Table 22 Summary of performance for Consent 1211-3 to discharge treated domestic sewage from Stratford substation into the Kahouri Stream 68 Condition requirement Means of monitoring during period under review Compliance achieved? 1. Adverse effects in Kahouri Stream d/s of mixing zone 2. Discharge shall be undertaken in accordance with submitted documents Water chemical sampling and biological monitoring Yes Inspections Yes 3. Optional review of consent Not exercised N/A N/A = not applicable During the year, the Company demonstrated a high level of environmental performance and compliance with the resource consents. During the year under review there were no incidents, and the site and sewage treatment system were well managed with only minor maintenance required in the sand filters. Water quality monitoring indicated no change in water chemistry or biological communities as a result of the discharges from this site. 5.6.4 Recommendations from the 2005-2006 Annual Report In the 2005-2006 Annual Report, it was recommended: 1. THAT monitoring of discharges from Transpower NZ Ltd in the 2006-2007 year continue at the same level as in 2005-2006. These recommendations were implemented in the 2006-2007 monitoring year. 5.6.5 Alterations to monitoring programmes for 2007-2008 In designing and implementing the monitoring programmes for air/water discharges in the region, the Taranaki Regional Council has taken into account the extent of information made available by previous authorities, its relevance under the Resource Management Act, the obligations of the Act in terms of monitoring emissions/discharges and effects, and subsequently reporting to the regional community, the scope of assessments required at the time of renewal of permits, and the need to maintain a sound understanding of industrial processes within Taranaki emitting to the atmosphere/discharging to the environment. In the case of Transpower NZ Ltd, the programme for 2006-2007 was unchanged from that for 2005-2006. This is because monitoring is presently at a very basic level for a treated sewage discharge. Consequently, it is now proposed that for 2007-2008, a similar level of monitoring is maintained. A recommendation to this effect is attached to this report. 5.6.6 Exercise of optional review of consent There are no consents held by the Company that allow for an optional review of consent in June 2008.
