36 1. THAT monitoring of air emissions from Taranaki Abattoir Company (1992) Limited in the 2006-2007 year increases to 5 inspections. The Escort temperature monitoring of the biofilter is to be reinstated if the Company’s system proves to be inaccurate or otherwise unreliable. Further inspections may be conducted if performance in relation to air emissions does not improve. 2. THAT monitoring of discharges to land and water from Taranaki Abattoir Company (1992) Limited in the 2006-2007 year continues at the same level as in the 2005-2006 year, except for inspections, which are to be increased by one, to a total of five. These recommendations were implemented in the 2006-2007 monitoring year. 2.6.5 Alterations to monitoring programmes for 2007-2008 In designing and implementing the monitoring programmes for air/water discharges in the region, the Taranaki Regional Council has taken into account the extent of information made available by previous authorities, its relevance under the Resource Management Act, the obligations of the Act in terms of monitoring emissions/discharges and effects, and subsequently reporting to the regional community, the scope of assessments required at the time of renewal of permits, and the need to maintain a sound understanding of industrial processes within Taranaki emitting to the atmosphere/discharging to the environment. In the case of Taranaki Abattoir Company (1992) Limited, the programme for 2006- 2007 was altered slightly from that for 2005-2006. It is now proposed that for 2007- 2008, an additional two macroinvertebrate samples are included in the biological survey. This is to assess the impact that the discharge is having in the unnamed tributary (the abattoir tributary) and to assess whether the impact on the Kahouri Stream is indeed due to the wastewater discharge. A recommendation to this effect is attached to this report. 2.6.6 Exercise of optional review of consent Resource consent 6570 provides for an optional review of the consent in June 2008. Condition 16 allows the Council to review the consent, if there are grounds that the conditions are inadequate to deal with any adverse effects on the environment arising from the exercise of this resource consent, which were either not foreseen at the time of the application was considered or which it was not appropriate to deal with at the time. Based on the results of monitoring in the year under review, it is considered that there are no grounds that require a review to be pursued. A recommendation to this effect is presented in Section 2.7 of this report.
