case notification, a TB case is defined as follows:<br />
A patient diagnosed with at least one sputum specimen positive for acid fast bacilli, or culture-positive for<br />
mycobacterium tuberculosis or RNTCP endorsed Rapid Diagnostic molecular test positive for tuberculosis or a patient<br />
diagnosed clinically as a case of tuberculosis, without microbiologic confirmation, and<br />
initiated on anti-TB drugs.<br />
For the purpose of this notification, healthcare providers will include clinical establishments run or managed by<br />
the Government (including local authorities), private or NGO sectors and/or individual practitioners.<br />

KHONSA, October 31:<br />
In the recent past Tirap District has<br />
been witnessing increased<br />
movements of Under<br />
Ground(UG) groups of NSCN (IM)<br />
and NSCN (K). On 23 rd October<br />
2012 an inter factional clash took<br />
place at Chasa village between<br />
the two groups. Reacting<br />
immediately on the receipt of<br />
<strong>info</strong>rmation security forces<br />
including local police, 36 Bn<br />
CRPF and 1 st Bn Assam Rifles<br />
were dispatched from Khonsa.<br />
On seeing the security<br />
forces approaching, the UGs<br />
withdrew from the village and fled<br />
away into the forest. However,<br />
during the operation one AK<br />
series assault rifle was<br />
recovered by the SFs.<br />
Subsequently on 28 th October<br />
early morning input was received<br />
by the police that activity of both<br />
the factions was noticed around<br />
Borduria village. To avoid any<br />
clash, a joint operation of Assam<br />
Rifles, CRPF and local police<br />
Prompt action by security forces deals a blow to<br />
UGs’ plans<br />
was launched against the<br />
insurgents. Because of the<br />
prompt and unexpectedly fast<br />
reaction of the security forces, the<br />
UGs of both the factions were<br />
taken unawares and started<br />
fleeing from the fringes of the<br />
village on seeing the security<br />
forces approach.<br />
As a result the team was<br />
able to recover an AK 56 rifle with<br />
ammunition and the UGs were<br />
forced to hide in the forest and<br />
as such the Security forces<br />
succeeded in preventing any<br />
clash inside the village. The<br />
security forces dominated the<br />
village overnight. Subsequently<br />
the two groups engaged in a fire-<br />
fight in the forest area between<br />
Borduria and Kaimai villages<br />
during the night hours. The team<br />
of security forces which had<br />
stationed in Borduria and Kaimai<br />
for the night launched an<br />
operation at first light against the<br />
UGs. Again sensing threat, the<br />
insurgents fled away and in the<br />
hurry left behind another AK 56<br />
rifle and ammunition. In both the<br />
instances, cases have been<br />
registered at Khonsa Police<br />
Station.<br />
This is for the first time that<br />
within a span of one week the<br />
security forces have recovered<br />
three AK series assault rifles and<br />
over 100 live rounds of AK<br />
ammunition. Generally the UGs<br />
do not leave behind any weapons<br />
which they guard more than their<br />
lives. This is an indication of the<br />
pro-activeness of the police and<br />
security forces deployed in the<br />
district.<br />
It may be pointed out here<br />
that the security forces deployed<br />
in the district are spread over the<br />
vast area of the district and as<br />
such mobilizing the forces takes<br />
time owing to the topography,<br />
dense forests as well as poor<br />
condition of roads. Considering<br />
these facts more forces are in an<br />
advanced stage of being<br />
deployed in the district.
