III. Medicare Improvements for Patients and Providers Act<br />

of 2008 (MIPPA) Provisions<br />

The following section addresses certain provisions of<br />

the Medicare Improvements for Patients and Providers Act of<br />

2008 (MIPPA) (Pub. L. 110-275). Except as noted otherwise<br />

within this final rule with comment period, we consider<br />

these provisions to be self-implementing. We are revising<br />

our policies and regulations as described below in order to<br />

conform then to the statutory amendments.<br />

A. Section 101: Improvements to Coverage of Preventive<br />

Services<br />

1. Improvements to Coverage of Preventive Services<br />

Over the past 25 years, the Congress <strong>has</strong> added<br />

specific preventive and screening services to the voluntary<br />

Part B program. Most of the preventive or screening<br />

services that are already covered under Medicare are<br />

described in 42 CFR part 410, subpart B, and also as<br />

exceptions to statutory exclusions in §411.15. These<br />

preventive and screening services include the following:<br />

● Pneumococcal, influenza, and hepatitis B<br />

vaccinations (§410.57 and §410.63);<br />

● Pap smear (section 1861(nn) of the Act);<br />

● Screening mammography (§410.34);<br />

● Colorectal cancer screening tests (§410.37);<br />
