proposed for a permitting process which seeks to insure that manure or<br />

contaminated wastewater does not reach streams or groundwater.<br />

Canada<br />

In Canada, the provinces have the primary jurisdictional responsibility and<br />

authority for the regulation of livestock waste management under legislation with<br />

special exceptions. Province specific legislation includes:<br />

Alberta<br />

The Environmental Protection and Enhancement Act, Public Health Act,<br />

Planning Act, and Agricultural Operations <strong>Practices</strong> Act combine to provide<br />

municipalities with the authority to set bylaws; for example control intensive<br />

livestock operation location and waste management.<br />

Manitoba<br />

The Environmental and Public Health Acts provide authority for the provincial<br />

<strong>Livestock</strong> Production Operation Regulation.<br />

New <strong>Br</strong>unswick, Newfoundland, Nova Scotia and Prince Edward Island<br />

Water and environmental protection legislation (Clean Water Act, Water<br />

Protection Act, Act Respecting Water and Water Courses) are key to Maritimes<br />

livestock waste management approaches.<br />

Ontario<br />

The Environmental Protection Act, Health Promotion and Protection Act,<br />

Planning Act, Water Resources Act and Farm <strong>Practices</strong> Protection Act provide<br />

the framework legislation for regulations and policy.<br />

Quebec<br />

With the most stringent regulations in Canada, the Environmental Quality Act<br />

integrates efforts to manage livestock waste including potential water and air<br />

pollution.
