the AMA RUC and the AMA’s Health Care Professionals<br />

Advisory Committee provided work and PE valuations. We<br />

assigned a status indicator of “N” (Noncovered) to these<br />

services because: (1) these services are non-face-to-face;<br />

and (2) the code descriptors include language that<br />

recognizes the provision of services to parties other than<br />

the beneficiary for whom Medicare does not provide coverage<br />

(for example, a guardian).<br />

Comment: Some commenters requested that we reconsider<br />

the assignment of an N status for these codes. The<br />

commenters believed that failure to provide incentives and<br />

funding for these codes affects the alignment of quality of<br />

care between providers.<br />

Response: We have considered the commenters’ request.<br />

However, we will continue to recognize these services as<br />

noncovered because they are not furnished in a face-to-face<br />

setting (nor are they furnished as Medicare telehealth<br />

services), and the code descriptors include language that<br />

recognizes the provision of services to a noncovered<br />

entity.<br />

In the CY 2008 PFS final rule with comment period<br />

(73 FR 66371), we also responded to the AMA RUC<br />

recommendations on the PE inputs for the new and revised<br />
