This Directive introduces key elements to<<strong>br</strong> />
achieve effective water governance at the<<strong>br</strong> />
European Union level, a coherent and effective<<strong>br</strong> />
legal and institutional framework, water-pricing<<strong>br</strong> />
policies, public participation and<<strong>br</strong> />
an integrated water resources management<<strong>br</strong> />
system. The WFD’s key objective is to improve<<strong>br</strong> />
the ecological status of surface and<<strong>br</strong> />
groundwater bodies. The WFD’s ecological<<strong>br</strong> />
objectives for rivers are also applied for water<<strong>br</strong> />
discharge from the wastewater treatment<<strong>br</strong> />
plants [9, 10].<<strong>br</strong> />
CONCLUSION<<strong>br</strong> />
Flotation tailings are the source of surface<<strong>br</strong> />
and ground water pollution, which<<strong>br</strong> />
represents a significant ecological problem<<strong>br</strong> />
in Serbia, and was created as a result of<<strong>br</strong> />
weak an ecological policy and its implementation.<<strong>br</strong> />
From the presented data can be seen<<strong>br</strong> />
that the old flotation tailings has high content<<strong>br</strong> />
of some useful components, and because<<strong>br</strong> />
of that fact may pose a potential<<strong>br</strong> />
secondary raw material for obtaining,<<strong>br</strong> />
primarily copper and possibly gold, which<<strong>br</strong> />
would solve the problem of impact of tailings<<strong>br</strong> />
on the environment.<<strong>br</strong> />
Also, the needs and public interest are to<<strong>br</strong> />
implement protection measures against pollution,<<strong>br</strong> />
to protect human health, cultural and<<strong>br</strong> />
material goods, for the full implementation<<strong>br</strong> />
of adopted national legislation making it is<<strong>br</strong> />
necessary and all by-laws. It is necessary to<<strong>br</strong> />
harmonize national legislation with EU legislation,<<strong>br</strong> />
thus ensuring a high level of environmental<<strong>br</strong> />
quality.<<strong>br</strong> />
