Field '^ork.<br />

Pr<strong>of</strong>iles <strong>of</strong> all streets and import-o-nt alleys were made<br />

from elevations taken ever-'- fifty feet on the center line <strong>of</strong><br />

the streets. The pr<strong>of</strong>iles 'vere plotted and a topograplxical<br />

map also made contour lines 'bein;'" plotted <strong>for</strong> every t".vo feot<br />

change <strong>of</strong> elevation.<br />

Distribution <strong>of</strong> Population.<br />

The population ^vas considered in the ratio <strong>of</strong> five people<br />

to everj^ fifty feet <strong>of</strong> frontage. This distribution makes a.<br />

total population <strong>of</strong> ten thousand people •vhich number allovs x'or<br />

a large future growth. Allowing one hundred and ten g.

f'or the fire supply four i:iydrants will be alio -'od in use<br />

at any one time each hydrant supplying 175 gallons per minute<br />

or 1.55 ca. ft. per second <strong>for</strong> the four l-i;:,''d rants.<br />

<strong>Design</strong> <strong>of</strong> PistriTjutinp; System.<br />

The pumps -'all "be located on the lot adjoining the C. B.<br />

& ^. K. j\. at the west end <strong>of</strong> Ad^aiis street. This is done <strong>for</strong><br />

the sake <strong>of</strong> convenience in getting fuel supplies etc. The el-<br />

evated tank will be "built iirmed lately adjoining the pumps this<br />

being a liigh section <strong>of</strong> the town.<br />

The distributing <strong>system</strong> will be designed to supply tiie<br />

entire domestic supply <strong>for</strong> the day in a period <strong>of</strong> ten hours<br />

"/hich is the period that the pumps will be operated. This is<br />

at the rate <strong>of</strong> 4.08 cu ft per second. No addition -vill be<br />

made <strong>for</strong> the fire supply it being considered thc^t in case <strong>of</strong><br />

necessity the fire supply will be furnished at the expenr-e <strong>of</strong><br />

a domestic supply. No main will be designed, hcvever, to<br />

carry less than the fire supply <strong>of</strong> 1.55 cu ft per second.<br />

The main distributing <strong>system</strong> will be as follovs:<br />

A large main will run east on Adorns street from the punps.<br />

From this Adams street main a main will run-<br />

1st. Soith on Franklin St. , designed to supply the dis-<br />

trict south <strong>of</strong> Adams St. and west <strong>of</strong> Jackson Ct.<br />

2nd. ?:outh on Fonroe St. designed to tupply tjie district<br />

south <strong>of</strong> Adeans St. between Jackson St. and Liberty St.<br />

3rd. South on Morgan St. designed to supply the district<br />

Piesipn <strong>of</strong> Elevated Tank and Tower.<br />

The tank will "be desif^ned.^to have a capacity <strong>of</strong> 230,000<br />

gallons. This is a domestic supply <strong>for</strong> one- third <strong>of</strong> u day<br />

<strong>for</strong> four thousand people. (The present popul:..tion. ) plus<br />

two hours fire supply. It it. also sufficient <strong>for</strong> a day's<br />

I'omestic supply in ca:re <strong>of</strong> a "break do^^i <strong>of</strong> t:ie pumps.<br />

Besides the load <strong>of</strong> the tank the tower will te call^jd<br />

upon to resist the <strong>for</strong>ce <strong>of</strong> wind load. Calculating this at<br />

He shall employ competent <strong>for</strong>emen and experienced mechan-<br />

ics and laborers and ehalll discharpie immediately, v;henever<br />

requested ty the engineer to do to, any man who is incompe-<br />

tent or disposed to be disorderly, and shall not c.^ain em-<br />

ploy such person on the '-T-ork.<br />

All matei'ials furnished and v^ork done "-ill he inspect-<br />

ed by the Eno:ineer, and if not in accordance vith these<br />

specifications and contract, t]ie^' -vill be rejected and<br />

immediately removed, ?.nd other ^ork done and material fur-<br />

nif.hed Dckxxx in accordance there-vith. If the contractor<br />

refuses to remove the -"ork and materials as above ordered,<br />

then the Engineer and ^ater '^'orks Committee shall have the<br />

riglit and authority to stop the contractor and his ^7ork at<br />

pense <strong>of</strong> the contractor; such expense to be deducted from<br />

any moneys then due, or to become due the contractor from<br />

have the ripht to reject, at any time previous to the final<br />

settlement vith the contractor any '-ork or materials .hich<br />

may be found faulty, even thoup;h puch faults mr,y have "been<br />

previou.ly overlooked.<br />

The j;uccessful "bidder mu^.t sip:n the contract <strong>for</strong> the<br />

^vork to "be done "by him, within ten days after t}ie contr .ct<br />

i.'^ a.'^varded to him, and must "bej^in ^rork at the time fixed<br />

<strong>for</strong> him to "bef^in, in accordance -vith the detailed specifica-<br />

tions <strong>for</strong> the several portions <strong>of</strong> the ^vork. He shall proceed<br />

with the -.vork, prosecuting it ^vith due diligence from day<br />

to day, and complete it at the time i'ixed.<br />

The contractor mui^ t follow strictly and 'Ithout delay<br />

all instructions and orders given "by the Engineer in the<br />

per<strong>for</strong>raance <strong>of</strong> hif. work. In the event <strong>of</strong> t}ie contractor's<br />

absence from the work, he must leave it in charge <strong>of</strong> a<br />

duly authorized representative, to vhom orders and instruc-<br />

tions may be given. IT lie fails to do this, then the con-<br />

tractor '.'ill be held responsible <strong>for</strong> t.ie proper carrying<br />

out <strong>of</strong> such orders and instructions as it may be necessary<br />

The contractor -vill be held responsible <strong>for</strong> the en-<br />

tire -vork until completed cOid accepted by the city,cjid<br />

until he is <strong>for</strong>mally released from his obligations. He is<br />

required not to assign or sublet his contract -vithout per-<br />

mission from the city, but mist keep it in ais name and<br />

control until completed and accepted, and in case <strong>of</strong> his<br />

All proposals shall stale the time that tlie bidder pro-<br />

poaes to complete the work <strong>for</strong> v/hioh he is biddinf^. Other<br />

factors beinfT equal preference will be piven to the proposal<br />

<strong>of</strong>fering the earliest completion and fulfillment <strong>of</strong> the con-<br />

tract in question.<br />

The contractor 'vi]! be required to <strong>for</strong>feit as con-<br />

fessed and liquidated damages to the city the sum <strong>of</strong> fifteen<br />

($15.00) per day <strong>for</strong> each cjid every day the fin-^l coinpletinn<br />

<strong>of</strong> his contract is delayed beyond 'he time specified in Jiis<br />

accepted proposal, and he T^ill in addition to the above pen-<br />

alty be required to reiiaburse said city /or ccn-j ^nd all dam-<br />

If the delcio'' be caised by any act or neglect <strong>of</strong> the<br />

pensate <strong>for</strong> ta'i delay, provided the contractor shall give the<br />

bidding, <strong>for</strong> he will be held rigidly to the Engineer's in-<br />

materials delivered, after rjeducting all charges against the<br />

contractor, retaining the twenty per cent {20fo) until the<br />

completion <strong>of</strong> the contract and the finc-d acceptance <strong>of</strong> the<br />

work. Proposals must "be enclosed in se^iled envelopes and<br />

each must have -written on it plainly the -vorSs, "Proposal<br />

<strong>for</strong> 'Vater Wor^^s". Each proposal must be addressed to the<br />

Secretary <strong>of</strong> the ''/atervorlcs Committee <strong>of</strong> the city <strong>of</strong> <strong>Rushville</strong>,<br />

<strong>Illinois</strong>.<br />

ITo proposal will "be received after the limiting time<br />

fixed <strong>for</strong> receiving proposals, and no "bidder -vill be al-<br />

unless the city fails to accept the bids <strong>for</strong> the work, -'nlh-<br />

in fifteen days (15) from the opening <strong>of</strong> the bids.<br />

All vork must be in strict accor mce with t]ie detail<br />

f=pecif ic^tions under their appropriate hea'iihgs, and the<br />

general and detail specifications -ill be attached to and<br />

made a part <strong>of</strong> each contract. The general specifications<br />

and condition^T <strong>of</strong> agreement are to b2 considered a part <strong>of</strong><br />

the detail specifications <strong>for</strong> each part <strong>of</strong> the work.<br />

The final payment will be made -vithin sixty (30) days<br />

after t ae <strong>for</strong>mal acceptance <strong>of</strong> the -vork, by the Engineer and<br />

the city. Parti;:.l pa^^onents made upon the estimates, either<br />

raontlily or otherwise, shall not be construed as a final or<br />

partial acceptance <strong>of</strong> any portion <strong>of</strong> the -/Drk, or as re-<br />

lieving the contractor in L.ny way, fxom the re' ponsibility<br />

whose duty it shall be to see that these specifications are<br />

strictly complied -/ith; to reject any metal, mold or cast,<br />

Y/hich would, in ^s judgment, cause imperfection in t;ie -vor';,<br />

any time, specimen rods <strong>of</strong> the metcJL <strong>for</strong> testinf', to reject<br />

after cactinj^;, any pipe or special casting which he may<br />

deem below tlie requisite standard <strong>of</strong> perfection and his de-<br />

cision i-nd directions shall be respected -Jid observed by the<br />

contractor.<br />

Any palpable defect or imperfection hich may have<br />

escaped the notice <strong>of</strong> the inspector, shall be deemed suffi-<br />

cient ca;.se <strong>for</strong> rejectinf]: ejiy pipe or c;:.stinf^ at any time<br />

previous isxi tiisx to the final settleraent and completion<br />

<strong>of</strong> the contract.<br />

The pipe-metal must possess a minirauin ten :ile strenp;th<br />

<strong>of</strong> at least eic^hte^n thousand (18,000) pounds per squa.re<br />

inch. All the straight pipes shall be c,-;.st in dr-- sand<br />

mold, vertically, with the hub dO'vn. Every pipe is to have<br />

the initials <strong>of</strong> the maker':, name cast distinctly upon it,<br />

Pipes and special castinf^s shall not be taken from the<br />

pit and stripped -vhile 'jho-vin^^ ':ny color <strong>of</strong> heat, but ?hall<br />

be left in the flasks <strong>for</strong> a sufficient lenp:th <strong>of</strong> time to<br />

prevent unequal coolinp- and contraction by subsequmt expos-<br />

castinp:s shall be subjected lo a careful ex.mination and<br />

After the said coating has become thoroup-hly set and<br />

sure <strong>of</strong> three hundred (300) pounds per square inch. Each<br />

pipe ^vhile under the req.iired pressure, j-.ha.ll be s'larply<br />

rapped ".'ith a hand hanuner, to asceitain Thether any defects<br />

have been overlooked; tnd pipes ^vhich may exJiibit sny de-<br />

All pipes and ccnetin^^s must be delivered in all re-<br />

Upon their delivery at the point desip;nated, the '^ater "'''orks<br />

Conimittee reserves the rif^ht to subject any pipe or caf.-ting<br />

to the same <strong>water</strong> pro<strong>of</strong> and liMimer tests as are specified to<br />

Valves and hydrants, special ca-stings, and all other<br />

appurtenances are to be placed at the places, and in the<br />

manner designated by the Engineer, specified herein and<br />

shovm by the plans.<br />

Any omission <strong>of</strong> branches, stop cocks or other appur-<br />

tenancei; intended to be laid, shall be corrected -hen re-<br />

quired, by reopening the trencla, jf it has be-^n filled up,<br />

and introducing vhat may have been omitted and v/ithout extra<br />

charge on the part <strong>of</strong> the contractor.<br />

Tn hard gro md, the bed <strong>of</strong> the pipe must be even, true<br />

and uni<strong>for</strong>m, fo that trie pipe will bear equally upon it <strong>for</strong><br />

fully compacted abo-it them. ^ny dtanage done to anj, <strong>of</strong> the<br />

above, or ixny otrier puljlic or private property, must be made<br />

good by the contractor.<br />

If nny boulders be encountered in the trench, they mu?t<br />

be taken out .nd removed <strong>of</strong>f tjie streets, or if sank so that<br />

the tops v.dll not be less than one foot belo'v the bottom <strong>of</strong><br />

the pipe. Mo stone larger than one man can lift will be<br />

put back in the trench.<br />

^^enever necessary to cross under, or in any manner<br />

interfere with the railroad, due notice shall be riven to<br />

the superintendent <strong>of</strong> the same, and a crossing must not be<br />

made except -dth his approval as to time and manner.<br />

In back-filling the trenches, the earth must be rammed<br />

carefully under and around the pipe up to its center, the<br />

re:.t <strong>of</strong> the trench m^ay then be filled by depositing the<br />

earth in layerr. not to exceed six (o) inches in thickness<br />

and rainrang each layer thoroughly. No boulders will be<br />

allowed in back-filling within tv/o (2) feet <strong>of</strong> the top <strong>of</strong><br />

the pipe.<br />

In opening the trenches, the surface <strong>of</strong> the street,<br />

if <strong>of</strong> good gravel or macadam, -hall be carefully removed<br />

and deposited by itself on one side <strong>of</strong> t]ie trench, and in<br />

back-filling the surface <strong>of</strong> the street must be returned to<br />

its original con-'ition. ^.ny extra material necessary <strong>for</strong><br />

thi^= purpose, must be provided by the contractor at his<br />

own expense.<br />

HTDKANTS.<br />

All hydrants "dii "be carefully examined "by the contrac-<br />

tors to see that they are in perfect ^vorjinp; order and free<br />

from rubbifch, dirt, stones, ate. , be<strong>for</strong>e setting then, and<br />

when defects exist he must call the Engineer's attention to<br />

the fact.<br />

The trench to receive the hydrants ^'/ill, in clay, open,<br />

porous, sandy or gravely soil, be excavated <strong>of</strong> sufficient<br />

size, and at least one-quarter <strong>of</strong> a yard <strong>of</strong> coarse gra,vel<br />

or broken stone shall be placed beneath and around the hydrants,<br />

up to a point one (1) foot ab ve the drip; then the earth<br />

shall be tamped securely to the surface. In sandy or gravely<br />

ground, enough broken stone shall be placed about the drip<br />

to keep it free from clogging.<br />

The foot <strong>of</strong> the hydrant shall be securely braced behind,<br />

to prevent injui'y to the bottom joint, and care must be<br />

taken to set the hydrants truly vertical. Each hydrant -.vill<br />

be Get truly at grade and -".dll stand upon a flat stone or<br />

upon a piece <strong>of</strong> plank, 2 in. x 12 in. x 12 in.<br />

The contractor will examine all valves caref illy, and<br />

all f ind defects must be rejected. Care -.vill be tak^n to<br />

see that all the dome and packing-gland nuts are set up<br />

The p'omps may be <strong>of</strong> any sti^ndard and reputable make<br />

such as the ^orthinf^ton, Laidlow, Dunn, Gordon, Hup;hes, or<br />

other manufacturer equally acceptable and approved by the<br />

Engineer. Bidders shall state in their proposal what man-<br />

ufacture they propose to furnish.<br />

The purapinj^ <strong>system</strong> shall consist <strong>of</strong> two t'vin duplex<br />

pumps capable <strong>of</strong> pumping one million one handred thousand<br />

(1,100,000) gallons <strong>of</strong> <strong>water</strong> in ton hours against a head <strong>of</strong><br />

two hundred and thirty (230) feot and a suction lift <strong>of</strong><br />

eighteen (18) feet.<br />

The pump guages sliall be <strong>of</strong> a make accept;J3le to the<br />

Engineer and shall be rao anted on a neat walnut board at<br />

such place in the engine room as the Engineer shall direct.<br />

Each pump shall be furnished -/ith a reliable engine<br />

The contractor shall fui^nish and erect the stack con-<br />

nection to chimney. It shall he made <strong>of</strong> iron not thinner<br />

than nurnber ten B. G. with damper <strong>for</strong> each "boilar.<br />

The iDoiler shall "be set in independent furnaces upon<br />

the space marked in the plan <strong>of</strong> Pumpinfj Station and must<br />

con<strong>for</strong>m as nearly as possible to the plan <strong>of</strong> "Boilers and<br />

Boiler Setting", on file in the <strong>of</strong>fice <strong>of</strong> the w'ater Torks<br />

Committee.<br />

The contractor shall furnish a full set <strong>of</strong> drawings shov-<br />

ing all parts <strong>of</strong> the boilers as they will "be erected, togeth-<br />

er ^vith piping, foundations, etc. , which shall be approved Jsy<br />

the Engineer.<br />

The entire lining <strong>of</strong> <strong>of</strong> all walls, arches and flues<br />

exposed to the direct action <strong>of</strong> the heat shall be made <strong>of</strong><br />

fo ar (4) inches <strong>of</strong> fire brick laid in fire clay.<br />

The -Torkmanship throup:hout boilers, both in construc-<br />

tion and erection shall be <strong>of</strong> the best, and any part <strong>of</strong><br />

the plant, however perfect in other ret^pects, if faulty as<br />

regards workmanship, v:ill not be accepted.<br />

All unfinished parts <strong>of</strong> the boilers, and all pines,<br />

shall have two (2) ciats <strong>of</strong> good paint <strong>of</strong> such color as the<br />

Engineer may select.<br />

All parts <strong>of</strong> the machinery shall be protected from the<br />

pipes; and no proposal will be <strong>for</strong>mal which requires changes<br />

position <strong>of</strong> tJ® suction and discharge main or chimney.<br />

Proposals under this specification --all be held to in-<br />

clude all materials, tools, labor r,nd transportation neces-<br />

ANP CHIIOTSY.<br />

The ^uildinf^ <strong>of</strong> pumping station will include the exca-<br />

vation <strong>for</strong> fo-indations and construction <strong>of</strong> pimping station<br />

and chimney, in accordance with the pla^. and specifications<br />

and their express and implied intentions.<br />

The bottom <strong>of</strong> the tranch <strong>for</strong> the footing course shall<br />

t. excavated truly level and rammed so as to provide an even<br />

l)earing over its entire surface.<br />

All trick used in the construction <strong>of</strong> the l^uilding shall<br />

De good merchantable iDriclc, <strong>of</strong> unifom size and color, and<br />

•vith sharp edges. They shall ^)e laid in good, ^7ell slacked<br />

lime mortar, they -.ill ^e laid truly to line and -vith one-<br />

quarter (1/4) inch joints; five course, <strong>of</strong> stretchers to<br />

one <strong>of</strong> headers. All joints raust Le ^vell filled vith mortar<br />

and each "brick well "bedded.<br />

In the engine and boiler rooms, the brick ork must<br />

be trny to line on the in.side <strong>of</strong> the v/all; the surface and<br />

clean, sharp sand, and shall be lined .vith fire brick at<br />

TANK SPECIFICATIONS (general).<br />

The metal composing the tank shall be s<strong>of</strong>t, open-hearth<br />

steel, containing not more than 0.06 per cent phosphorus, and<br />

having an ultimate strength <strong>of</strong> not less than 54,000, nor<br />

more than 62,000 pounds per square inch, and elastic liinit<br />

<strong>of</strong> not less than 30,000 pounds per square inch, and a struct-<br />

ure which shall te silky in character. Be<strong>for</strong>:; or after being<br />

heated to a cherry red .Jid quenched in <strong>water</strong> at 80 F. the<br />

steeil shall admit <strong>of</strong> bending -rhile cold, flat upon itself,<br />

Tensile test pieces to "be at least 15 in. long, and to<br />

hive <strong>for</strong> c. length <strong>of</strong> eipht (8) inches an uniCon:: pla.ined-<br />

piece. Bendino; test pieces are to "be t-velve (12) inches<br />

ical and pliytical, as above specified, shall be made <strong>of</strong> each<br />

melt, and such additional tests may be made as, in the judg-<br />

the metal. All plates must be free from laminations and<br />

After completion the tank shall be tested by filling v/ith<br />

<strong>water</strong>, and the leaks, if i.njf shall be promptly and thorougli-<br />

ly calked. The tyjik must be thoroughly <strong>water</strong> tiglit be<strong>for</strong>e<br />

acceptance.<br />

All inspection shall be niade ^nder the direction <strong>of</strong> the<br />

Engineer or his aathori--.ed assistant and he shalll have gen-<br />

There will be required one steel tank thirty (50) feet<br />

in internal diameter and thirty-five (35) fe;it in heip;ht<br />

with a hemispherical tottom. All bidders shall submit 7ith<br />

details <strong>of</strong> the tank th?;.t they propose to construct. The<br />

Concrete shall "be made <strong>of</strong> one part Porll::jid cement,<br />

three parts sand and x^ive parts bro^'ian stone and p-ravel. The<br />

mixin^: <strong>of</strong> this concrete to te done by htind on platx'orms.<br />

The cement and Sr:.nd shall first "be thoroap:hly mixed dry "by<br />

turninc over :uid over until it is <strong>of</strong> unifonn color. After<br />

this is done, the atone or gravel, thoroaphly moistened, shall<br />

be added. The whole rill then "be thoroaphly mixed "by turning<br />

over -.-ith shovels, sufficient <strong>water</strong> being added to make th:;<br />

.'.'hole mass a tenacioub and quaking mixture. The concrete<br />

so mixed shall be immedi ntely deposited in the foundations<br />

in layers not exceoding six inches thick, each layer to be<br />

fectly solid, and free mortar appears on the surface. No<br />

concrete .^hall be put in the foundations v/hich from any<br />

cause has beon allowed to Get or partially set.<br />

NOTE:-- Concrete caps shall be mixed one part Portland<br />

cement, two parts sand, threo parts broken stone, iuid shall<br />

be smoothly finished.<br />

The anchor bolts shall be fii-mly held in pl^.ce so that<br />

they will not be moved 'lile depositing the concrete.<br />

In the concrete specified -r-s above, the cement used<br />

shall be one <strong>of</strong> the best brands <strong>of</strong> PortLfind. Its wei-^ht<br />

per cubic foot shall not b:,- less than one liundred punds.<br />

After an exposure <strong>of</strong> one day in air .xnd six oays in <strong>water</strong>,<br />

it shall develop a tensile strength <strong>of</strong> not let. tnan four<br />

hundred pounds per square inch. It shall b3 in prime con-<br />

dition.<br />

The sand shall be coarse, sharp and clean, free from<br />
