Big farms cash in, White House loses in farm bill deal
WASHINGTON (AP) — Lawmakers
drove another nail into the government’s
experiment with a market-oriented farm
policy, and firmly rejected the Bush
administration’s overhaul proposals, by
agreeing on a six-year bill that boosts subsidies
to grain and cotton growers.
The 1996 Freedom to Farm law was
supposed to wean farmers from government
supports but never had its intended
effect. Commodity prices collapsed in
1998, and Congress responded with a
series of annual bailouts to supplement
regular subsidy programs.

ATHENS, Ala. (AP) —
Fifty-four workers were
exposed to gas with low levels
of radioactive contamination
during an incident this week at
the Browns Ferry Nuclear
Plant, officials said.
The gas escaped late
Wednesday as workers were
taking apart the Unit 2 reactor,
plant spokesman Craig Beasley
said. They returned to work the
next day.
Nuclear Regulatory
Commission spokesman Ken
Clark said the accident
appeared minor. ‘‘We do not
expect any of the workers who
were exposed to have any
adverse health effects,’’ he
said.
Beasley said none of the
radioactive gas left the building
surrounding the reactor.
With the top of the reactor
already removed, the gas
escaped as the workers took
off another part, he said.

There are three reasons why
experts play better than the rest
of us: They count more, and
they count more, and they
count more. (The book that
most improved my game,
“Killing Defence at Bridge”
(Houghton Miflin, 1994) by
Hugh Kelsey, has “count” or
“counting” in five of the 12
chapter titles.) And in my
view, even more important
than tracking trumps is tallying
high-card points. (Obviously,
if you wish to be an expert,
you must count both.)
Here, you, East, have nine
points, dummy contains 14,
and declarer holds 15-17. This
means your partner, West,
clutches a miserable 0-2
points. So, West cannot have
the spade king. If you win trick
one with the spade ace and
continue with the spade queen,
declarer will calmly duck.
South will win the third spade,
take the diamond finesse, and
collect an overtrick.
Instead, play the spade
queen at trick one. Declarer
can hardly duck; he may
instantly lose five spade tricks,
or four fast spades and a later
diamond. But if South does
win trick one, he can no longer
make the contract. When you
win with the diamond king,
you continue with the ace and
another spade to defeat the
contract.

WASHINGTON (AP) —
The Defense Department says
an additional 829 military personnel
may have been exposed
to deadly gases when an Iraqi
chemical weapons depot was
destroyed during the Gulf War.
Dr. Michael Kilpatrick,
chief of staff for the Office of
the Special Assistant for Gulf
War Illnesses, Medical
Readiness and Military
Deployments, said the number
was increased after veterans
contacted Pentagon officials to
tell them their locations when
the depot exploded.
The increase brings the
total of possible exposures to
101,752. Military officials
have steadfastly said the level
of exposure was not hazardous.
The Khamisiyah weapons
depot was destroyed March 4
and 10, 1991. It was discovered
later that the depot and a
nearby pit contained hundreds
of weapons filled with lethal
sarin, cyclosarin and mustard
gases.
The Pentagon created a
computer model of the vapor
cloud in 1997 and sent letters
to troops who might have been
exposed. Three years later, the
Pentagon revised the computer
model using new weather data
and troop information. The
new model showed a different
track for the vapor cloud, and
some different troop exposures.
For years the Pentagon discounted
claims that mysterious
illnesses cited by Gulf War
The White House fought against
increasing crop subsidy rates and pushed
for creation of a Canadian-style system of
subsidized savings accounts to help farmers
manage swings in their income.
Lawmakers turned down both ideas.
Virtually the only victory for the White
House came on an election-year proposal
to restore food stamps to noncitizens who
have lived in the country for five years, an
idea to appeal to Hispanic voters.
‘‘The administration basically didn’t
get anything they wanted,’’ said Bruce
Babcock, director of the Center for
Agricultural and Rural Development at
Iowa State University.

(AP) — A group of scientists
rode snowmobiles more than
700 miles across Alaska to
better understand how snow
interacts with the atmosphere,
and perhaps find clues to
global warming.
Every few miles, members
of the SnowSTAR 2002
expedition hopped off their
snowmobiles, started digging
snow pits and conducting
experiments. By trek’s end
late Thursday, the six-member
team had dug about 400
pits between Nome, a coastal
city in west Alaska, and
Barrow, the northernmost
city in North America.
SnowSTAR 2002 set out
March 22 from Nome towing
scientific and survival gear in
nine sleds. The expedition
headed northeast, stopping at
several villages before crossing
the Brooks Range, which
separates subarctic Alaska
from the arctic.
At each stop, shallow
snow pits were dug, snow
layers counted and samples
taken to test the snow for levels
of calcium, magnesium
and various isotopes. The
snow also was examined for
grain size, water content,
strength and translucency.
