place a process under which eligible professionals in a<br />

group practice (as defined by the Secretary) shall be<br />

treated as satisfactorily submitting data on quality<br />

measures” for the PQRI “if, in lieu of reporting measures<br />

under section 1848(k)(2)(C) of the Act the group practice<br />

reports measures determined appropriate by the Secretary,<br />

such as measures that target high-cost chronic conditions<br />

and preventive care, in a form and manner, and at a time,<br />

specified by the Secretary.” Section 1848(m)(3)(C) of the<br />

Act also provides for the use of a statistical sampling<br />

model to submit data on measures, such as the model used<br />

under the Physician Group Practice demonstration project,<br />

and provides that incentive payments made to a group<br />

practice for satisfactorily submitting data on quality<br />

measures for the PQRI shall be made in lieu of the<br />

incentive payments that would otherwise be made to eligible<br />

professionals in the group practice for satisfactorily<br />

submitting data on quality measures. The requirements at<br />

section 1848(m)(3)(c) of the Act also apply to successful<br />

electronic prescribers (as defined in section<br />

1848(m)(B)(ii) of the Act), which are described generally<br />

in section III.D. and in detail in section II.O2. of this<br />

final rule with comment period.<br />
