RESPONSIBILITY FOR IMPLEMENTATION:<br />

� The overall responsibility for implementation of the Human Resource policy is with the<br />

Superintendent of CHC & Medical Officer of PHC.<br />

� All members of medical staff are individually responsible for implementing the concerned<br />

policies & their SOPs/ Protocols in their respective work areas. They are also responsible for<br />

assuring that the required awareness & training is imparted to the personnel, both hospitalwide<br />

as well as in their area/unit of work.<br />

� Superintendent of CHC & Medical Officer of PHC are responsible for provision of resources<br />

for all such implementation & continuity of quality assurance program. He is also responsible<br />

for assuring availability of all study material, training documents/ manuals, support<br />

documents, forms, induction manual for new staff, education material for all clients, both<br />

internal & external.<br />

� Superintendent of CHC & Medical Officer of PHC are responsible for delegating someone or<br />

a team of persons for one day induction training to all new entrants to the organization. Care<br />

is taken to invite in person all those personnel who have joined the hospital after the<br />

previous induction training schedule. Old employees/workers can also join these programs<br />

so as to clearly underst<strong>and</strong> the hospital wide policies especially the HR policies. The<br />

program is well structured.<br />

� All members of administration, clinical staff, support services staff, contractual staff are<br />

directly responsible for learning the hospital-wide HR policies & SOPs in general & those<br />

applicable to their individual work areas/ span of activities in particular. This they do<br />

proactively & in the process they maintain proper records of the same. They are also<br />

expected to cooperate across all functional areas to give quality of their outputs.<br />

� All personnel report the data measurements to monitor quality as per the requirements of the<br />

policy.<br />

Human Resource Policy<br />

Aim: Employees are the centre point of the workflow in a hospital. Human resource is the most<br />

expensive resource. A hospital requires services of class I to class IV employees & all activities are<br />

important <strong>and</strong> are related with each other. Total development of all employees is important besides<br />

every employee’s systematic competence <strong>and</strong> technical expertise. It is important that the work of<br />

employees is appraised <strong>and</strong> they identify the importance of their role in total care process. Rights &<br />

responsibilities need to be clearly defined & communicated to all members of staff & motivational<br />

tools are regularly used to get compliance. Human resource policies lay the foundation for satisfying<br />

the above stated objectives.<br />

Recruitment & Selection Policy<br />

Recruitments of medical officers are done by the office of <strong>Health</strong> commissioner Government of<br />

Gujarat, G<strong>and</strong>hinagar. Contractual medical staff is recruited locally by the CDHO of the district.<br />

Recruitments of nursing staff are done by the CDHO district Panchayat.<br />

All other staff is recruited by the CDHO.<br />

Selection of employees<br />

� Selections of employee are based on district <strong>and</strong> state level organization structure.<br />

All newly inducted staff under goes structured induction training <strong>and</strong> orientation programs at the<br />

beginning of their job period.<br />

One day orientation training is conducted for new employees. It is given by the MO/AYUSH MO.<br />

Induction <strong>and</strong> orientation of newly recruited staff including the briefing about hospital, its functioning,<br />

introduction to staff at various position, vision <strong>and</strong> mission of the organization.<br />

<strong>Job</strong> description in printed form is h<strong>and</strong>ed over to the newly inducted employee by the MO.<br />

General Duty Medical Officer:<br />

� He/she works on shift duty for running 24 hours emergency services at the CHC.<br />

� He accompanies the physician/surgeon in charge for ward rounds.<br />

� On the day the physician/surgeon in charge is not available for ward rounds, he takes<br />

rounds of his own ward. It is his sole responsibility to contact the physician/surgeon <strong>and</strong><br />

discuss about the serious cases in the ward.<br />

� He scrutinizes the clinical documents completed by the nursing staff <strong>and</strong> make corrections<br />
