Happy New Year! January always brings a feeling of excitement and
anticipation for the year ahead. It certainly is an honor and a privilege for
me to serve as Chairman of the Board of Berkeley County’s leading business
organization. Many thanks go to Tracey Eberling, last year’s Chairman of the
Board, for a job well done.
We continue to work hard to provide quality programs and services to our
members. Your support and continued participation is sincerely
appreciated.
We anticipate 2013 to be another year of growth for the Chamber of Commerce as we continue
our current programs and services. We appreciate the many volunteers who give their time to
work on Chamber projects and encourage you to join us on a committee and get involved. If
you are interested in learning more about Chamber committees, give Chamber President Tina
Combs a call – she’d be happy to tell you more. I also challenge all of our members to invite a
business to join our Chamber of Commerce. Just think how great it would be if every member
brought in one new member into the Chamber. It’s all of us working together that makes this
community great!
It is very important to the Board of Directors and Staff that we provide the programs and
services that are beneficial to our members. We ask that you please give us your feedback
throughout the year as we continue to focus on our mission to facilitate the economic progress
of our members.
Please do not hesitate to contact a Chamber Board or Staff member if you have any questions,
concerns, or suggestions. I look forward to working with each of you throughout the coming
year. On behalf of the Chamber of Commerce Board of Directors and Staff, we wish you much
success in 2013!
HMS TECHNOLOGIES, INC. – Continuing on the Path of Excellence
HMS TECHNOLOGIES, INC. (HMS), headquartered in
Martinsburg, WV, is a Service-Disabled Veteran-Owned Business
(SDVOB) serving as an Information Technology contractor to
various Federal agencies across the US, but mainly in the greater DC
Metro area. While HMS delivers state-of-the-art consulting,
technology integration, program management services, business
process optimization, select hardware lines, and imaging services;
the biggest differentiator to their competition is their location here
in the historic Martinsburg area.
HMS was established in 2003, by President Harry M. Siegel, who
desired to have the best of both worlds: a thriving and successful technology-driven company and a horse farm with several acres of
land in scenic West Virginia – which also came complete with no daily commute. Today, HMS provides a competitive work
environment for over 60 employees right here in the heart of Berkeley County.
HMS is an award-winning business that recently graduated from small to large according to government revenue size standards. In
2012 alone, they were awarded a ten-year, $20 Billion, Indefinite Delivery, Indefinite Quantity (IDIQ) Chief Information Officer
Solutions & Partners 3 (CIO-SP3) Government Wide Acquisition Contract (GWAC) - a game changer for the once small company.
Another key achievement for HMS last year was receiving the prestigious ISO 9001:2008 quality certification. ISO certification is
awarded to companies of distinction with rigorous quality management systems in place that demonstrate continuous process
improvement and maintain consistently high levels of customer satisfaction.
While HMS has made a significant footprint in government entities like the VA, DHS, and DOD, they have been awarded work in
our local area as well. In late 2010, the Docutex division of HMS was awarded a contract to digitally scan and preserve millions of
Berkeley County Circuit Court records dating back more than 150 years. HMS prepared, scanned, quality checked, and delivered
these records for use in an electronic records management
system to improve workflow and response times to requests for
court records – without potential damage or risk of loss to court
documents. This project required a great deal of attention to
detail and careful handling – many of the records are relatively
old and fragile. Some are historically significant, with a few
dating to the 1750s, including several documents signed by
notable Americans, such as a land deed signed in 1752 by Lord
Fairfax granting 400 acres to William Frost of Frederick
County. (Photo: Provided courtesy of the Berkeley County
Office of the Circuit Clerk)
So, for HMS, the future is bright. Old contracts are being
extended, new contracts are in progress, and the company awaits
award notifications for several multi-million dollar contracts in
the early part of 2013. Most importantly, their continued
commitment to local businesses and organizations, as well as to
their established clients, is evident to their partners and
colleagues alike.

Business Matters
Businesses are not nearly as interesting as the story that built them. They are often the product of a dream, a challenge, a failure or other
circumstances. My story, well, is a little bit of them all. In 2002, while serving as a youth pastor and working full time at a college book
store, I realized that the Church’s media infrastructure was out of touch with 20th Century students. I purchased some design software
and began replacing the overhead projector with Audio Visual Equipment and produced Power Presentations integrated with graphics
and sound! Since then, I have developed skills in video production, website design and development, as well as marketing strategy and
deployment.
Elite Marketing & Design is built on the foundation of selling a compelling message through integrative media. We work hard to create a
December is Education Day for Leadership Berkeley
Business Matters
The Leadership Berkeley Class of 2013 continued their leadership journey with a lesson on coaching and employee
relations. This lesson, led by classmates Amanda Renner (Ecolab), Kelly Tanksley (Martinsburg-Berkeley
County Public Libraries), and Michelle Thomas (WVU Hospitals-East) was focused on effective ways of
coaching employees, performance evaluations,
and performance improvement plans.
The morning concluded with a tour of the new
Blue Ridge Community and Technical College
campus on Apple Harvest Drive, led by
President Peter Checkovich. The group then
traveled to James Rumsey Technical Institute
and were treated to a delicious lunch prepared
by the culinary students.
Leadership Berkeley would not be possible without the support of our sponsors:
Principal/Director Vicki Jenkins shared information about the many
programs offered at JRTI while the group toured the facility. The
next stop was Spring Mills Primary School where Berkeley County
Schools Superintendent Manny Arvon met with the group and
shared information on the school system and took the group on a
tour of the school and an exterior tour of the new Spring Mills High
School. The last stop of the day was Faith Christian Academy where
Administrator Eric Kerns shared information about this private
school and also gave the group a tour of their facilities. Education
Day was a great opportunity for Leadership Berkeley participants to
learn more about the excellent public school system that is here in
Berkeley County as well as other quality educational resources that
are available. Special thanks to Manny Arvon, Vicki Jenkins,
Dr. Peter Checkovich, and Eric Kerns for taking the time out of their
busy schedules to meet with Leadership Berkeley and Mike Bohrer
Attracting New Customers the Old-Fashioned Way
Yes, technology has given us an arsenal of new marketing tools, but sometimes it
pays to take a trip down memory lane. Consider adding (or re-adding) some of these
traditional methods into your new marketing mix:
Direct Mail
Postcards or flyers with special offers entice people to try your business. You can
target recipients by neighborhood, or rent mailing lists that segment prospects by
income, age and other factors, so you can target only the customers most likely to
buy from you.
Business Matters
The Postal Service’s “Every Door Direct Mail” program lets you saturate a
neighborhood (delivery is by ZIP code) for as little as 14.5 cents per piece. No need to buy a list; your mailer is delivered
with the daily mail. There are also direct mail services that send nearby residents packets of coupons for local businesses.
Advertising
Advertising on radio, cable TV or in local newspapers targets both new and returning customers. To determine the best
place to place your ads, contact the advertising sales or marketing departments of publications or stations (or visit their
websites) for a media kit. This will tell you if the outlet’s audience matches your target market.
Track ad results by including a code on print ads that customers bring in to make a purchase, or asking radio listeners
and TV viewers to mention a code for a special offer. This shows you which advertising venues are most effective.
Events
Special events at your business create excitement. Depending on your type of business, you could hold a “shop local”
event, a party for existing clients or a free seminar for prospects. Whatever type of event you choose, publicize it to your
customer list, via signage or flyers in your business, and by using social media and PR.
Public relations
Local media (newspapers, magazines and bloggers) looking for interesting businesses or unique stories about business
owners to share with their readers. Create a list of relevant media contacts (consisting of the reporters or reviewers who
cover your industry) and send them regular press releases and emails about your business. Be persistent, but don’t be a
pest.
Networking
If your business sells to other businesses, in-person networking is essential to attracting new customers. Attend local
business networking events such as chamber of commerce meetings, leads clubs or any gathering that attracts
businesspeople who might need your products or services.
Referrals
Referrals from regular customers are a great way to get new business. The best time to get referrals is when you know
you have a satisfied customer, so ask for referrals right after the product or service has been delivered, or during a followup
contact with the customer.
