(viii) The Union Government should as soon as possible introduce a federal law and
set up a separate federal agency to deal with terrorist acts and organized crime
and cyber crimes.
(ix) The NDA Government had set up a committee, under the Chairmanship of
Justice V.S. Malimath, former Chief Justice of the Karnataka High Court for
overhauling the criminal justice system in India. Its recommendations should
be implemented expeditiously.
(x) There should be effective and productive co-ordination between Central
Intelligence Agencies and the State Intelligence Agencies. The Central Intelligence
Agencies should share relevant information on a continous basis with the States.
(xi) The Ministry of Home Affairs should maintain a cordial relationship with the
States based on equality and functionality instead of treating them as subordinate
offices meant for receiving letters and instructions from the Centre.
(xii) The Central Government should help the States in building the capacity of State
Police in handling terrorist activities though intensive special training courses
at the National and International Institutions.
(xiii) The Union Government should substantially enhance financial assistance to
the States for the modernization of State Police and strengthening of
Anti-Terrorist Cell.
Sir, today Shri John Dayal, Hon’ble Member, has misinformed this council that the
Church is burning outside Bangalore. However, according to our information, there
was a small fire incident along the electrical wires in the Church at Jigani near Bangalore.
This incident has been attributed to an electrical short circuit by the Priest himself.
Unfortunately, even short circuits are being attributed to communal trouble.
Sir, lastly I hope my suggestions are taken into the right spirit and action initiated to
implement them at the earliest by the Centre. I assure you, Sir, the fullest co-operation
and support of my Government in any endeavour to strengthen the national fabric and
promote peace and harmony in our country.
I thank the Hon’ble Prime Minister and Home Minister for giving me this opportunity to
share my thoughts on National Integration.
