We should not hold any religion or religious community responsible for
the criminal acts of some individuals belonging to that community. At the same
time, it is equally wrong to shy away from passing an anti-terror law or taking
lawful action against terrorists for vote-bank consideration.
South India, which was known for its peaceful co-existence and communal
harmony, is being disturbed by the terrorists and anti-India forces. The series
of bomb blasts in several Churches in Andhra Pradesh, Goa, Karnataka and
Maharashtra which occurred in 1999-2000, were traced by the efforts of
Karnataka Police. The investigations revealed that the Deendar Anjuman terrorist
group was responsible for causing these attacks on the churches.
The red corner notices issued through Interpol New Delhi, is yet to secure
the masterminds behind these blasts in India. The Supreme Court very recently
upheld the Center's decision to ban Deendar Anjuman, for carrying out antinational
activities.
The shoot out at the Indian Institute of Science in Bangalore three years

arrests of suspects in Northern Karnataka recently, only prove the point
that the terrorsts are spreading their network even to a peaceful State like ours.
"Terrorism" is an international phenomenon and it affects our natinal
security. It is a social cancer which is spreading its tentacles across the globe.
When mixed with religion, it becomes doubly potent. Therefore, it is necessary
that terrorism is firmly handled and effectively tackled across our international
borders and at the national level, so that it does not spread its wicked wings
affecting the development processes across the states in our country.
Many of us in the State Governments, feel that adequate steps are not
being taken to tackle the issue of terrorism in our country. The soft pedaling
of the issue of bringing in tough legislations required to contain terrorism, the
lack of coordination among various police forces, the parallel investigations
done by the enthusiastic media and the lack of capacity in the state police
forces and the slow pace of modernization are affecting the fight against terror.
The new Government in Karnataka has given top most priority for maintaining
peace and harmony and law and order in the State. Our Government is committed
to the welfare and development of the religious and linguistic minorities. We are
