In addition, as discussed above, we did not finalize<br />

Measure #120 CKD: ACE/ARB Therapy in the 2009 PQRI.<br />

Therefore, we are removing Measure #120 from the CKD<br />

Measures Group and are instead replacing Measure #120 with<br />

the following 2 measures from Table 17:<br />

● CKD: Referral for AV Fistula.<br />

● CKD: Influenza Immunization.<br />

Analysis of Measure #120 revealed that the measure requires<br />

multiple diagnosis codes, which is inconsistent with the<br />

other measures in the CKD Measures Group.<br />

As noted in the CY 2009 PFS proposed rule<br />

(73 FR 38560), the detailed measure specifications and<br />

instructions for submitting data on those 2009 measures<br />

groups that were also included as 2008 PQRI measures groups<br />

may be updated or modified prior to 2009. Therefore, the<br />

2009 PQRI measure specifications for any given measures<br />

group could be different from specifications and submission<br />

instructions for the same measures group used for 2008.<br />

These measure specification changes do not materially<br />

impact the intended meaning of the measures or the strength<br />

of the measures. Additionally, the specifications for<br />

measures groups would not necessarily contain all the<br />

specification elements of each individual measure making up<br />

the measures group. <strong>This</strong> is based on the need for a common<br />
