Section 153: Renal Dialysis Provisions The following changes affecting payment to ESRD facilities for ESRD services are effective January 1, 2009: ● Under section 153(a)(1) of the MIPPA, the ESRD composite rate is increased by 1.0 percent for dialysis services furnished on or after January 1, 2009, and before January 1, 2010. This will require us to update the adjusted drug add-on adjustment as explained in section H of the preamble of this final rule. ● Section 153(a)(2) of the MIPPA requires that the composite rate paid to hospital-based facilities be the same as the composite rate paid to independent renal dialysis facilities for services furnished on or after January 1, 2009. In addition, section 153(a)(2) of the MIPPA requires that in applying the geographic index to hospital-based facilities, the labor share shall be based on the labor share otherwise applied for renal dialysis facilities.
