Scope of Work:<br />

• Inspect the site and environs<br />

• Measure noise emissions from shooting activity at the site<br />

• Determine the maximum allowable usage in accordance with the ENCM<br />

• Prepare a Noise Assessment <strong>Report</strong><br />

2.0 ACCEPTABLE NOISE LEVELS<br />

The Department of Environment, Climate Change and Water’s Environmental Noise Control<br />

Manual is no longer in print and is progressively being superseded by more recent guidelines.<br />

However Chapter 164 “Target Shooting Ranges” of the ENCM has not been updated or<br />

superseded by new DECCW guidelines at this stage.<br />

The DECCW Noise Guide for Local Government (December 2004) gives guidance on the<br />

approach for noise control of facilities including shooting ranges, which is in line with the<br />

ENCM.<br />

Criterion for this assessment is therefore derived from Chapter 164 of the ENCM as shown in<br />

Table 2.1 below:-<br />

The DECCW Noise Guide for Local Government, Section 2.4.5 sates:-<br />

“Target shooting ranges and gun clubs produce high levels of very-short-duration noise from<br />

firearm discharges. One approach to capture this type of noise is to set a sound level meter to<br />

linear peak hold so that the short-duration events can be captured and measured by the meter.”<br />
