“qualified” system under Measure #125. One example is Rx<br />

Fill Notification, which is discussed in the e-prescribing<br />

final rule (73 FR 18918, 18926). For purposes of the 2009<br />

electronic prescribing program and incentive payments, it<br />

is not required that the electronic prescribing system<br />

contain all functionalities for which there are available<br />

Part D e-prescribing standards. Rather, the only required<br />

functionalities are those stated in the measure and<br />

described above in the section entitled “Required<br />

Functionalities for a “Qualified” Electronic Prescribing<br />

System.” For those required functionalities described<br />

above, a “qualified” system must use the adopted Part D e-<br />

prescribing standards for electronic messaging. There are<br />

other aspects of the functionalities for a “qualified”<br />

system that are not dependent on electronic messaging and<br />

are part of the software of the electronic prescribing<br />

system, for which Part D standards for electronic<br />

prescribing do not pertain. For example, the requirements<br />

in qualification (b) listed above that require the system<br />

to allow professionals to select medications, print<br />

prescriptions, and conduct alerts are functions included in<br />

the particular software, for which Part D standards for<br />

electronic messaging do not apply.<br />
