Meeting of Task Force on Internal
Security Challenges
A meeting of Task Force on Internal Security

challenges was held on 24 October 2011 at CISF
HQrs, New Delhi. Three members of the Task Force
participated in the meeting and the same was presided
by Shri V.K. Duggal, Member & Convener, Internal
Security Challenges Group. Shri N.R. Das, DG, CISF
welcomed the Task Force Members and briefed about
the functioning of CISF. Agenda for enhancing the
security arrangements of Airports, Waterfront Units
and the Units falling under Left Wing Extremists areas
were discussed. In the meeting it has been brought to
the notice of Task Force that Ministry of Civil Aviation
is planning to take over the administrative and
operational control of CISF deployed in the Airports
like RPF.

The requirement of interceptor boats and
upgradation of training of marine commandos to
enhance the security of waterfront units were also
discussed. Likewise, the need for standardization of
security equipments of Units falls under Left Wing
Extremists areas and dissemination of lessons learnt
from various Naxal incidents with other sister agencies
were also discussed.

Vaccination Programme
The Adult Japanese Encephalitis vaccine
programme was organized by the Geleky Public
Health Centre. All personnel of CISF unit ONGC
Nazira participated and were vaccinated.

Japanese Encephalitis
Japanese encephalitis is a viral disease and it
infects animals and humans. It is transmitted by
mosquitoes and in humans causes inflammation of the
membranes around the brain. Intensification and
expansion of irrigated rice production systems in
South and South-East Asia over the past 20 years
have had an important impact on the disease burden
caused by Japanese encephalitis. Where irrigation
expands into semi-arid areas, the flooding of the fields
at the start of each cropping cycle leads to an
explosive build-up of the mosquito population. This
may cause the circulation of the virus to spill over from
their usual hosts (birds and pigs) into the human
population.
Most Japanese encephalitis virus infections are mild
(fever and headache) or without apparent symptoms,
but approximately 1 in 200 infections results in severe
disease characterized by rapid onset of high fever,

headache, neck stiffness, disorientation, coma,
seizures, spastic paralysis and death. The case
fatality rate can be as high as 60% among those with
disease symptoms; 30% of those who survive suffer
from lasting damage to the central nervous system. In
areas where the JE virus is common, encephalitis
occurs mainly in young children because older
children and adults have already been infected and
Every year more than 1 million people die as a
result of road accidents and millions more are injured
or disabled. Head injuries are the main cause of death
and disability among motorcycle users and the cost of
head injuries are high because they frequently require
a specialized medical care or long - term
rehabilitations. Though there are stringent laws in
place, yet it depends only on the end user to ride
responsibly and carefully to avoid any mishaps.
Wearing a helmet is the single most effective way of
reducing head injuries and fatalities resulting from
motorcycle crashes. Wearing helmet has shown,
minimizing the risk and severity of injuries among
motorcyclists.
Despite educating CISF personnel about traffic rules

and wearing helmets while driving motorcycle, there
are instances of death of CISF personnel in the road
accidents. Unit Commanders to ensure that all the
riders / pillion riders should wear helmet while riding
motorcycle.
