ABOUT NEW CITY RESOURCES INC.
New City Resources Inc. (NCR), a Canadian company established in 1994, is a member of the N C R Group – the
manufacturing arm of the Ling Kee Group operating in Hong Kong, Shanghai, London, New York, Abbotsford,
Bowmanville, Toronto and Vancouver. NCR is the pioneering innovator of new panel materials and is the manufacturer
of the world’s first all-weather, eco-friendly, everlasting and colourfast panel material – Polyboard ® , the revolutionary
new all-purpose fireproof board – FIREX BOARD ® and the best fireproof solid wall system – FIREXWALL .
NCR currently operates two manufacturing facilities – Bowmanville, Canada and Shanghai, China to serve its global
customer base. Unusually, it started with R & D with a view to searching for a new way of producing an environmentallyprotecting
panel material to replace the wood-based boards such as plywood, MDF, OSB. After three years of intensive
research, NCR succeeded in inventing the 400% environmental Polyboard which eliminates polluting waste to save
precious trees and rain forests to contain global warming, while producing no toxic gas emission in production nor
further waste in use. Polyboard is waterproof, weatherproof, decay-proof, leakage-proof, soundproof, corrosionresistant,
termite-repellent and ramming-resistant. It is everlasting, indestructible, odourless and non-toxic, outperforming
all other panel materials in all applications– indoors, outdoors, underground and underwater.
The success of the waterproof Polyboard has led to the invention of the revolutionary new fireproof board –
FIREX BOARD which is incombustible and 100% asbestos and crystalline silica free. FIREX BOARD is the world’s highest
fire-rated fireproof board, withstanding intense heat of 1200°C for 5 hours with a single layer of 6 mm for ceilings and
4 hours with a layer of 6 mm on each side of a common steel stud frame for partitions in accordance with BS 476: Part
22: 1987. It outmatches any other fire-resistant panel material in all applications and in price, thus offering the best of
both worlds, and is becoming the market leader in fire prevention for any place where fire safety is essential.
Recently, NCR has developed the FIREXWALL Solid Wall System, which is the most efficient and economical way to
build internal walls by using a steel stud frame lined with a single layer of FIREXWALL sheet on each side, and filled with
a lightweight concrete core mix – the best alternative to labor-intensive masonry or precast wall systems. FIREXWALL is
recognized as the best fireproof solid wall system, replacing brick/block walls, precast concrete wall systems and
other in-situ infill wall systems using fiber-cement boards.
NCR is committed to working closely with customers to achieve further progress in the 21st Century by offering more
unique products which work wonders for them.
The term "proactive fire protection" is used to describe products
and systems which become part of the construction of a building.
These products and systems are tested by independently
approved testing authorities under standard testing conditions.
They are designed to protect the building structure, to restrict
1.2 FIRE TEST STANDARDS - Test on Materials
The standard most commonly referred to in Building Codes by
most Asian countries and Hong Kong is the British Standard
(BS 476).
BS 476: Part 4: 1970
Non-combustibility test for materials.
This test classifies materials as either "non-combustible" or
"combustible". It is the most stringent standard for testing the
fire resistance of materials and gives a measure of the heat
and flames generated by the material under standard heating
conditions.
Non-combustible materials can be used without restriction
anywhere in a building. Their use ensures that hazards due to
smoke and toxic gases are minimized and that the fabric of a
1.3 FIRE TEST STANDARDS - Test on Construction of Systems
Fire Testing Method
The fire resistance of a system will vary according to the heating
conditions it is exposed to. The fire curve adopted by the British
Standards Institute to simulate fires in tests is called the
Cellulosic Time-Temperature Curve (see graph). This curve is
used in standards throughout the world as a model of a ventilated
controlled natural fire, i.e. fires in a normal building.
Under the British Standard, the system under test is
progressively heated in an accurately controlled furnace, the
temperature of which varies with time as closely as possible to
the Cellulosic Time-Temperature Curve. The heat evolved is
not necessarily that which is produced in a true fire situation,
but is an agreed standard for purposes of comparison. According
to the graph, the temperature of the furnace is increased to
822°C after 30 minutes, to 1029°C after 120 minutes, and to a
maximum of 1193°C after 360 minutes. These figures illustrate
fires within designated compartments and minimize their severity
and to protect the adjacent properties and their occupants.
Additionally, they ensure the safe escape of building occupants
in case of fire.
how stringent the tests are in respect of the elements of structure. British Standard Cellulosic Time-Temperature Curve for
Fire Testing Performance
Fire resistance is not a property of a material but the performance
of a complete element of construction which will generally be
composed of a number of different materials. A fire-resisting
construction can be one of any number of elements in a building,
eg. wall, ceiling, duct, protected shaft or cavity barrier.
The failure criteria of elements of building construction when
building will make no contribution to a fire. All FIREX BOARD
products are non-combustible as per BS 476: Part 4: 1970. The
equivalent of this standard in China is GB 8624 (GB 5464-85).
BS 476: Part 7: 1987
Method for classification of the surface spread of flame of
products.
This test puts materials into Classes 1 to 4 in descending order
of performance according to the rate and extent of flame spread
over their surface under standard heating conditions. As all
FIREX BOARD products are non-combustible, they can also be
accepted as having the Class I rating in the surface spread of
flame test.
Fire Tests on Building Materials in Structures
tested in accordance with the British Standard (BS 476: Parts
20-24) are as follows:
Loadbearing Capacity
The ability of a specimen of a loadbearing element to support
its test load, where appropriate, without exceeding the specified
criteria with respect to either the extent of, or rate of deformation.

Stability
The ability of the specimen tested to withstand deformation or
collapse.
Integrity
The ability of a test specimen of separable elements to withstand
cracking or opening up to the extent of allowing flames to pass
through the unexposed face.
Insulation
The ability of a test specimen of separable elements to restrict
the temperature rise of the unexposed face to below specified
levels (140°C mean rise, 180°C max. rise).
Fire Testing Standard
The fire performance standard most commonly referred to in
Building Codes in Asian countries and Hong Kong is the British
Standard (BS 476: Part 20 to 24). The new European Norm
(EN 1363 – 1366) will gradually replace BS 476 and the current
equivalent are given below:
BS 476: Part 20: 1987 (EN 1363-1: 1999)
This part describes the general procedures and equipment
required to determine the fire resistance of elements of
construction and should be read in conjunction with BS 476:
Part 21, 22, 23 and 24 as appropriate, which describe the
detailed procedures for the testing of individual elements of
construction. For the purposes of these parts, elements of
construction have been categorized into 4 main groups:
a. Loadbearing elements that have fire resistance.
b. Non-loadbearing elements that have fire resistance.
c. Elements that make a contribution to the fire resistance of a
structure.
d. Ducts designed to prevent fire spread across fire barriers.
BS 476: Part 21: 1987 (EN 1365: Part 1 to 4: 1999)
Methods for determining the fire resistance of loadbearing
elements of construction.
This standard describes methods for determining the fire
resistance of loadbearing beams, columns, floors, flat roofs, and
walls. Beams and columns are assessed in terms of loadbearing
capacity, while floors, flat roofs and walls are measured in terms
of loadbearing capacity, integrity and insulation.
The fire resistance of a specimen is the time in minutes from
the start of the test until failure occurs under any one of the
criteria of Stability, Integrity and Insulation if all are appropriate
to the particular type of element being tested; or, if no failure
occurs, until the test is terminated. For example, a test result
showing:
Stability: 180 minutes
Integrity: 120 minutes
Insulation: 120 minutes
would mean that a specimen complied with Stability for 180
minutes and complied with the other criteria for 120 minutes.
BS 476: Part 22: 1987 (EN 1364: Part 1 and 2: 1999)
Methods for determination of the fire resistance of nonloadbearing
elements of construction.
This standard describes methods for determining the fire
resistance of non-loadbearing partitions, doorsets, shutter
assemblies, ceiling membranes. Glazed elements of
construction are determined with respect to integrity, and where
appropriate, insulation.
BS 476: Part 23: 1987
Methods for determining the contribution of components
to the fire resistance of a structure.
This standard describes methods for:
▲ FIREX Non-Loadbearing Partition System under testing.
a. determining the fire resistance that is provided by a
suspended ceiling to a standard supporting construction of
steel beams and concrete deck; and
b. determining the contribution of intumescent seals to the fire
resistance of timber door assemblies.
BS 476: Part 24: 1987 (EN 1366-1: 1999)
Methods for determining the fire resistance of ventilation
ducts.
The general purpose of this standard is to test and measure the
ability of a duct assembly to resist the spread of fire from one
compartment to another. Results are expressed in terms of
stability, integrity and, where required, insulation.
Cutting
Thin gauge (≤ 9 mm) FIREX BOARD can be cut with box cutters
or hand-held saws fitted with carbide tipped cutting blades. If
hand-held saws are to be used, it is recommended to cut
FIREX BOARD sheets in well ventilated spaces. Workers should
wear protective face masks.
Fastening
The most economical method of fastening
FIREX BOARD is to use pneumatic nailing and
nailing and stapling equipment. For producing
good screw-connections, variable speed
electric screw drivers with friction clutches are
most suitable.
Building
FIREX
Systems
Finishing
FIREX BOARD has a surface good for most forms of decoration.
Tiles or wallcoverings can be applied directly onto FIREX BOARD
without the use of any sealers or paint.
Tiling
For surface preparation, all joints should first be filled with dampproof
filler materials. It is recommended to prime the board to
improve adhesion by reducing the absorbency of the surface.
Joints between adjacent tiles should not coincide with those of
FIREX BOARD, except in the case of expansion joints.
Painting
Water and emulsion-based paints are compatible with
FIREX BOARD.
Painting on a FIREX BOARD surface.
▲ Hand held saws fitted with carbide tipped
cutting discs should be used to cut thick
FIREX BOARD sheets (> 9 mm thick).
FIREX BOARD can be fastened with
self-tapping screws and drivers
with friction clutches.
Wallcoverings
FIREX BOARD requires no special treatment to receive all forms
of traditional and modern wallcoverings. Proprietary adhesives
compatible with the wallcovering should be applied in
accordance with the manufacturers' recommendations.
Plastering
A gap of maximum 2-3 mm should be allowed between board
joints. After the first base application of plastering compound,
all joints including board to board or board to other building
components should be concealed with a glass fiber tape. Finish
this with a final application of plaster to give a seamless
appearance.
Tiling on a FIREX BOARD surface. Plastering a FIREX BOARD joint.
Note: When applying any form of paint, filler, adhesive and plastering compound on FIREX BOARD, the individual manufacturer's instructions should be adhered to
FIREX BOARD includes both FIREX BOARD and FIREX BOARD-H.
