(20) "Complaint" means a verbal or written expression of dissatisfaction<br />

<strong>with</strong> services or providers.<br />

(21) "Comprehensive <strong>Services</strong>" mean a package of developmental<br />

disability services and supports that include one of the following living<br />

arrangements regulated by the Department alone or in combination <strong>with</strong><br />

any associated employment or community inclusion program regulated by<br />

the Department:<br />

(a) Twenty-four hour residential services including but not limited to<br />

services provided in a group <strong>home</strong>, foster <strong>home</strong>, or through a<br />

supported living program; or<br />

(b) In-<strong>home</strong> supports provided to an individual in the individual or<br />

family <strong>home</strong> costing more than the individual cost limit.<br />

(c) Comprehensive services do not include support services <strong>for</strong> adults<br />

enrolled in brokerages or <strong>for</strong> children enrolled in long-term supports<br />

or children's intensive in-<strong>home</strong> services.<br />

(22) "Cost Effective" means being responsible and accountable <strong>with</strong><br />

Department resources by offering less costly alternatives when providing<br />

choices that adequately meet an individual’s support needs. Less costly<br />

alternatives include other programs available from the Department, the<br />

utilization of assistive devices, natural supports, architectural modifications,<br />

and alternative resources. Less costly alternatives may include resources<br />

not paid <strong>for</strong> by the Department.<br />

(23) "Crisis" means:<br />

(a) A situation that may result in civil court commitment under ORS<br />

427.215 to 427.306 and <strong>for</strong> which no appropriate alternative<br />

resources are available; or<br />

(b) Risk factors described in OAR 411-320-0160 are present <strong>for</strong><br />

which no appropriate alternative resources are available.<br />
