2.2 Resource consents
2.2.1 Water abstraction permit

Section 14 of the Resource Management Act stipulates that no person may take, use,
dam or divert any water, unless the activity is expressly allowed for by a resource
consent or a rule in a regional plan, or it falls within some particular categories set
out in Section 14.
Taranaki Abattoirs holds water permit 5176 to cover the abstraction of 108 m 3/day
(3.25 litres per second maximum) of water from an unnamed tributary of the Kahouri
Stream for stock and yard washing purposes at an abattoir. This consent was granted
for an abstraction of 4.5 m 3/day in August 1997 under Section 87(d) of the Resource
Management Act, and was varied in April 2002 to increase the permitted abstraction
volume to 108 m 3/day. This permit is due to expire on 1 June 2016.
Four special conditions have replaced the three attached to the original consent. The
special conditions require that the consent holder at all times adopt the best
practicable option to prevent or mitigate adverse effects on the environment,
maintain records of pumping rates and daily rates of abstraction, and provide
records to the Council, upon request. The last condition is a review provision.
