In Germany specifically, the 1982 <strong>Waste</strong> Disposal Act transferred power to pass<br />

ordinances and directives regulating the management of manure to the state<br />

government.<br />

Switzerland<br />

Implementation of Swiss Federal Agricultural <strong>Waste</strong> <strong>Management</strong> Law is under<br />

the jurisdiction of Cantonal authorities.<br />

United States of America<br />

In the USA many states have legislation which must conform with the federal<br />

legislative initiatives, but which provide for specific state regulation. In addition,<br />

many states have put legislation in place that requires that by 1995, all<br />

commercial operations have nutrient management plans that follow best<br />

management plans. There is significant state responsibility under federal<br />

regulations (eg. it is state responsibility under federal regulations to require a<br />

waste permit program for dairies with over seven hundred head of livestock).<br />

The Water Quality Act 1987 requires each state to develop programs to control<br />

nonpoint sources of pollution of both surface and groundwaters. Example state<br />

legislative initiatives are as follows:<br />

Colorado<br />

The Confined Animal Feeding Operations Control Law is designed to protect<br />

waters of the state from potential impact due to confined animal feeding<br />

operations; and includes provisions for conditions of manure storage, application<br />

rates, floodplain locations, discharge permit system and submission of manure<br />

and process wastewater management plans to the State Department of Health.<br />

Delaware<br />

Delaware has a range of mostly water oriented environmental protection<br />

legislation which provide options for regulation of animal waste disposal,<br />

development of manure management plans and a permitting process.
