The Kosovo and its new foreign policy.<br />

The Republic of Kosovo developed a rather vivid political life<br />

in Austria, presuming it as one of the most important friends<br />

in Europe.The embassy of republic of Kosovo in Austria invited<br />

to a conference at the European Commission in November 2012.<br />

There the consequences of the neutrality of EU for european<br />

perspectives of Kosovo were presented. Prof. <strong>Dr</strong>. Blerim Reka<br />

explained the politics of Kosovo to a small public,he<br />

reconstructed the history of Kosovo for the last 20 years, as<br />

a continuity to the EU. The difference of the other history<br />

books is, that the conditions are not the same. Today the EU<br />

is present with the EULEX ,but „being a hostage of the 5<br />

states, which not recognizing the republic of Kosovo, EU<br />

continues to apply the status neutral approach towards<br />

Kosovo.“( S. 1.2012,Reka)<br />

Today Kosovo cannot join all international organisations and<br />

and is still waiting for the world-wide aknowledgement of it<br />

in the world. 93 members of the Un recognized the Kosovo ,the<br />

others not. Therefor yet the Kosovo „remains the only Western<br />

Balcan country which still has no contractual relations with<br />

the EU, nor trade relations and nor a visa free<br />

regime.“(Reka,2012,S. 3 ) Towards Serbia the Kosovo showed<br />

all kind of willingness to cooperate, besides now the main<br />

problem remains. Belgrade is not allowing any implementation<br />

of agreements with Kosovo. The European Commission asked the<br />

Kosovo more fullfillment of norms like:<br />

- the rule of law<br />

- electoral reform<br />

- public administration reform<br />

- the integration of all communities and<br />

- the trade<br />

So what can the states convince to recognize the Kosovo more:<br />

the goodwill of friends and other states<br />

the lobbying in Brussels and New York-starting accession<br />

negotiation with Montenegro<br />

a feasibility study of 2012<br />

building friendships<br />

to create a group of friends of Kosovo in the EP<br />

more communication to Brussels, the EU and the integration<br />

strategy<br />

Kosovo should compete in technical systems<br />

The speakers stressed the large womens conference in Kosovo<br />

,which introduced the women summit as a commitment for the<br />

future. How and when women are in diplomatic service it is<br />

important to stabilize the task of a state and to see .<br />

Empowering women , the interntional women s summit<br />

partnership for change tried to nominate the tasks for women<br />

in the field of anticorruption, of security and justice and<br />

security sector reform.<br />

As the minister for foreign affairs <strong>Dr</strong>. Spindelegger is also<br />

cited Austria maintains a large scale of interests in the<br />

republic of Kosovo.„But foremost Kosovos progress and<br />

development since the adoption of the Comprehensive settlement<br />

proposal are not owed to us internationals, but to the<br />

functioning of your instiutions, to the work and guidance by<br />

your leaders , and most importantly by you, the citizens of<br />

this young country.“( Fianncial times,2012,S. 8)<br />

The European Commission published a report on the results of<br />

the reviewing of the court of audit on the programmes of the<br />

Kosovo. The remarks are the commentary on help,technical<br />

assitance, fight against organized crime,the work of the<br />

justice system, and the corruption and the fight against it.<br />

„Korruption ist in vielen bereichen weiterhin stark<br />

verbreitet- und stelle für die kosovarische Bevölkerung ein<br />

ernstzunehmendes Problem dar. Der von Transparency<br />

international ermittelte Korruptionsrahmenindex des Kosovo<br />

lag im Jahr 2011 bei 2.9 %.“( Eur Rh,2011,S.22 )<br />

As there are 150 different administrative units for the work<br />

of the foreign help and assistance, there is no real<br />

instrument available for the Kosovars to be against<br />

corruption. In general there is little knowledge and means<br />

for the fight against corruption. The north of the Kosovo does<br />

not show anykind of progress in introducing law and peace<br />

there, no legal status is given to the north of Kosovo in the<br />

EU report.The police forces of EULEX have deep trouble to<br />

settle the north of Kosovo..Since 2008 no public presecutors<br />

or jugdes can work in the north of Kosovo, in the longrun the<br />

north has to be settled and the whole area of Kosovo has to<br />

be revised according to the EU law for the Kosovo.<br />

In comparison to the others the Kosovo recieves the highest<br />

amount of money compared to the other Balcan states ( per head<br />

expenditure )<br />

The speech and conference in Vienna was closed by distributing<br />

the new Kosovar constitution, a small blue book. Written by<br />

Jakup Krasniqui, the Kosovar constitution in English is a<br />

text for all kosovars. It contains the the freedom rights,<br />

the , the prohibition against forced labour and slavery, right<br />

to fair and impartial trial,freedom of art and sciences,<br />

right to children,responsibilities of the state, the<br />

democratic institutions of Kosovo,qualification and gender<br />

equality, adoption of law,the president of Kosovo,government<br />

of the republic of Kosovo, Kosovars juridical council, and<br />

many other institutions.<br />

The constitution also knows the security sector,the<br />

obudsmann for the Kosovo final authority of the Kosovo etc.<br />

There is little comparison possible on the constitution as it<br />

is a mixture of a positivistic point of view and a large input<br />

of American values. The mixture is the constitution as the<br />

institutions and the democracy are established.<br />

The Kosovars can work and live with the institutitons, the<br />

Euroepans not, there is lack of many institutions in the<br />

constitution.<br />

The future will depart from the constitution, to the movement<br />

for women and the need to become a economically sucessful<br />

state, there is no knowledge how the Kosovo will manage this<br />

in the future.<br />

2.The Kosovo-Austria relations:<br />

The republic of Kosovo is largly implemented in agreements to<br />

the republic of Austria. It is this conviction that is<br />

transported on the WEBSITE of the ministry of foreign affairs<br />

in Prishtina,Kosovo..Under the title Austria about 16<br />

agreements to the Kosovo are cited , but they refer to<br />

Jugoslawien and are adapated in Kosovo. Notwithstanding the<br />

newest 2 agreement commited to development on the Western<br />

Balcans. Further the WEbSITE gives an overview on the<br />

activities of the Kosovar government in Austria.<br />

1. The president Hashim Taci is representing the Kosovo within<br />

the framework of the Raiffeisen International as a approval<br />

for the credits and the industrial politics Austria has<br />

started til now . The WEBSites informs the pbulic on the<br />

activities of the ambassador Sabri Kiqmari, in Vienna. The<br />

small embassy in Vienna is running a campaign of young<br />

Europeans in Europe,for young Kosovars to enter the<br />

educational systems in Austria. Then the independence day<br />

is celebrated as a reception and large buffet of the<br />

ambassador in Vienna, The embassy informs its citizens via<br />

internet, and the Kosovo is proud to be one of the most<br />

effective online foreign services .<br />

2. The diplomacy is online on Youtube,facebook, Flicker and<br />

Twitter and has alarge feedback function for its ciitzens<br />

all over the world.<br />

3. The ambassador Sabri Kiqmari is a author of scientific<br />

articles on the Kosovo,so done in the journal INTERNATIONAL,<br />

the EUROPÄISCHE RUNDSCHAU and der Diplomatische<br />

Pressedienst. The embassy opens its rooms for concerts to<br />

the public,those musicians have been playing in Kosovo in<br />

Spring 2012.<br />

2.2. The Asutrian engagement:<br />

Austrians like to go to the Kosovo,this show the daily plae of<br />

the AUA to Prishtina,Kosovo.And the experts Austria has sent<br />

to Kosovo for the modernization of the higher educational<br />

system. Prof.Johann Günther the former delegate in scientific<br />

affairs has published a book about Mulliqui- ein großer<br />

Bildhauer ( about a Kosovar artist ).<br />

Ana KIM the author who wone the European prize of literature<br />

wrote a novel about a Kosovar refugee family: the romance „Die<br />

gefrorene Zeit“(2008) became famous all over Europe and now is<br />

translated into many other European languages. Ana Kim is a<br />

refugee herself and therfor has a large knowledge on the needs<br />

of refugees.<br />

The Centre for social innovation , Vienna is the coordinative<br />

place for all Kosovar scientists at the moment in Austria. The<br />

center run by the European Commission, the ministry of<br />

science and research and social affairs is located in the 15<br />

th district. The personnel speaks English and the employees<br />

are positioned in several workshops and units of the European<br />

Commission dedicated to the Western Balcan states. The<br />

steering platform on research with the West Balcan countries<br />

is run by the CSI.<br />

The Kosovo is a partner in public traffic agreements, and 2<br />

representatives come twice a year to the ministry of transport<br />

in order to clear the deep public transport problems.<br />

Austria is open to the students from the Western Balcan<br />

states. Most of them msut recieve a scolarship for studying in<br />

Austrias Diplomatic Academy hosted the Kosovars in Vienna<br />

twice this year.The 15.3.2012 the large pannel on the<br />

Challenge in the Kosovo took place:<br />

Participants were the foreign minister, the ESI , the DG<br />

enlargement and journalists<br />

The 22.6.2012 the Discussion with Minister Gashi- <strong>Dr</strong>.Cullin<br />

and <strong>Dr</strong>.Winter.Diplomatic Academy attracked a small audience<br />

and therfor it is very important that the public takes active<br />

part in the future of Kosovo.<br />

The Austrian chamber of commerce started a Information unit at<br />

the chamber for the Ksovo run by Ms. Elisabeth Weber, she<br />

informs about export to Kosovo and organizes the meetings for<br />

it in Vienna.<br />

The Kulturkontakt k AUSTIRA runs the large scolarhsips for<br />

artists and ballet-dancer to stay in Vienna for studying<br />

during the own work.This year 2 Kosovar authors r had the<br />

chance to stay in Vienna, to read and write with their<br />

families and to get to know most of the important<br />

institutions,in art and culture and to make contracts on the<br />

artistic work in the future,.ne was the author Jeton Neziraj.<br />

2.3. Kosovar and European relations:<br />

The European Commission launched a large call for science and<br />

research for the Kosovo in December 2011,the main issue of the<br />

agreement for the year 2012.<br />

The research capacity development in Kosovo ,Europe Aid 132-<br />

003/l/ACT/XK are a large science plan for Kosovo,where the<br />

activities have to take place in Kosovo,demanded by a Kosovo<br />

research institution based in Kosovo. The grants diver from<br />

150.000 to 250.000 EUR grants only dedicated to Kosovo.There<br />

is still no report on the results of the call of the Euroepan<br />

Commission.<br />

The European Commission is gathering the most important<br />

scientific books and journals on the Kosovo, since 2006 about<br />

60 titles were catalogued in the administrative library of<br />

Brussels.<br />
