Written Briefings<br />

1. The country program should be promoted through description of<br />

the entire range of activities of the office, not only protection and<br />

maintenance programs.<br />

2. The ‘added value’ of channelling funds through UNHCR can be<br />

demonstrated by the description of international protection activities<br />

and the effective co-ordination of field activities by the Branch Offices,<br />

especially in emergencies.<br />

3. Donors should understand the total picture of UNHCR activities; for<br />

example repatriation activities include needs and activities in the country<br />

of origin or resettlement. They should be aware that UNHCR has to<br />

finance care and maintenance of the refugee in preparation for his or<br />

her departure.<br />

4. As with oral briefings, honesty and openness are the best policies<br />

regarding program needs and constraints. The constraints are usually<br />

known by donor representatives who can be helpful in communicating<br />

UNHCR’s position to their capitals.
