The current requirements in our regulations at<br />

§486.104 (Qualifications, orientation, and health of<br />

technical personnel) are inconsistent with existing<br />

professional standards of practice and training<br />

requirements. Specifically, the current qualification<br />

requirements for x-ray personnel in §486.104(a)(1), (a)(2),<br />

and (a)(3) rely on credentialing activities from the<br />

Council on Education of the American Medical Association<br />

(CEAMA) and the American Osteopathic Association (AOA)<br />

which no longer approve formal training programs for x-ray<br />

technology and have not done so since 1992.<br />

Beginning in 1976, the Joint Review Committee on<br />

Education in Radiologic Technology (JRCERT) worked in<br />

collaboration with the Committee on Allied Health Education<br />

and Accreditation (CAHEA) of the American Medical<br />

Association (AMA) to accredit programs. However, the CAHEA<br />

was dissolved by the AMA in 1992 and JRCERT subsequently<br />

sought approval from the United States Department of<br />

Education (USDE) to approve and accredit x-ray technology<br />

programs. Approval was granted to JRCERT by the USDE in<br />

1992. JRCERT is now the only accrediting entity recognized<br />

by the USDE that approves these programs; however, JCERT is<br />
