(2) Identify needs for relationship building among<br />

members of the UNHCR funding network, including:<br />

♦ Maintaining close relations with FDRS contacts at<br />

Headquarters for all aspects of fund raising<br />

♦ Maintaining close relationships with the PI Section<br />

to co-ordinate production of or obtain information<br />

bulletins and other supporting publications<br />

♦ Maintaining information flow networks with the<br />

Regional Bureau, Branch Offices, and the FDRS<br />

focal point in the field<br />

♦ Maintaining and strengthening contacts with<br />

funding and donor agencies and representatives<br />

in New York, Geneva, and in the field.<br />

(3) Cultivate relations with donors and funding agencies.<br />

Use the following promotion techniques to develop your<br />

relationships with donors.<br />

Distribute information bulletins — Develop<br />

promotional activities locally including dissemination<br />

of regular information bulletins. Share the feedback<br />

with the Regional Bureau, PI and FDRS.<br />

Support field visits — Cultivate relationships with<br />

individual donors by supporting and promoting visits<br />

of Headquarters staff (including the High Commissioner)<br />

and donors to the field and field staff to donor capitals<br />

to give a wide exposure to UNHCR operations.<br />

Plan donor meetings — With FDRS, organise donor<br />

meetings at the operational level (such as the Horn of Africa,<br />

the Caucasus, and Myanmar-Bangladesh). Donor contacts<br />

may come from their capitals, Geneva or local agencies.<br />

Use the FDRS comprehensive quarterly information package, such as the funding<br />

overview when meeting with the government, NGOs, and the media. In addition, review<br />

the FDRS guidelines for UNHCR Representatives in their approaches to donor embassies.<br />

Distribute UNHCR publications such as reports, fact sheets and briefing packages.<br />

Encourage coverage by the media of donor meetings and visits to the field.<br />

Stay informed on UNHCR’s main operations and Executive Committee matters so that<br />

you can brief your contacts if necessary.<br />

(4) Establish policies and procedures relevant to your operation and based on FDRS<br />

Guidelines for Fund Raising including:<br />

Promotion of approved programs and budgets — FDRS issues appeals for General<br />

Programmes, Special Programmes and regional needs, if applicable. Bring these appeals<br />

to the attention of donors at briefings. If appeals need to be altered, it will be necessary to<br />

review program objectives and obtain agreement between the field and Headquarters.<br />
