A seminar on Continue Medical
A team of doctors led by Prof.
Dr. Monoj Chowdhury, renowned
Consultant and Laparoscopic
Surgeon, GNRC Guwahati
conducted the CMEP seminar in
which all the medical officers of
the district actively participated to
update their skills.
unemployment problem will be
reduced to some extent after
establishment of paper mill
Dr. Chowdhury informed that the
best part of the laparoscopic
could resume normal life much
faster than other open surgeries.
Earlier, while welcoming the
venture, the Pasighat General
Hospital Medical Superintendent,
Dr. Onik Moyong highlighted the
advantages to the patient with
laparoscopic surgery versus an
open procedure. Dr. Moyong
further added that the
laparoscopic surgery has
replaced open surgery for many
interventions over the years and
has been associated with less
minor complications as well as
shorter duration of hospital stay
when compared to open surgery.
Though he admitted that
there is still a major gap in the
implementation of modern
surgical methods in other parts
of the state, he hoped that the
people of Pasighat would be lucky
enough and highly benefited
availing the service now onwards
Ering exudes confidence in youth power
ITANAGAR, November 7:
The Union Minister of State for
Minority Affairs, Ninong Ering
exuded his confidence in youth
power in achieving & scaling all
heights in life with will power &
determination. He was
addressing the youth from 24
states of the country participating
the 3 rd North East Youth Festival
2012 (NEYF-2012) opened here
on November 7 at Sangey Lhaden
Sports Academy Complex
Chimpu, after declaring the mega
event open.
He said in the youth of NE &
India, we have many promising
talents & future achievers in
various fields who can bring
laurels and make the nation
proud. Terming the frontier state
Tuki urges historians for in-depth
research of tribes
DOIMUKH, November 1:
Chief Minister Nabam Tuki today
called on the historians and
academicians to go for in-depth
research from the ground level to
the top and do the documentation.
He said there should not be any
scope for deviation from the basic
facts that would remain for
posterity in history books.
Tuki was addressing the
inaugural session of the three-day
33 rd Annual Conference of the
North East India History
Association (NEIHA) this morning
at Rajiv Gandhi University here at
Rono Hills, Doimukh.
In the past several historians
have attempted to document the
history of our tribes and the state.
Unfortunately few did so by not
getting into the ground realities
and documented on the basis of
half-done researches. Nomen
clatures like Abors for the Adis,
Dafla for the Nyishis and ‘other
Naga tribes’ for tribes like
Wanchos, Noctes, Tangsas, etc of
Tirap and Changlang districts
were coined and wrongly made
part of the history,” he pointed.
Observing that the oral
tradition and communication of
folklores, folk traditions, ethnic
herbal treatments and people’s
culture and indigenous
institutions are yet to be rightly
documented, Tuki appealed
historians, writers and
intellectuals to work in this line.
He also called for a soul
searching deliberation and
discussion during the conference
to evolve a mechanism to ensure
that the history and culture of the
State should find a place in history
of AP and NE states which share
international borders as sentinel
of the country, he said that the
people of NE are as patriotic as
any Indian of this great nation.
Ering hoped that the festival
with theme of “Youth for Unity” will
be a fruitful event promoting its
objective of uniting & involving the
youth of the country and
understanding & promoting the
rich cultural heritage & its
exchange among the youths.
On the occasion youth icon
& London Olympics Bronze
medalist MC Mary Kom was
felicitated by the Government of
Arunachal Pradesh by presenting
her with a cheque of Rs. 10 lacs
as a token of appreciation for her
recent commendable
books of schools, colleges and
universities of the country.
The paucity of written
documents, lack of script among
most of the tribes of the State,
except for few and limited
exploration and excavation are the
major bottlenecks to understand
the history and cultural
transformation of the ancient and
mediaeval periods of Arunachal
Pradesh,” he said.
Calling for incorporating and
imparting a peripheral regional
history and culture into
mainstream educational
knowledge system, Tuki said it
would allow students to
appreciate and understand the
diverse culture of the North East
India in general and Arunachal
Pradesh in particular.
achievement ,which was handed
over to her by Ering.
Mary Kom, while thanking
the people of the state and
government of Arunachal for
honoring her, expressed gratitude
for their support and
encouragement in her Olympic
pursuit. In her motivating address,
Kom said being from a humble
family background faced with
various challenges, sheer will &
perseverance to succeed helped
her in her effort & dream to be
world class boxer. She exhorted
the youth that “We can overcome
all obstacles through sheer will
power”. While assuring to guide
aspiring & promising boxers in all
possible capacity, she informed
(contd. on P-8)...
This would help in
cementing and strengthening of
the unity in diversity and ability to
accept and tolerate multicultural
and multiracial mosaic of India
among the younger generation in
the days to come. I am confident,
imparting & inculcating such
historical knowledge will ensure
the success of India’s democracy,
the defense of its secular fabric,
the removal of inequalities related
to class, caste, gender, region,
community, and the pursuit of subcontinental
peaceful coexistence,”
the Chief Minister
added.
The inaugural session was
also attended by Lok Sabha MP
Takam Sanjoy, Vice Chancellor
(Acting) Prof K C Kapoor and
members of NEIHA.
an example of special attachment
of the Centre with the people of
the state.
“The Centre has already
sanctioned an amount of 6000
crore for the 1, 325 km long Trans
implementation of the PM’s
Package that Dr Singh had
offered during his last visit to the
frontier state.
Submitting to the Prime
Minister the status of the various
stages of implementation of
projects under the PM’s
Package, Tuki informed that the
generous package is being
implemented in letter and spirit.
He said funds provided under the
package are being utilized
judiciously, which is being
ensured by the third-party
monitoring system adopted by the
state government.
The Chief Minister also
requested the Prime Minister’s
intervention to facilitate the scope
of externally aided funding of
development projects in the state
through organisations such as
Asian Development Bank (ADB)
and World Bank. He informed
that Arunachal Pradesh has
recently submitted certain
Infrastructure Development
projects for funding by ADB but
due to certain hurdles the
projects are not seeing the light
of the day. He appealed for the
PM’s personal intervention to
clear these hurdles so that the
state can also benefit from
moving through Assam would be
solved permanently.
He said, the Centre has also
sanctioned an amount 383 crore
for constructing 223 kilometers of
roads in border areas, while an
amount of 3000 crore had been
provided for four lanning of the
existing road from Banderdewa to
Hollongi across the state capital.
“My ministry is supporting
the proposal of the state
government for all-weather road
in all untouched blocks and
accordingly I have approached
the concerned ministries for
early sanction of fund,” he said.
Under PMGSY, he said,
works on construction of roads
in 298 habitations out of total 350
habitations in Arunachal
Pradesh already started with
special dispensation from the
Centre in terms of population
criteria.
Congratulating Chief
Minister Nabam Tuki for
successful completion of one
year in office, Ghatowar lauded
the party workers for their selfish
and dedicated services for the
cause of the party in the state.
He also assured to pursue
the concerned ministry for fund
sanction to construct the
Doimukh-Hoj road, the lifeline for
three districts of the state.
international funding agencies
like others.
The Chief Minister also
urged the Prime Minister to
consider reconstruction of the
historic Stilwell Road to foster
bilateral trade with South East
Asian countries. He also
discussed certain strategic
infrastructure projects like the
Lumla Tashigaon Road and the
tunnel from Sange to Jang being
surveyed by NHPC. He said the
road from Lumla to Tashigaon in
Bhutan would touch Rangiya in
Assam and thus shorten the
distance between the Tawang
region and Assam. Besides, this
road would boost up border trade
as well as tourism sector with
Bhutan, he explained.
He further briefed the PM
about the impending status of
these projects and requested the
PM to expedite completion of the
same through related
Government agencies such as
Ministry of External Affairs, Border
Roads Organisation and others.
He also appealed to the PM for
facilitating the No Objection
Certificate for the construction of
the Lumla Airport which would
cater to both civilian and defence
purposes.
Later in the day, the Chief
Minister called upon the newly
appointed Union Ministers of
State, Jitin Prasada (HRD) and
Smti. Ranee Narah (Tribal Affairs)
to congratulate them on their
assumption of offices.

National Service Scheme (NSS)
The Ministry of Youth Affairs & Sports has decided to
reposition the National Service Scheme (NSS) by adding a
new Skill Development dimension to the scheme. The new
focus of the scheme would be on students attaining
employable skills while undertaking work with the community
to bring about sustainable social change and equity. A pilot
project to this effect would be undertaking in the current
financial year. The NSS, which would now be rechristened as
the National Service and Skill Development (NSSD) Scheme,
originally aimed at fostering relevance between higher
education institutions and social well-being. Over a period
of time, since the inception of NSS, the country has
undergone socio economic changes, which have
necessitated a review of the Scheme and its objectives. The
reformulated NSS aims at creating socially
conscientious students; developing generic and domain led
skills that would enhance student employability; enabling
certification (Diploma) of students in an employability
enhancing skill in addition to receiving a degree in the field
of study. In 2006, the University Grants Commission issued
an advisory encouraging Universities and Colleges to
introduce Career Oriented Programmes at first degree level.
The objective is to introduce career and market-oriented, skill
enhancing add-on courses with potential for job, selfemployment
and empowerment of the students. The UGC
recommended offering add-on courses at (i) Certificate (20
credits); (ii) Diploma (40 credits inclusive of 20 credits earned
during Certificate Course), and (ii) Advanced Diploma (60
credits inclusive of 40 credits earned together during
Certificate and Diploma courses respectively). Each credit
means 15 hours of teaching / practice and significant portion
of the total credit load assigned to field work / project work.In
keeping with the above, since NSS Volunteers are mandated
to do community service, the idea is to introduce vocational
skill oriented certificate and diploma programmes through
which NSS volunteers can gain the course credits through
lectures offered during weekends and practical work done
during vacations.
Taking out a piece of poison
root from the trunk, Mimi crushed
them into pieces on a stone. After
that by sprinkling some water over
them, she sapped the pieces by
squeezing them. Mixing the juice
with milk, she filled it into a milk
looked at the face of the peacefully
sleeping baby on the bed. After
that she picked up the baby
affectionately. He had not woken
up. Mimi didn’t feel well. Why didn’t
he wake up? Some time had
wake up. She became a bit
annoyed. What had happened to
him? What a Kumbhakarna! She
pinched his tender shoulder.
Shocked, the baby stirred his
hands. Instantly, he cried out. Mimi
raised the milk bottle. But her
hands were shaking—very
vigorously. Because of the
shaking of her hands, the poisonmixed
milk was also shaking. She
felt, not only her hands but also
her entire body was also shaking.
He was the recipient of various awards for his outstanding contribution in the field of literature including first prize for writers writing
in other languages, Sita Nath Brahma Chaudhary Award from Assam Sahitya Sabha and others.
‘Prithivir Hanhi’, a short story given here is a realistic chronicle about plight of women of Adi society in the prevalent social scenario.
Introduction:
Arunachal Pradesh is
surrounded by Bhutan to the west,
Myanmar to the East, the
autonomous Tibetan region of the
People’s republic of China in the
North and the states of Assam
and Nagaland to the South. This
mountainous tract is located
between 26.28 N to 29.28 N.
latitude and 91.30 E to 97.30 E
longitudes has 26 major tribal
population groups with number of
sub tribes totaling approximately
110 linguistic groups. The state
has got 17 districts in total.
The state remains by and
large in the stage of primitive
subsistence economy where
Jhum cultivation is still in practice
due to hilly terrain which provides
a limited scope for capital
investment and scientific
improvement. Truly speaking
there is no industrial
establishment in the state with an
Cultivation of poppy, Usage of opium and drug
trafficking in Lohit and Anjaw districts of
exception of a few small scale
timber and cane and bamboo
industries. Moreover, since the
state falls under “Inner Line
Regulation Act” there has been no
appreciable investment on
various sectors and as a result
the progress in the sectors like
Tourism etc. is found to be slow
Mithun (Bos Frontalis), the state animal of Arunachal
Pradesh is the living wealth of the people of Arunachal
Pradesh. This beautiful semi-domesticated animal with
prominent horns has religious significance and has intimate
relation with socio-cultural life of the people. It is found in
East Kameng, Kurung Kumey, Lower Subansiri, Upper
Subansiri, Papumpare, West Siang, East Siang, Upper Siang,
Dibang Valley, Lower Dibang Valley, Lohit
and Anjaw districts of the state.
Mithun is known by different names
by various tribes of the state. It is primarily
reared for meat and highly preferred
among the people of the state.
Traditionally, the Methun is a unit of wealth
and is allowed to move freely in the jungle
till it is either used for food on festive
occasions and marriage feasts, or for
barter. It is also used as a ceremonial
animal and plays very important role in
economical, social and cultural life of the people of the state.
It is considered a status symbol in tribal societies since time
immemorial.
Though found in Bangladesh, Bhutan, Cambodia,
China, Malaysia (peninsular), Myanmar, Nepal, Thailand and
Vietnam, and Indian states like Mizoram, Manipur and
Nagaland, Arunachal Pradesh with 1,86,000, (as per 2007
Arunachal Pradesh
despite having enough
potentialities for its development.
A brief account of Opium
Opium is an addictive drug
made from the juice of Poppy
flower. Many areas of Arunachal
Pradesh are now under Poppy
cultivation and gradually the fields
are turning commercial. Nearly
whatever she had to think. Now
there is no more time to think
further.
Mimi hoisted up the bottle to
the baby’s mouth with her shaking
hands. He attempted to pull the
bottle towards his mouth.
Repeatedly he tried to hold the
bottle with his two hands. Her
heart beating became faster. Her
shaking of hands became more
vigorous, the body’s temperature
rose. The sweating formed into
drops of water on her forehead.
She was just about to push in the
nipple of the milk bottle into his
mouth. An unbearable pain
emanating from within her heart
destabilized her. She can not look
into the baby’s face, she does not
have courage. Raising her head
she looked towards the wall. Then
peering through the cracks of the
wall she saw a mother mithun
feeding milk to her baby while
affectionately slaking its body.
Look, those animals have so
much love for their offspring. To
give her enormous love, the
mother was feeling very proud of
finding a baby. But she was a
human being. What was she trying
222 villages in Lohit and 266
villages in Anjaw district which has
boarders with China and
Myanmar have opium cultivation.
Opium is also cultivated in several
Kitchen garden size plots in
almost every households of Lohit
and Anjaw district. Though the
people of these two districts grow
paddy, Maize, Millet, Potato, ginger,
Wheat, Pulses, Chili and
vegetables but the earnings from
these products are not up to their
expectation. The preparation of
Opium from Poppy flower is a
system in which the Poppy pods
are cut with a blade and the latex
is collected in a can which
contains Opium. The latex is also
smeared on a cloth. There are two
methods of its use called “Pucca”
method and “Katcha” method. In
“Pucca” method Opium is
collected on a nettle cloth and
dried. Each time when it is needed
A Mithun breeding farm established in 1995 on 350 acres
of land at Sagalee, 96 km from Itanagar, conducts research
on multipurpose use of this docile animal, like milching and
ploughing.
For its hardy, well built and massively strong body the
department of Animal Husbandry and
veterinary has successfully evolved the
ploughing ability of the Mithun under a
package of practice that was
experimented at the Department of
Animal Husbandary & Veterinary run
Mithun Breeding Farm at Sagalee in
Papum-Pare district. A Demonstration of
the ploughing ability of the Mithun was
carried out at Krishi Vigyan Kendra (ICAR)
at Karsingsa for the general farmers on
9th June’2009.
A study on the milking capacity of Mithun has also
revealed that a Mithun on an average, can yield up to 1.5 litres
of milk daily, equivalent to three-litres milk of a cross-bred
cow.
The animal is facing the threat of extinction due to mass
slaughter during local festivals and commercial consumption,
prompting the civil society to call for its protection.
TEZU, November 5:
Taking a note of the recent
development of opening up of
more employment opportunities
in the banking sector for the first
time in any college in Arunachal
Pradesh, a coaching programme
for banking examinations was
conducted in the Indira Gandhi
Government College, Tezu.
The coaching programme
which was inaugurated on
November 4 last is for a period of
three months.
Inaugurating the programme,
College Principal B.K Nath
exhorted the participants to make
good use of the career coaching
programme, while Dr. K. Rajendra
informed the DC that all were
installed by the WRD under the
12th five years plan and were
funded by the central government
to meet up the water crisis in the
hospital.
While appreciating the
venture, the DC commented that
conserving water is an important
way to protect the environment.
Installing a rainwater harvesting
system is an excellent way to do
just that - as well as enjoying the
benefits of clean, safe drinking
water. He advised that people
should be made aware because
demand for water is growing in
the city as citizen requires almost
double the amount of water and
the PHED has their limits to find
water for the growing urban
populations. However, the DC
advised to conduct pre and post
monsoon maintenance of the
reservoirs to prevent water borne
diseases in future.
Mishra while talking about
the groundwater irrigation system
said it can play pivotal role in
Cultivation of Poppy...
for consumption the opium in the
cloth is boiled and dried again and
a piece is placed in a pipe and
smoked. The “Pucca” addicts are
hardened users. In ‘kutcha’
method in a piece of cloth the
opium extract is smeared and
dried and then these are boiled in
Tea and consumed. Some of the
people can chew raw opium also.
Popular belief suggests that
Opium is a drug was deliberately
introduced by the British. As the
Mishmis were an aggressive
group of people the drug was
used to make them obedient.
Whatever may be the cause the
consumption of opium is a
traditional practice and it can be
witnessed that the opium has
severely harmed the fertility of
these people. With the free trade
of opium between India and
Myanmar since the signing of
bilateral trade in 1995 extreme
abuse of opium have been
reported since 1997.Cases of the
addicted person selling off their
properties for the sake of buying
opium was widespread in recent
years. Many of these addicts
consumed opium by smoking
wooden and bamboo pots known
as “Doba” although injection or
needles fed with opium is also
found.
Opium prone areas in
Arunachal Pradesh and its
preventive measures :
In Arunachal Pradesh the
youths in Tirap, Changlang , Lohit
and Anjaw districts are worst
affected . In a recent study it was
found that Arunachal,s Tirap,
Changlang , Lohit , Anjaw and
Upper Siang districts are the
Poppy belt region. In a recent
survey the CBN( Central Bureau
Of Narcotics) carried out a study
to determine the extent of illicit
cultivation of Poppy in the Poppy
belt areas and found that majority
of their people started opium
growing since 1999. The size of
the plots varied between 50sq. km
and 12 Hacs. The average yield
is approximately 5-8 kg / Hac .The
CBN destroyed a large hectors of
land of Poppy in 1999, 2000 and
in 2002. Again in 2010 “Operation
Mithun” was launched. Both
Central Govt and State Govt are
trying their level best to overcome
the situation by means of various
methods such as by destructing
the poppy cultivation, giving a ban
on opium trade etc. Yet trade of
opium goes on unchecked in the
districts of Eastern Arunachal
Pradesh where cultivation of
Poppy plants is widespread. It can
be mentioned here that apart from
Lohit and Anjaw districts of
Arunachal Pradesh Changlang is
another district where poppy
plants are cultivated extensively
despite periodic raids by their
district Police and officials of
Narcotics Controlled Bureau.(
NCB). Similarly in Tirap, Lohit,
Anjaw and to some extent in
Lower Dibang Valley districts the
cultivation of Poppy goes on
unabated notwithstanding raids
from time to time while illicit drugs
including brown sugar , heroine
etc are also being used by a
section of people.
A glimpse of Lohit District:
The Lohit District of
Arunachal Pradesh derived its
present name from one of its
principal rivers, The Lohit, a
tributary of mighty river
Brahmaputra , also spelt as Luhit
which rises from the eastern Tibet
and enters India near Dichu
village in the Kibithu area of
present Anjaw District. The
confluence of these rivers is
known as the Brahmaputra.
According to ancient Indian
Literature the river is called
“Lauhuitya” which is associated
with the legends of Parasurama.
The Lohit district is situated
on the North Eastern extremity of
Arunachal Pradesh . It lies
approximately between the
latitude 27.33’N and 29.22’N and
the longitude 95.15’E AND
97.24’E. The latitude of 28.N
crosses the District at its broadest
part and the longitude of 96.E runs
through its longest part. Lohit
District is the homeland of the two
sub-tribes of the Mishmis namely
the Taraon (Digaru Mishmis) and
the Miju(Kaman Mishmis). The
Taraon Mishmis(Digaru) are
concentrated in the eastern side
of Dibang and west central parts
of Lohit District. The Miju(Kaman
Mishmis) are settled in the
eastern parts of Lohit District. In
addition to these two tribes few
other tribes such as Khamptis ,
Singphos and a section of
Padam(Adi) also inhabit in this
district. A small pocket of Idu
Mishmis(one of the sub-tribes of
Mishmis) also found in the District
HQ. Apart from these a small
section of Tibetan and Chakma
Refugees have been settled at
Tindolong (near Tezu) and
Chowkham area respectively.
The cultivation of opium in
Lohit Valley goes for centuries for
consumption and for trade and
also used in rituals too. Today,
along with improvement of
education and some other
reasons like improvement of
communication etc it has brought
prosperity to the valley. A good
number of villages in Anjaw
district and in the villages of Lohit
district in East Arunachal
Pradesh, which has borders with
China and Myanmar , have opium
cultivation.
Two decades ago, opium
cultivation was restricted to a
small area. Today there are large
hectares of opium fields,
producing much more than the
requirement of that nearly a large
number of addicts are in Anjaw
and Lohit District. The annual
yield of opium is as an average
10 kg a hectare.. Opium is
cultivated on several kitchen-
garden-sized plots in Hawai town,
the headquarters of Anjaw district,
in the hills. One such plot is just
three minutes’ walk from the
Circuit House and opposite a
school.
At Tezu,in the prime location
of the district headquarters and
in the foothills, there are several,
well-fenced fields of poppy
cultivation about 200 meters
across the Indira Gandhi College
or about a kilometer from the
Circuit House and across the Tezu
river. The Khamptis and the
Singphos grow poppy in the lower
part of this district and the Digaru
Mishmis in the upper part.
Historical rerecords show
that Opium has been cultivated in
the Lohit area for centuries. A
British traveler T.T Cooper
mentioned the consumption of
opium in these areas. “Verrier
Elwin” has written that opium was
distributed by British expedition to
the Mishmis as a political ploy.
The Central Bureau of
Narcotics (CBN)has found opium
cultivation in many parts of Lohit
district of A.P . According to the
Bureau opium is also being sold
as an important cash crop in
these areas. According to official
figures, there are large numbers
of addicts in the country. The year
1972 was the cut-off year for
opium addicts across the country
to register them. Forty-seven
years later, hundreds of
thousands of new addicts have
joined them. There is much to be
done to change the situation in
Lohit Valley and Lohit district
borders Assam. The opium fields
begin within a few kilometers of
the checkpoint at Dirak, and after
the Noah Dihing. They are
carefully hidden behind clumps of
trees and tea estates. “Namsai”
the sub divisional town of Lohit
District is where it is first seen in
abundant concentration. The
plots vary from 50 square meters
to a hectare.
The historical records say
that these two districts ( Lohit and
Anjaw) cultivated opium for
centuries for consumption and
use it in ritual and medicines.
According to a rough estimate the
annual yield of opium is around
10 kg a Hectare. The average
addict takes about 3 gms of opium
a day which is much more than
what an addict consumes
anywhere in the country. One of
the causes behind the spurt in
opium trade is that the farmers
are getting huge return s by
cultivating poppy in stead of other
crops . The National crime bureau
has already expressed serious
concern over the volume of drug
trafficking in the region.
Considering the gravity of the
situation it is high time the region
had an exclusive force to tackle
the drug trade. One of the
important aspects is that the
authorities of all the NE States
should co- ordinate their steps to
combat this menace, because the
opium trade if carried on
unchecked will not only affect
Arunachal Pradesh but
subsequently other states of
North Eastern regions as well. If
strong steps are not initiated it
might pose a serious threat to the
region. Those found involved with
opium trade should be strongly
dealt with. Time has come to
make everyone alert and
awareness camp should be
organized from time to time by
Government Agencies , NGO,s
and other local bodies with united
efforts by all to solve the deep
rooted opium menace in the
district where more than 70% of
the house holds are affected.
A survey Report
A 2010-11 survey by the Delhi
based Institute for Narcotics
studies and Analysis ( INSA)
revealed an alarming situation on
drug abuse in Lower Dibang Valley
besides Lohit, Anjaw, Changlang
, Tirap and Upper Siang districts.
Operation Mithun -2010 was also
launched in Lohit and Anjaw by
Govt of India , Ministry of Finance ,
Central Bureau of Narcotics (
CBN) from January 2010 which
continued up to February 2010
first to identify the location and
extent of poppy cultivation area. In
their second phase the
destruction of poppy cultivated
area started but there was stiff
opposition from various cross
sections of people. It can be
mentioned here that destruction
operation of poppy cultivations in
these areas started from 1991 or
even earlier. However, the recent
boom in opium trade in the
eastern part of Arunachal Pradesh
can be traced back as early
as1990 when the UN drug control
programme offered assistance to
Myanmar to eradicate illicit opium
production:
CONCLUSION:
From the facts mentioned
above it can be said that cultivation
of Poppy at its initial stage was not
associated with commercial
motive. Probably it was it was used
for medicinal purpose and to
some extent for religious needs to
appease various benevolent and
malevolent deities. In the olden
days when there were not much
health facilities in the remote
villages the people used to take
opium from medicinal point of view.
it was used as an additive to regain
strength and to get freshened up
after whole day of toiling in the field.
But as time passed on the young
generation too got influenced init
and started taking it as pleasure.
The aged (old) people say the
usage of opium was for medicinal
purposes which could cure body
pain, headache, diarrhea and
some other acute disease too
without going to the Doctor. While
interviewing with the villagers
regarding the ill effect of opium that
say “bad reputation in our society
is not due to usage of opium but
due to illegal use in drug trafficking
such as heroine, cocaine, Brown
sugar, alcoholism etc which are
slowly penetrating to the society”
But whatever may be the
case the root must be pulled out
and every person in the society
must be alert to tackle the dreaded
drug menace and to combat illicit
drug trafficking so that present
upcoming generation is saved.
Strong vigil by the law enforcing
authorities is needed to thwart the
activities of those who are involved
in the trade. Those found involved
with opium trade should be
strongly dealt with. Moreover, the
voluntary agencies and society as
a whole should come forward to
assist the authorities in combating
the scourge of drugs.
“Isn’t the water rising today?”
Mimi did not respond. Facing
opposite to Dempe, she kept on
standing. She kept looking into
the currents.
Dempe said again, “Come, I will
cross you.”
“Uh hu—I will return to home.”
Mimi replied.
“What, is your work in the field
over.”
“Uh hu.”
“Then.”
“Who will cross me while returning
from field?”
“What is the matter, I will cross
you.”
“Will I meet you?”
“Why not? Do one thing. Wait here
if you do not find me on your return.
Tell others also to wait here. If I
arrive earlier, I will wait for you.”
“Won’t your parents get angry for
helping others to cross rivers?”
“Does it matter to you?” He said
laughing. Then he said, “Come.”
Holding Mimi’s hands,
Dempe got down to the river. The
water rose up to the chest. The
currents were so swift and
threatened Mimi to carry along with
its force. He held her hands tightly.
Just then the current unloosed her
skirt. She caught one end of the
skirt with her one hand. She
became completely naked,
helpless. She covered her bosom
with the other hand. She became
full of shame. She looked into his
face—he didn’t face her. He was
looking towards the other bank.
Soon after reaching the bank, he
freed her hands. She glanced at
his face. He had not looked at her
still. Hastily, she put on her skirt.
They got to the bank. Mimi
halted. She lost the courage to
face his eyes. Rubbing the soil
with her toes, she lowered her
eyes.
“Come, it has been too late.”
“You proceed.” Mimi said without
looking at him.
“Why, are you not going?”
“I am ashamed of you.”
“Why?”
Mimi remained quiet.
“What was the matter for being
ashamed?”
“Whatever happened now---—.”
She couldn’t complete.
Her being naked weighed
on her mind. She was in full glare
of his vision. But he consciously
did not look at her. For him,
watching her was immoral. As if
he had not really seen her naked
body, he said, “What had
happened now? Come—there’s
no time to wait.”
Mimi thought—may be he
had not seen her. Her shame
became lighter. She followed him.
Mimi can’t forget that day any
more. Her hands had got
entrenched in his broad chest. A
sweet sensation developed with
the union of his warm bosom and
her shoulder. Now when he
remembers it, she feels shame,
she also feels good –she feels
better. That day there was no
sense of obscenity in his
behaviour. May be she would also
have felt like that had she been a
young man. There was no sense
of obscenity in his talks. Always in
the forefront in coming to the help
of others. She can’t probably
forget his charity. One can’t get
disappointed with such a
generous and hale and hearty
young man. Her mind had
become as if of Dempe.
Dempe—she felt so good.
‘Dempe’ was like their Ponung
dance. So sweet, so lovely like
his sweet laughter. She felt like
surrendering her body by
entrenching in his broad bosom.
One day Mimi gave him a
jacket. Initially he had not wanted
to take it.
“Why are you giving it?”
“Shouldn’t I have given it?”
Having said this, she
became red in the face. As if he
was familiar with her since long.
As if she owed many dues on
him. As if she deserved to
become proud if she had cleared
those dues on him. She was not
quite friendly with him. Or they
had not talked to each other quiet
often. She thought she was not
pleased for having said that to
him. Her intention was only to
create a deep relationship with
him. If he could not give her
freedom to express those words
then why did he cross her the river
by holding her in his bosom?
Even after crossing the river she
had asked him to go ahead. But
why did he deliberately ask her
to go with him?
He had said something in
the middle, but as she was
absentminded, she could not get
it. Not having received any
response from her, he left, saying
“I am leaving.”
“People do not accept our
presents.” She said smugly.
He halted. He thought— she was
none to him, he had no ties with
her family. He doesn’t present
anything to others.
“What will I give you in lieu of the
jacket? Don’t have money also.”
Dempe said.
“I am not trying to become rich by
selling the jacket to you. What
shall I do? Girls like us should
not give any gifts to others.”
He started to leave taking the
jacket with him.
“Ok then. The jacket is so
attractive.”
Her face became bright all
of a sudden like when the cloudy
sky cleares with the appearance
of the sun in the sky.
“Eh, it’s enough! Wouldn’t
have minded even if you had
thought too little of it.” She said
while smiling.
She had been longing to
hear such a word from him. Now
she got something which had
been deprived from her for long.
She derived an unexplainable
sense of joy even after giving the
jacket to him. She felt as if she
has consummated all her love
for him through giving of the
jacket to him. Truly she felt
unlimited love for Dempe now.
She felt as if she would not have
felt gratified even if she made love
to him now. His words were
sweet, as if they were the lilting,
sweet songs emanating from the
lovely little wild birds. His smiles
were so lovely; she had not seen
it just like blooming flowers in the
jungle before while she
wandered out into the jungle to
fetch firewood.
“I am living Dempe! I have
some paddy to husk.” She said
briskly.
“Ok then. But you look so lovely,
Mimi!”
“You’re so naughty! She said
smilingly, looking at him from the
corner of her eyes.
“People turn naughty when they
speak the truth.”
“Are you hurt from what I have
said?”
“Why not?”
“Don’t get hurt Dempe, I had
simply joked it!”
The two laughed together.
“I would like to love you very
much!” he said looking at her
smilingly then ran away without
looking back.
Students Corner
A GOOD AUGURY:
There has been noted a new
awakening and tremendous
enthusiasm among the students
of Daporijo area for spread of
education. This is evident from the
active participation of the students
in construction work of school
buildings, hostels etc. the
students of the M.E. School at
Taliha, a border area, recently
furnished an inspiring example in
this regard. The students among
themselves constructed one
hostel building to accommodate
50 students entirely on self-help
basis. They also voluntarily
carried on their shoulders 100
loads of furniture for the school
from a distance of 30 km and thus
saved a huge amount of probable
expenditure. They are also
voluntarily offering labour for
construction of new buildings for
the school in the new site.
SCOUTING:
The first anniversary of scout
raising day of Dumporijo L.P.
School in the Daporijo area was
recently observed in a befitting
manner. Speaking on the
occasion the Additional Deputy
Commissioner, Daporijo,
stressed the importance of scout
training and said that such training
would help the students to
develop self – reliance and keep
them physically and mentally fit.
The scout group is incidentally the
first of its kind to be raised in the
Daporijo area. The programme for
celebration of the anniversary
included flag hoisting and march
past and P.T. display by the scouts.
A large number local people
witnessed the show. Later the
students arranged a cultural show
in the auditorium which they
themselves constructed on self-
help basis.
RESULTS:
The results of the B.A. part-I
examination which have been
announced recently are by and
large satisfactory so far as NEFA
is concerned. Altogether 12
students including one in our
successful and 7 failed in one
subject only and will thus be
eligible to join the Third Year
Class. The collage had sent up25
students for the B.A. Part –I
examination.
SYMPOSIUM:
Under the auspices of the
Basar school and the Field
Publicity unit a symposium on the
subject “Defense of the country”
was organized on July 21, 1967
at the Basar High School. The
function was presided over by the
Extra Assistant Commissioner,
Basar. Altogether 8 students
participated in the symposium of
whom three won prizes.
CULTURAL ACTIVITY:
A cultural show consisting of
mostly Vaishnavite songs and
dances was performed at Along
on the 9 th July’1967. The Function
was organized by the local
students. Boys from Pakam,
Kombo, and Along schools
participated in the show.
Highlights of the programme were
sutradhari dance, Dasha avatar,
Krishna Lila, Adi songs etc. the
performance was highly
appreciated by the local officials,
army personal and the local public
who witnessed the show. It is
interesting to note that students
are showing keen interest in
learning classical dance and
music.
A GOOD RECORD:
Shri Sobeng Tayeng has
made his marks as the first
Digaru Mishmi boy to have
obtained the degree of Bachelor
of Arts. Shri Tayeng who was
studying in the Vanaras Hindu
University passed the last B.A.
Examination of that University and
secured Distinction.
Congratulations to him for the
brilliant success.
A CREDITABLE PERFORMANCE:
The Football team of the
Jairampur Govt. H.S. School won
the Gunam Singh Memorial Cup
for the third successive year. The
competition was held at Rampur
(Lekhapani) on the occasion of the
Independence Day.
The students of the team
captained by Shri Chandra
Bahadur Rana defeated the
Lalpahar village team by five
goals to nil.
The foot-ball players of the
Jairampur Govt. High School have
thus earned a good name for the
Jairampur Govt. High School as
they have also recorded 100%
success in the High School
Leaving Certificate Examination of
1967. They really deserved a word
of praise.
STUDENTS HOSTEL:
In a simple and brief
ceremony on July 20, 1967, Shri
D.Ering, Union Deputy Minister for
Food and Agriculture declared
open the new 64 seated building
of the Students’ Hostel of the
Jawaharlal Nehru Collage,
Pasighat. th
In the meeting that followed
the inaugural ceremony, the
Principal, Dr. J.B. Ganguly, urged
the students to rededicate
themselves once more to the
service of the country and to build
up the name of their collage. The
students who spoke expressed
their gratitude to the
Administration for fulfilling their
long felt and urgent need for a
permanent hostel building. The
Deputy Commissioner, Shri P.P.
Srivastava, asked the students not
to entertain too high expectations,
from the Administration had only
limited funds, and these had to
be utilized in a manner which
would bring the maximum benefit
to the Agency as a whole.
In his speech Shri Ering
expressed the hope that some
day soon he would be hearing that
students from NEFA were scoring
success in the field of learning
from the best institutes of higher
learning in our land and in foreign
countries. He was sure that the
boys and girls of NEFA were in no
way inferior to those of any other
area.
CHARITY SHOW:
A Charity show was
organized by the Music and
Dramatic Society of the Govt.
Higher Secondary School, 1967
in the Changlang on 24 th and 25 th
June, 1967 in the Changlang Club.
BOMDILA SCHOOL IN
RETROSPECT:
Some of the notable events
of the year concerning the
Bomdila Higher Secondary
School are noted below:-
For the second time, the all
round best N.C.C. Troop Shield
was awarded to the cadets of
this school in 1967. The Hon’ble
Chief Justice of the High Court
for Assam and Nagaland
expressed his appreciation for
the students’ devotion to duty,
sense of discipline and smart
turn out when the boys presented
Guard of Honour to him during
his visit to Bomdila in April,
1967.
Shri D. Ering, Union Deputy
Minister for food and Agriculture
visited the school in the same
month. A cultural show was
organized in the school
auditorium by the student and
staff in honour of Shri Ering.
The students of this school
won five shields and many other
prizes in district tournament
held last year. The best trophy
for discipline was awarded to
them in the Inter-district
Tournament held at Jairampur.
Apart from these activities
their record in academic side is
also satisfactory. In 1966, the
percentage of successful
students in the M.E. final
examination was 100 percent.
(“This story is reproduced from 1966 issue of “NEFA INFORMATION”)
The need of the hour is a
cluster based approach. Clusters
are defined as a sectoral and
geographical concentration of
micro, small and medium
enterprises with inter-connected
production system leading to firm/
unit level specialisation and
developing local suppliers of
material inputs and human
resources. Availability of the local
market, inter-mediaries for the
produce of the cluster is also a
general characteristic of the
cluster.
As a whole, cluster facilitates
to face market challenges, quicker
dissimination of information,
sharing of knowledge and best
practices and better cost
effectiveness due to distribution of
common costs. It also provides an
effective and dynamic path for
inducing competitiveness by
ensuring inter-firm cooperation
through networking and trust. The
geographic proximity of the
enterprises with similarity of
products, interventions can be
made for a large number of units
that leads to higher gains at a lower
cost, which in turn helps in their
sustainability. The cluster approach
thus aims at a holistic development
covering areas like infrastructure,
common facility, testing, technology
& skill upgradation, marketing,
export promotion.
Enhancing the Competitiveness of the MSME
Sector through Cluster Development
The Cluster Development
approach has played an important
role in enhancing the
competitiveness of the MSE
sector. Apart from the benefits of
deployment of resources and
economy of scales, the cluster
development approach helps in
weaving the fabric of networking,
cooperation and togetherness in
the industry and thus enabling the
industry to achieve
competitiveness in the long
run. Cluster Development
Approach is the answer of the
Micro and Small Enterprises to the
large scale sector of the country
and the world and should be part
of the business strategy.
The Micro and Small units
are generally not in a position to
install costly machinery for their
critical operations, accept large
orders, or infuse large capital due
to their limited capital base and
limited domain expertise.
However, collectively through
cluster development approach,
the micro and small enterprises
can attain the desired goal of
being competitive in the present
global scenario. The Ministry has
adopted cluster development
approach as a key strategy for
development of micro and small
enterprises in various clusters.
The Ministry is administering two
cluster development progra
mmes , namely, Micro and Small
Enterprises–Custer Development
Programme (MSE-CDP) and
Scheme for Upgradation of Rural
and Traditional Industries
(SFURTI).
The objectives of the
scheme is to support the
sustainability and growth of MSEs
by addressing common issues
such as improvement of
technology, skills and quality,
market access, access to capital,
etc.; to build capacity of MSEs for
common supportive action
through formation of self help
groups, consortia, upgradation of
associations, etc., and to create
and upgrade infrastructural
facilities in the new and existing
industrial clusters of MSEs.
The cluster development
initiatives in various clusters have
reportedly delivered remarkable
results. The guidelines of the MSE
Cluster Development Progra
mme (MSE-CDP) have been
comprehensively prepared to
provide higher support to the
MSMEs. With this, more than 500
clusters spread over across the
country have so far been taken up
for diagnostic study, soft
interventions and setting up of
CFCs under the programme. The
efforts under the scheme are
focused on covering more and
more clusters across the country.
We can beat the challenge of Tuberculosis (TB)
Every time you handle a TB case, tell your nearest health
authorities. Because that’s how we can know the dimension
of the problem and deal with it better.
Notification of TB cases
TB continues to be a major public health problem accounting for substantial morbidity and mortality in the
country. Early diagnosis and complete treatment of TB is the corner-stone of TB prevention and control strategy.
Inappropriate diagnosis and irregular/incomplete treatment with anti-TB drugs may contribute to complications, disease
spread and emergence of Drug Resistant TB.
In order to ensure proper TB diagnosis and case management, reduce TB transmission and address the
problems of emergence and spread of Drug Resistant-TB, it is essential to have complete information of all TB cases.
Therefore, the healthcare providers shall notify every TB case to local authorities i.e. District Health Officer/Chief
Medical Officer of a district and Municipal Health Officer of a Municipal Corporation/Municipality every month in a given
format (indicated below). For the purpose of case notification, a TB case is defined as follows:
A patient diagnosed with at least one sputum specimen positive for acid fast bacilli, or culture-positive for
mycobacterium tuberculosis or RNTCP endorsed Rapid Diagnostic molecular test positive for tuberculosis or a patient
diagnosed clinically as a case of tuberculosis, without microbiologic confirmation, and
initiated on anti-TB drugs.
For the purpose of this notification, healthcare providers will include clinical establishments run or managed by
the Government (including local authorities), private or NGO sectors and/or individual practitioners.
KHONSA, October 31:
In the recent past Tirap District has
been witnessing increased
movements of Under
Ground(UG) groups of NSCN (IM)
and NSCN (K). On 23 rd October
2012 an inter factional clash took
place at Chasa village between
the two groups. Reacting
immediately on the receipt of
information security forces
including local police, 36 Bn
CRPF and 1 st Bn Assam Rifles
were dispatched from Khonsa.
On seeing the security
forces approaching, the UGs
withdrew from the village and fled
away into the forest. However,
during the operation one AK
series assault rifle was
recovered by the SFs.
Subsequently on 28 th October
early morning input was received
by the police that activity of both
the factions was noticed around
Borduria village. To avoid any
clash, a joint operation of Assam
Rifles, CRPF and local police
Prompt action by security forces deals a blow to
UGs’ plans
was launched against the
insurgents. Because of the
prompt and unexpectedly fast
reaction of the security forces, the
UGs of both the factions were
taken unawares and started
fleeing from the fringes of the
village on seeing the security
forces approach.
As a result the team was
able to recover an AK 56 rifle with
ammunition and the UGs were
forced to hide in the forest and
as such the Security forces
succeeded in preventing any
clash inside the village. The
security forces dominated the
village overnight. Subsequently
the two groups engaged in a fire-
fight in the forest area between
Borduria and Kaimai villages
during the night hours. The team
of security forces which had
stationed in Borduria and Kaimai
for the night launched an
operation at first light against the
UGs. Again sensing threat, the
insurgents fled away and in the
hurry left behind another AK 56
rifle and ammunition. In both the
instances, cases have been
registered at Khonsa Police
Station.
This is for the first time that
within a span of one week the
security forces have recovered
three AK series assault rifles and
over 100 live rounds of AK
ammunition. Generally the UGs
do not leave behind any weapons
which they guard more than their
lives. This is an indication of the
pro-activeness of the police and
security forces deployed in the
district.
It may be pointed out here
that the security forces deployed
in the district are spread over the
vast area of the district and as
such mobilizing the forces takes
time owing to the topography,
dense forests as well as poor
condition of roads. Considering
these facts more forces are in an
advanced stage of being
deployed in the district.
