<strong>Security</strong> Challenges<br />

A meeting of Task <strong>Force</strong> on Internal <strong>Security</strong><br />

challenges was held on 24 <strong>October</strong> 2011 at CISF<br />

HQrs, New Delhi. Three members of the Task <strong>Force</strong><br />

participated in the meeting and the same was presided<br />

by Shri V.K. Duggal, Member & Convener, Internal<br />

<strong>Security</strong> Challenges Group. Shri N.R. Das, DG, CISF<br />

welcomed the Task <strong>Force</strong> Members and briefed about<br />

the functioning of CISF. Agenda for enhancing the<br />

security arrangements of Airports, Waterfront Units<br />

and the Units falling under Left Wing Extremists areas<br />

were discussed. In the meeting it has been brought to<br />

the notice of Task <strong>Force</strong> that Ministry of Civil Aviation<br />

is planning to take over the administrative and<br />

operational control of CISF deployed in the Airports<br />

like RPF.<br />

The requirement of interceptor boats and<br />

upgradation of training of marine commandos to<br />

enhance the security of waterfront units were also<br />

discussed. Likewise, the need for standardization of<br />

security equipments of Units falls under Left Wing<br />

Extremists areas and dissemination of lessons learnt<br />

from various Naxal incidents with other sister agencies<br />

were also discussed.

Vaccination Programme<br />

The Adult Japanese Encephalitis vaccine<br />

programme was organized by the Geleky Public<br />

Health Centre. All personnel of CISF unit ONGC<br />

Nazira participated and were vaccinated.<br />

Japanese Encephalitis<br />

Japanese encephalitis is a viral disease and it<br />

infects animals and humans. It is transmitted by<br />

mosquitoes and in humans causes inflammation of the<br />

membranes around the brain. Intensification and<br />

expansion of irrigated rice production systems in<br />

South and South-East Asia over the past 20 years<br />

have had an important impact on the disease burden<br />

caused by Japanese encephalitis. Where irrigation<br />

expands into semi-arid areas, the flooding of the fields<br />

at the start of each cropping cycle leads to an<br />

explosive build-up of the mosquito population. This<br />

may cause the circulation of the virus to spill over from<br />

their usual hosts (birds and pigs) into the human<br />

population.<br />

Most Japanese encephalitis virus infections are mild<br />

(fever and headache) or without apparent symptoms,<br />

but approximately 1 in 200 infections results in severe<br />

disease characterized by rapid onset of high fever,


headache, neck stiffness, disorientation, coma,<br />

seizures, spastic paralysis and death. The case<br />

fatality rate can be as high as 60% among those with<br />

disease symptoms; 30% of those who survive suffer<br />

from lasting damage to the central nervous system. In<br />

areas where the JE virus is common, encephalitis<br />

occurs mainly in young children because older<br />

children and adults have already been infected and<br />

Every year more than 1 million people die as a<br />

result of road accidents and millions more are injured<br />

or disabled. Head injuries are the main cause of death<br />

and disability among motorcycle users and the cost of<br />

head injuries are high because they frequently require<br />

a specialized medical care or long - term<br />

rehabilitations. Though there are stringent laws in<br />

place, yet it depends only on the end user to ride<br />

responsibly and carefully to avoid any mishaps.<br />

Wearing a helmet is the single most effective way of<br />

reducing head injuries and fatalities resulting from<br />

motorcycle crashes. Wearing helmet has shown,<br />

minimizing the risk and severity of injuries among<br />

motorcyclists.<br />

Despite educating CISF personnel about traffic rules<br />

and wearing helmets while driving motorcycle, there<br />

are instances of death of CISF personnel in the road<br />

accidents. Unit Commanders to ensure that all the<br />

riders / pillion riders should wear helmet while riding<br />

motorcycle.<br />
