Before the <str<strong>on</strong>g>Senate</str<strong>on</strong>g> <str<strong>on</strong>g>Special</str<strong>on</strong>g> <strong>Aging</strong> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> April 19, 2007<br />
I am a licensed physician and a founder of the nati<strong>on</strong>al, n<strong>on</strong>-profit organizati<strong>on</strong> Women<br />
in Balance which is comprised of thousands of women and health professi<strong>on</strong>als dedicated<br />
to helping women achieve optimum health, wellness and horm<strong>on</strong>e balance through<br />
providing educati<strong>on</strong> and promoting research. My experience as a physician has shown me<br />
that women need more not fewer opti<strong>on</strong>s in health care, especially related to horm<strong>on</strong>e<br />
balance. Compounded medicati<strong>on</strong>s are an important opti<strong>on</strong> for many patients to meet<br />
their horm<strong>on</strong>e needs as well as to treat other c<strong>on</strong>diti<strong>on</strong>s. Subjecting compounding<br />
pharmacists and physicians to <strong>on</strong>erous federal oversight that duplicates well-established<br />
regulati<strong>on</strong>s already in place at the state level is both burdensome and unnecessary.<br />
Natural or bioidentical horm<strong>on</strong>es comm<strong>on</strong>ly used for perimenopausal and menopausal<br />
women include progester<strong>on</strong>e and the natural estrogens (estradiol, estr<strong>on</strong>e, and estriol),<br />
DHEA, and testoster<strong>on</strong>e. The horm<strong>on</strong>es are compounded, to fill a prescripti<strong>on</strong> from a<br />
physician, in pers<strong>on</strong>alized doses and combinati<strong>on</strong>s and in- unique delivery methods to<br />
meet the needs of each woman. <str<strong>on</strong>g>Bioidentical</str<strong>on</strong>g> horm<strong>on</strong>es manufactured by pharmaceutical<br />
companies come in limited doses and delivery methods. Compounded bioidentical<br />
horm<strong>on</strong>es are available from specialty compounding pharmacies and <strong>on</strong>ly with a<br />
prescripti<strong>on</strong> from a health care provider, and bioidentical progester<strong>on</strong>e creams are<br />
available over the counter. Over the past decade, milli<strong>on</strong>s of womern have used<br />
bioidentical horm<strong>on</strong>es with great success.<br />
State boards of pharmacy regulate compounded medicines. In additi<strong>on</strong>, every active<br />
ingredient used in bioidentical horm<strong>on</strong>e treatment has a U.S. Pharmacopeia m<strong>on</strong>ograph.<br />
As a licensed physician, I must be able to prescribe freely for my patients to meet their<br />
unique needs and that may include prescribing bioidentical horm<strong>on</strong>es.<br />
Many of my patients and those of other doctors who prescribe compounded bioidentical<br />
horm<strong>on</strong>es know first hand the relief that these horm<strong>on</strong>es can provide and the importance<br />
to a women's overall health. There is a tremendous amount of grass roots support for<br />
c<strong>on</strong>tinuing bioidentical horm<strong>on</strong>es. In October of 2005, Wyeth filed a citizen's petiti<strong>on</strong><br />
with the FDA that, if implemented, would severely restrict the horm<strong>on</strong>e treatment opti<strong>on</strong>s<br />
available to women. Over 50,000 women, physicians and pharmacists filed comments<br />
opposing the Wyeth petiti<strong>on</strong> and supporting the use of bioidentical horm<strong>on</strong>es.<br />
