Dear Friends:
From its modest beginnings almost eight decades ago, the Center for the
Deaf and Hard of Hearing has truly become the primary resource for
services and products related to hearing loss. It’s the only place of its kind
in Wisconsin.
Conveniently located just off the freeway in West Allis, the Center is
the one-stop place to get help with everything from communication
strategies to hearing aid supplies, from lipreading or sign language classes
to amplified telephones and signaling devices. In addition, Community
Audiology Services, a Center-based collaboration between the University
of Wisconsin-Milwaukee and CDHH, provides state-of-the-art hearing
evaluations and hearing aids.
The Center is a warm and welcoming place for all individuals with
hearing loss. It’s where families with infants newly diagnosed with
hearing loss find comfort, support, and the unbiased information they
need to decide what is best for their baby. And it’s where adults losing
their ability to hear can learn about the many services and technologies
that can help them to maintain their quality of life.
Even though the Center has been around for a long time, people still come
in saying that they never knew of our existence and the Center is “one of
the best-kept secrets around.” Because funds to build awareness of our
services are very limited, and at the same time, the number of those who
could benefit from all that we provide is growing, we hope that you will
help spread the word about what we do. Word-of-mouth advertising,
research shows, is not only the least expensive but also the most effective
means of informing people.
Please know that we are grateful for all that our contributors, volunteers,
and staff do to make it possible for the Center to make a real difference
in our community. On behalf of all those we serve, our heartfelt thanks.
Sincerely,
Peter Schuyler Dorothy Kerr
President, Board of Directors Executive Director
Among seniors, hearing loss is the third most prevalent, but treatable condition,
behind arthritis and hypertension.
adult aural rehabilitation
Being identified with hearing loss during
adulthood can often be a very stressful
experience and have significant impacts
on relationships, job performance and
psychological well-being. For those adults who
must suddenly cope with a hearing loss and
find that it is negatively affecting their dayto-day
lives, the Center offers Adult Aural
Rehabilitation services. Aural Rehabilitation,
provided by Speech Language Pathologists
specially trained in hearing loss, generally
utilizes a combination of methods to improve
coping skills, including communication strategy
sessions, speechreading lessons, advocacy
training and counseling on how to make the
most of hearing devices, in order to meet each
adult’s unique communication needs and goals.
A study by the National Council on Aging found that adults who suffered from
untreated hearing loss were more likely to report feelings of depression and anxiety,
which can often lead to isolation and diminished quality of life.
cochlear implant Therapy
For adults considering a cochlear implant to
help them restore their hearing, the Center
provides Pre- and Post-Cochlear Implant
Therapy. Clearly understanding the benefits
and challenges of life with a cochlear implant
prior to surgery and being prepared for the
intensive work of learning to hear with a
cochlear implant post-surgery is critical to
successful implantation. The professionals at
CDHH provide unbiased information about
cochlear implants and provide help and support
to individuals throughout the entire process of
getting a cochlear implant and then learning to
make the most of this hearing technology.
Hearing aids typically reduce an individual’s hearing loss to about half of what it was before
and work best in quiet, one-on-one situations. For some individuals, hearing aids might only be
worn to help pick up environmental sounds, and are completely ineffective for understanding
speech, meaning that the individual must still rely on speechreading or sign language for
communication.
community rehabilitation Program
Deaf and hard of hearing adults who also have developmental
disabilities face special communication challenges and obstacles
to independence. Through the Center’s Community Rehabilitation
Program, these adults find emotional support, gain new
communication and independent living skills and have the
opportunity to take part in regular community outings during
which they can practice these skills.
According to the National Association of the Deaf, at least 90% of deaf and
hard of hearing children are born to hearing parents, who often have no
experience with hearing loss or Deaf Culture.
Parent education
Because parents are the most important teachers
in a child’s life, the Center offers a variety of
opportunities for parents of deaf and hard of
hearing children to gain a better understanding
of how hearing loss can impact academic, social
and emotional development, and how to help
their child reach his or her full potential. By
offering parent workshops and weekly discussion
groups on a variety of topics throughout the year
and encouraging parents to visit the CDHH
Parent Resource Center, where they can borrow
books, videos and other media related to
hearing loss and Deaf Culture, the Center
ensures that parents have access to
comprehensive information and are
presented with a variety of choices
about how to best meet their
child’s needs.
Children with hearing loss who do not receive adequate support
and therapy services, especially during the first three years of life,
are at significantly greater risk of experiencing reduced academic
achievement and lower literacy levels than hearing peers.
Birth to Three Program
With the advent of Universal Newborn Hearing Screenings,
babies can now be identified with hearing loss at a very early age,
providing new opportunities for early intervention services to help
deaf and hard of hearing children maintain their development on
par with their hearing peers. While the majority of the Center’s
Birth to Three services are provided directly in the home or daycare
setting to ensure the most natural communication, the Center also
offers Toddler Communication Groups that children can participate
in to help them continue building their language and social skills.
The Toddler Communication Groups are especially valuable for
children who may not have frequent opportunities to interact
with other children their age. Communication methods used with
each child will vary according to the wishes of the parents and
may include total communication that integrates sign language,
or oral communication.
“Through the Center,
we have met other
parents going through
the same experiences
and it has helped to
broaden our outstanding
and help calm any
fears we may
have had.”
Children with hearing loss often have a poor self-concept and report feeling
isolated, without friends and unhappy in school, especially when they do not
have the opportunity to socialize with other children with hearing loss on a
regular basis.
Youth enrichment activities
As more children with hearing loss are mainstreamed in the
school system, these children often do not have the opportunity
to meet peers with hearing loss or to participate in activities
specifically tailored to their communication needs. This can
often create a feeling of isolation and lead to self-esteem or
behavioral issues. As a result, CDHH provides many
opportunities throughout the year for deaf and hard of
hearing children of all ages to meet, have fun and participate in
activities designed around them. These events are important in
helping children build their self-confidence and learn new skills.
Little Movers and shakers classes help toddlers to learn
more about rhythm and music and to improve their speech and
communication skills through song.
The Big Buddy/Little Buddy Program provides
school-aged children with the opportunity to meet others with
hearing loss, pairing up with older role models and participating
in fun events such as bowling, ice skating and field trips to
interesting places.
The children of the sun drum troupe gives deaf and
hard of hearing kids the opportunity to learn how to play and
perform music via African drumming and demonstrates to
the community that children with hearing loss can and do
learn to appreciate music and can become accomplished
performers when given the opportunity.
family Learning Vacation is a unique annual event
that takes place at the Lions Camp in Rosholt, WI, and brings
together families, from all over the state, with children who have
hearing loss for a weekend of educational seminars, family
activities and outdoor fun. In 2006, Dr. Asiah Mason and
Charles J. Kelley from the Laurent Clerc National Deaf
Education Center at Gallaudet University were the featured
guest speakers.
6 | CDHH Annual Report 2006 CDHH Annual Report 2006 | 7

Providing early intervention services to children with hearing loss, such as those offered at
the Center, can save the community approximately $420,000 in special education costs per
child by the time they graduate from high school.
speech-Language/auditory-Verbal Therapy
To ensure that each child continues to improve their language skills and that
services are tailored to meet their specific needs, the Center offers parents different
therapy options for their child to help them reach their communication goals.
Individual sessions of auditory-oral or auditory-verbal therapy are available to
children in the Kellogg Child and Family Program, and are provided by a
Speech-Language Pathologist or Certified Auditory-Verbal Therapist.
Hearing loss does not just affect older adults.
In fact, the majority of people in the US with
hearing loss are under the age of 60, including
one out of six Baby Boomers, and one out of
fourteen Gen Xer’s.
UniversaLink
Providing convenient access to assistive
technology is an important part of the
Center’s mission, and at UniversaLink,
individuals and businesses from all across
Wisconsin can find a wide array of assistive
living and listening devices to help those
with hearing loss. UniversaLink’s team of
Communication Technology Counselors
provide education about the latest advancements
in hearing technology and work
directly with consumers to help them select
the devices that will best meet their needs.
Offering Wisconsin’s largest selection of
assistive hearing devices and educational
resources, UniversaLink provides consumers
with the opportunity to try, rent or purchase
items to help them live better with hearing
loss. For individuals with special needs,
UniversaLink also offers in-home visits
and worksite assessments. In 2006,
UniversaLink served more than
2,300 individuals.
According to a survey by the Better Hearing Institute, working Americans who ignore
their hearing problems are collectively losing at least $100 billion in earnings per year.
community audiology services
The rapid advancement of hearing aid technology now makes it more
possible than ever before for individuals with hearing loss to find a device
that will benefit them. The caring staff of audiologists at Community
Audiology Services (CAS) help adults with all degrees of hearing loss
select the hearing technology that is right for their needs and lifestyle.
CAS is the result of an innovative collaboration between the University
of Wisconsin - Milwaukee College of Health Sciences and CDHH.
In addition to providing comprehensive audiological services, CAS also
serves as a training facility for undergraduate/graduate speech-language
and audiology students. The number of individuals coming to the Center
for audiology services has grown rapidly since moving to West Allis, demonstrating
the value of having a one-stop-shop for needs related to hearing loss.
“Your staff answered
all of my questions
and informed me
about so many things
that I wasn’t even
aware of. I am truly
enjoying my ability
to hear better again.”
American Sign Language (ASL) is recognized as a complete and distinct language,
and is not simply a visual translation of English. Like any foreign language, ASL has
its own rules for grammar and sentence syntax as well as unique idiomatic
expressions, all reflecting the complexity of Deaf Culture.
cdHH in the community
As the only comprehensive resource for children and adults in Wisconsin
with hearing loss, the Center is deeply committed to maintaining a strong
presence in the community, raising awareness of hearing loss issues, providing
information about hearing loss prevention and treatment and facilitating
greater understanding of the Deaf Community. To meet these goals, the
Center attends health and resource fairs throughout the community and
provides a variety of educational presentations and workshops for schools,
senior living facilities, social workers, caregivers and other professionals or
groups interested in learning more about hearing loss issues. In 2006,
more than 6,800 individuals were reached through various outreach
across the state.
The Center also offers classes throughout the year that are open to the community.
American Sign Language (ASL) classes at the Center have become
especially popular in recent years and a variety of classes are now available
for adults and children who are interested in learning this unique language.
Additionally, the Center began offering Kindermusik Sign and Sing classes
for hearing toddlers during 2006, providing children from throughout the
community the opportunity to improve their communication skills and
language development via song and basic sign language.
“It took some time, from an emotional standpoint,
to accept our child’s special needs. We received such
loving support and attention during that time. Thank you
for how you show your care and concern for our child.”
Deaf adults for whom sign language is their native language often
face barriers to higher education, employment and public services,
and may experience discrimination when communicating with
hearing people due to this language barrier.
communicationLink
Being able to effectively communicate is essential to maintaining independence
and self-sufficiency. For those who communicate with sign language,
communication is often a critical barrier to higher education, public services
and employment. To help overcome these barriers and ensure equal access,
CommunicationLink provides qualified, affordable sign language interpreters
throughout Wisconsin. In 2006, CommunicationLink provided approximately
1100 hours of interpreting services per month.
special events
Through various special events, the Center raises awareness of hearing loss in
our community and raises money to support the many programs at the Center.
In 2006, the Center hosted four different fundraising events, including the Big
Deal Casino Party, the Gardens in Containers Luncheon, Tasting Tuesday,
and our first annual used book sale. These events not only helped to raise
thousands of dollars to help support the Center’s work, but also provided
opportunities for clients, donors and businesses to demonstrate their ongoing
commitment to supporting the Center and the important work it is doing in
the community. A variety of sponsors supported the Center’s fundraising
