measures in <strong>CMS</strong>’ VBP initiatives; and (2) provide feedback<br />

and education to encourage more efficient provision of<br />

services. The Mathematica contract contains the following<br />

tasks: (1) development of resource use measures based on<br />

both an episode of care (ETG & MEG) and per capita<br />

analysis; (2) risk adjustment of Medicare FFS claims data<br />

for patient severity of illness; (3) development of<br />

methodologies to attribute both episodes and total cost of<br />

care for a beneficiary to individual physicians and<br />

multiple physicians; (4) development of benchmarks for peer<br />

comparison; (5) populate RURs with Medicare FFS data for<br />

several medical specialties; (6) recruit physicians to<br />

confidentially share the feedback reports; and (7) submit<br />

all <strong>document</strong>ation and production programming logic to allow<br />

for a possible national dissemination of RURs to<br />

physicians. The work performed and derived from this<br />

contract is the basis for establishing the program required<br />

under section 1848(n) of the Act, which we will refer to as<br />

the “Physician Resource Use Feedback Program.”<br />

The Physician Resource Use Feedback Program will<br />

consist of multiple p<strong>has</strong>es. Under this approach, each<br />

p<strong>has</strong>e of the program will inform future p<strong>has</strong>es of the<br />

Program. The tasks listed above comprise p<strong>has</strong>e I of the<br />

feedback program. To date, <strong>CMS</strong> <strong>has</strong> disseminated RURs in<br />
