estimate of this factor in the CY 2008 PFS final rule with<br />

comment period was 1.9 percent (72 FR 66380). The decrease<br />

in the estimate is due to the availability of some actual<br />

data.<br />

● Factor 2--The Percentage Change in the Average Number of<br />

Part B Enrollees from CY 2007 to CY 2008<br />

We estimate that the average number of Medicare Part B<br />

fee-for-service enrollees (excluding beneficiaries enrolled<br />

in Medicare Advantage plans) decreased by 3.2 percent in<br />

CY 2008. Table 40 illustrates how we determined this<br />

figure.<br />
