Happy New Year! <strong>January</strong> always brings a feeling <strong>of</strong> excitement <strong>and</strong><br />

anticipation for the year ahead. It certainly is an honor <strong>and</strong> a privilege for<br />

me to serve as Chairman <strong>of</strong> the Board <strong>of</strong> <strong>Berkeley</strong> <strong>County</strong>’s leading business<br />

organization. Many thanks go to Tracey Eberling, last year’s Chairman <strong>of</strong> the<br />

Board, for a job well done.<br />

We continue to work hard to provide quality programs <strong>and</strong> services to our<br />

members. Your support <strong>and</strong> continued participation is sincerely<br />

appreciated.<br />

We anticipate 2013 to be another year <strong>of</strong> growth for the <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> as we continue<br />

our current programs <strong>and</strong> services. We appreciate the many volunteers who give their time to<br />

work on <strong>Chamber</strong> projects <strong>and</strong> encourage you to join us on a committee <strong>and</strong> get involved. If<br />

you are interested in learning more about <strong>Chamber</strong> committees, give <strong>Chamber</strong> President Tina<br />

Combs a call – she’d be happy to tell you more. I also challenge all <strong>of</strong> our members to invite a<br />

business to join our <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>. Just think how great it would be if every member<br />

brought in one new member into the <strong>Chamber</strong>. It’s all <strong>of</strong> us working together that makes this<br />

community great!<br />

services that are beneficial to our members. We ask that you please give us your feedback<br />

HMS TECHNOLOGIES, INC. – Continuing on the Path <strong>of</strong> Excellence<br />

HMS TECHNOLOGIES, INC. (HMS), headquartered in<br />

<strong>Martinsburg</strong>, WV, is a Service-Disabled Veteran-Owned Business<br />

(SDVOB) serving as an Information Technology contractor to<br />

various Federal agencies across the US, but mainly in the greater DC<br />

Metro area. While HMS delivers state-<strong>of</strong>-the-art consulting,<br />

technology integration, program management services, business<br />

process optimization, select hardware lines, <strong>and</strong> imaging services;<br />

the biggest differentiator to their competition is their location here<br />

in the historic <strong>Martinsburg</strong> area.<br />

HMS was established in 2003, by President Harry M. Siegel, who<br />

desired to have the best <strong>of</strong> both worlds: a thriving <strong>and</strong> successful technology-driven company <strong>and</strong> a horse farm with several acres <strong>of</strong><br />

l<strong>and</strong> in scenic West Virginia – which also came complete with no daily commute. Today, HMS provides a competitive work<br />

environment for over 60 employees right here in the heart <strong>of</strong> <strong>Berkeley</strong> <strong>County</strong>.<br />

HMS is an award-winning business that recently graduated from small to large according to government revenue size st<strong>and</strong>ards. In<br />

2012 alone, they were awarded a ten-year, $20 Billion, Indefinite Delivery, Indefinite Quantity (IDIQ) Chief Information Officer<br />

Solutions & Partners 3 (CIO-SP3) Government Wide Acquisition Contract (GWAC) - a game changer for the once small company.<br />

Another key achievement for HMS last year was receiving the prestigious ISO 9001:2008 quality certification. ISO certification is<br />

awarded to companies <strong>of</strong> distinction with rigorous quality management systems in place that demonstrate continuous process<br />

improvement <strong>and</strong> maintain consistently high levels <strong>of</strong> customer satisfaction.<br />

While HMS has made a significant footprint in government entities like the VA, DHS, <strong>and</strong> DOD, they have been awarded work in<br />

our local area as well. In late 2010, the Docutex division <strong>of</strong> HMS was awarded a contract to digitally scan <strong>and</strong> preserve millions <strong>of</strong><br />

<strong>Berkeley</strong> <strong>County</strong> Circuit Court records dating back more than 150 years. HMS prepared, scanned, quality checked, <strong>and</strong> delivered<br />

these records for use in an electronic records management<br />

system to improve workflow <strong>and</strong> response times to requests for<br />

court records – without potential damage or risk <strong>of</strong> loss to court<br />

documents. This project required a great deal <strong>of</strong> attention to<br />

detail <strong>and</strong> careful h<strong>and</strong>ling – many <strong>of</strong> the records are relatively<br />

old <strong>and</strong> fragile. Some are historically significant, with a few<br />

dating to the 1750s, including several documents signed by<br />

notable Americans, such as a l<strong>and</strong> deed signed in 1752 by Lord<br />

Fairfax granting 400 acres to William Frost <strong>of</strong> Frederick<br />

So, for HMS, the future is bright. Old contracts are being<br />

extended, new contracts are in progress, <strong>and</strong> the company awaits<br />

award notifications for several multi-million dollar contracts in<br />

the early part <strong>of</strong> 2013. Most importantly, their continued<br />

commitment to local businesses <strong>and</strong> organizations, as well as to<br />

their established clients, is evident to their partners <strong>and</strong><br />

colleagues alike.

C.B. “Butch” Pennington is a native <strong>of</strong> <strong>Martinsburg</strong> <strong>and</strong> started his business career in<br />

1972 as the owner <strong>of</strong> the I-81 <strong>and</strong> Route 9 Exxon. In 1977 he opened Pennington’s Auto<br />

Center, <strong>and</strong> in 1990 opened Penn Liquors. He later purchased Big Apple Liquors, then<br />

opened Penn Bar <strong>and</strong> Grill, Palace Lounge <strong>and</strong> Big Apple Lounge.<br />

Butch has been involved in many community groups <strong>and</strong> serves as Vice Chairman <strong>of</strong><br />

the West Virginia Council for Community <strong>and</strong> Technical College Education; member <strong>of</strong><br />

West Virginia Work Force Investment Council; member <strong>of</strong> the West Virginia Attorney<br />

General Citizen Advisory Council; past president <strong>of</strong> the <strong>Berkeley</strong> <strong>County</strong> Chapter <strong>of</strong> the<br />

Izaak Walton League; past president <strong>of</strong> the West Virginia Gasoline Dealers <strong>and</strong> Automotive Repair<br />

Association; member <strong>of</strong> the <strong>Berkeley</strong> <strong>County</strong> Planning Commission; board member <strong>of</strong> the West<br />

Virginia Retailers Association; chairman <strong>of</strong> the West Virginia Spirits Council; past vice-chairman <strong>of</strong><br />

the <strong>Berkeley</strong> <strong>County</strong> Democratic Executive Committee; West Virginia Democrat <strong>of</strong> the Year 2001; <strong>and</strong><br />

past president <strong>of</strong> the Eastern Panh<strong>and</strong>le Business Association. He has also served on numerous local<br />

boards <strong>and</strong> committees.<br />

Butch has been married to his wife Sherri for 29 years, <strong>and</strong> is the father <strong>of</strong> 3 <strong>and</strong> gr<strong>and</strong>father <strong>of</strong> 10 (all<br />

living here in <strong>Berkeley</strong> <strong>County</strong>).<br />

Businesses are not nearly as interesting as the story that built them. They are <strong>of</strong>ten the product <strong>of</strong> a dream, a challenge, a failure or other<br />

circumstances. My story, well, is a little bit <strong>of</strong> them all. In 2002, while serving as a youth pastor <strong>and</strong> working full time at a college book<br />

The <strong>Berkeley</strong> <strong>County</strong> Solid Waste Authority is pleased<br />

to announce that free mulch is available until <strong>January</strong> 31,<br />

2013 at the Grapevine Road Recycling Center <strong>and</strong> the South<br />

<strong>Berkeley</strong> Recycling Center.<br />

Two Shepherd University pr<strong>of</strong>essors have<br />

December is Education Day for Leadership <strong>Berkeley</strong><br />

Business Matters<br />

The Leadership <strong>Berkeley</strong> Class <strong>of</strong> 2013 continued their leadership journey with a lesson on coaching <strong>and</strong> employee<br />

relations. This lesson, led by classmates Am<strong>and</strong>a Renner (Ecolab), Kelly Tanksley (<strong>Martinsburg</strong>-<strong>Berkeley</strong><br />

<strong>County</strong> Public Libraries), <strong>and</strong> Michelle Thomas (WVU Hospitals-East) was focused on effective ways <strong>of</strong><br />

coaching employees, performance evaluations,<br />

<strong>and</strong> performance improvement plans.<br />

The morning concluded with a tour <strong>of</strong> the new<br />

Blue Ridge Community <strong>and</strong> Technical College<br />

campus on Apple Harvest Drive, led by<br />

President Peter Checkovich. The group then<br />

traveled to James Rumsey Technical Institute<br />

<strong>and</strong> were treated to a delicious lunch prepared<br />

by the culinary students.<br />

Leadership <strong>Berkeley</strong> would not be possible without the support <strong>of</strong> our sponsors:<br />

Principal/Director Vicki Jenkins shared information about the many<br />

programs <strong>of</strong>fered at JRTI while the group toured the facility. The<br />

next stop was Spring Mills Primary School where <strong>Berkeley</strong> <strong>County</strong><br />

Schools Superintendent Manny Arvon met with the group <strong>and</strong><br />

shared information on the school system <strong>and</strong> took the group on a<br />

tour <strong>of</strong> the school <strong>and</strong> an exterior tour <strong>of</strong> the new Spring Mills High<br />

School. The last stop <strong>of</strong> the day was Faith Christian Academy where<br />

Administrator Eric Kerns shared information about this private<br />

school <strong>and</strong> also gave the group a tour <strong>of</strong> their facilities. Education<br />

Day was a great opportunity for Leadership <strong>Berkeley</strong> participants to<br />

learn more about the excellent public school system that is here in<br />

<strong>Berkeley</strong> <strong>County</strong> as well as other quality educational resources that<br />

are available. Special thanks to Manny Arvon, Vicki Jenkins,<br />

Dr. Peter Checkovich, <strong>and</strong> Eric Kerns for taking the time out <strong>of</strong> their<br />

busy schedules to meet with Leadership <strong>Berkeley</strong> <strong>and</strong> Mike Bohrer<br />

(Detailed Destinations) for providing the transportation.

The Workforce Development Committee <strong>and</strong> Blue Ridge Community <strong>and</strong> Technical College recently hosted an Emotional<br />

Intelligence workshop. This was a very successful workshop <strong>and</strong> additional workshops will be <strong>of</strong>fered in 2013.<br />

Committee Mission Statement:<br />

The purpose <strong>of</strong> the Workforce Development Committee is to link local businesses, organizations, education, <strong>and</strong> government<br />

to build a competitive, skilled, <strong>and</strong> diverse workforce. – Developed 05/2012<br />

Attracting New Customers the Old-Fashioned Way<br />

Yes, technology has given us an arsenal <strong>of</strong> new marketing tools, but sometimes it<br />

pays to take a trip down memory lane. Consider adding (or re-adding) some <strong>of</strong> these<br />

traditional methods into your new marketing mix:<br />

Direct Mail<br />

Postcards or flyers with special <strong>of</strong>fers entice people to try your business. You can<br />

target recipients by neighborhood, or rent mailing lists that segment prospects by<br />

income, age <strong>and</strong> other factors, so you can target only the customers most likely to<br />

buy from you.<br />

Business Matters<br />

The Postal Service’s “Every Door Direct Mail” program lets you saturate a<br />

neighborhood (delivery is by ZIP code) for as little as 14.5 cents per piece. No need to buy a list; your mailer is delivered<br />

with the daily mail. There are also direct mail services that send nearby residents packets <strong>of</strong> coupons for local businesses.<br />

Advertising<br />

Advertising on radio, cable TV or in local newspapers targets both new <strong>and</strong> returning customers. To determine the best<br />

place to place your ads, contact the advertising sales or marketing departments <strong>of</strong> publications or stations (or visit their<br />

websites) for a media kit. This will tell you if the outlet’s audience matches your target market.<br />

Track ad results by including a code on print ads that customers bring in to make a purchase, or asking radio listeners<br />

<strong>and</strong> TV viewers to mention a code for a special <strong>of</strong>fer. This shows you which advertising venues are most effective.<br />

Events<br />

Special events at your business create excitement. Depending on your type <strong>of</strong> business, you could hold a “shop local”<br />

event, a party for existing clients or a free seminar for prospects. Whatever type <strong>of</strong> event you choose, publicize it to your<br />

customer list, via signage or flyers in your business, <strong>and</strong> by using social media <strong>and</strong> PR.<br />

Public relations<br />

Local media (newspapers, magazines <strong>and</strong> bloggers) looking for interesting businesses or unique stories about business<br />

owners to share with their readers. Create a list <strong>of</strong> relevant media contacts (consisting <strong>of</strong> the reporters or reviewers who<br />

cover your industry) <strong>and</strong> send them regular press releases <strong>and</strong> emails about your business. Be persistent, but don’t be a<br />

pest.<br />

Networking<br />

If your business sells to other businesses, in-person networking is essential to attracting new customers. Attend local<br />

business networking events such as chamber <strong>of</strong> commerce meetings, leads clubs or any gathering that attracts<br />

businesspeople who might need your products or services.<br />

Referrals<br />

Referrals from regular customers are a great way to get new business. The best time to get referrals is when you know<br />

you have a satisfied customer, so ask for referrals right after the product or service has been delivered, or during a followup<br />

contact with the customer.<br />
