episode of care analysis for measuring cost of care.<br />

Accordingly, we are implementing this approach to resource<br />

measurement on an interim final basis and solicit comments<br />

on this approach, as well as the following additional<br />

questions:<br />

● Are per capita resource use measures meaningful and<br />

actionable?<br />

● Are episode-based resource use measures meaningful<br />

and actionable?<br />

● Are composite measures of resource use that combine<br />

episodes of care valuable?<br />

We also provided the Baltimore and Boston physicians<br />

with a cost of service category breakdown (for example,<br />

imaging services, inpatient admissions, or outpatient<br />

services) for both the per capita and episode of care<br />

analyses. We are finalizing this approach and welcome<br />

public comment on including cost of service categories to<br />

capture Medicare FFS claims data, as well as other ways to<br />

capture data in the Physician Resource Use Feedback<br />

Program. In particular, we are soliciting comment on the<br />

following:<br />

● What cost of service categories are most meaningful<br />

and actionable?<br />
