DAY DESIGN PTY LTD Noise Compliance Assessment Page 2 Scope of Work: • Inspect the site and environs • Measure noise emissions from shooting activity at the site • Determine the maximum allowable usage in accordance with the ENCM • Prepare a Noise Assessment <strong>Report</strong> 2.0 ACCEPTABLE NOISE LEVELS The Department of Environment, Climate Change and Water’s Environmental Noise Control Manual is no longer in print and is progressively being superseded by more recent guidelines. However Chapter 164 “Target Shooting Ranges” of the ENCM has not been updated or superseded by new DECCW guidelines at this stage. The DECCW Noise Guide for Local Government (December 2004) gives guidance on the approach for noise control of facilities including shooting ranges, which is in line with the ENCM. The DECCW Noise Guide for Local Government, Section 2.4.5 sates:- “Target shooting ranges and gun clubs produce high levels of very-short-duration noise from firearm discharges. One approach to capture this type of noise is to set a sound level meter to linear peak hold so that the short-duration events can be captured and measured by the meter.” 23 Nov 10
DAY DESIGN PTY LTD Noise Compliance Assessment Page 3 3.0 NOISE SURVEY INSTRUMENTATION Noise level measurements and analysis were made with instrumentation as follows in Table 3.1. The CEL 593 provides Lmax, Lmin, Lpeak, Leq and statistical data at 15 minute intervals (longer or shorter intervals optional) over the desired monitoring period. Results are normally downloaded to computer for rapid processing. All instrument systems had been laboratory calibrated using instrumentation traceable to Australian National Standards and certified within the last two years thus conforming to Australian Standards. The measurement system was also field calibrated prior to and after noise surveys. Calibration drift was found to be less than 0.3 dB during attended measurements. No adjustments for instrument drift during the measurement period were warranted. 4.0 GUN NOISE EMISSION The Illawarra Clay Target Club proposes to purchase Lot 1 (DP 618764) Bong Bong Road, Huntley and establish a clay target shooting range on the site. The property is a 66 acre rural property located to the north of Bong Bong Road along the Illawarra Escarpment. The nearest residence to the site is located approximately 600 metres to the south on the western side of Hayes Lane. To the north east is the Wongawilli Colliery and residences in Jersey Farm Road, the nearest of which is at a distance of approximately 1.5 kilometres from the proposed shooting range. Directly east of the site is vacant land reportedly zoned R2 Low Density Residential. The residences and vacant land are shown on the attached Site Plan 4350 Figure 1. The proposed range will cater for clay target shooting using 12-gauge shotgun firearms. The author visited the site on Wednesday 31 March 2010 and again on Friday 12 November 2010 to measure the noise emission of several shots at the nearby residence and on the vacant land. Measurements were taken at approximately 30 metres from the nearest facade of the rural residential property on Hayes Lane to the south in March 2010. Measurements were also taken on vacant land to the east in November 2010.
