e) Set up judical inquiry to probe into attacks on various churches.
f) Arrest of all suspected miscreants immediately, irrespective of caste,
creed and community.
g) Organised a series of meetings with the Christian community leaders and
priests.
Following additional steps are also being planned to be undertaken soon.
a) Appointment of Additional Police Officers, selected from public to help
maintain communal harmony.
b) Setting up State Level Security Commission.
Today's National Integration Council should deliberate and come out with
strong and effective measures to be taken. On behalf of the Government of
Karnataka, I suggest the following.
i) The Government of India should be proactive in extending assistance to
the State Government on the increase of terrorist threats especially those
funded and supported by external forces.
ii) The Union Government should take effective steps to stop infiltration of
terrorists from across the western and eastern borders of our country. All
foreigners overstaying and fomenting communal trouble should be identified
and deported.
iii) The Ministries of External Affairs and Home Affairs together should bring
in stringent VISA norms on the lines of U.S.A. and European Countries
for citizens of certain nations harbouring terrorists.
iv) At the earliest, bring into operation a national citizen register. Government
of India should provide the template and all states can work on these
lines. Karnataka offers to become the pilot state for issue of multipurpose
national identity card.
v) The Government of India should initiate immediate action to trace the
sources of foreign funding for the terrorist organizations which are operating
in the country and curb their further funding.
