As described in sections II.O2. and III. of this final<br />

rule with comment period, the MIPPA authorized a new<br />

incentive program for successful electronic prescribers.<br />

As a result, section 1848(m)(3)(A) of the Act, as<br />

redesignated by section 131(b)(3)(C) of the MIPPA and<br />

amended by section 131 (b)(3)(D)(iii) of the MIPPA for 2009<br />

and subsequent years, specifies that the PQRI quality<br />

measures shall not include electronic prescribing measures.<br />

Therefore, Measure # 125 HIT: Adoption/Use of Medication<br />

e-Prescribing is not included in the final set of 2009 PQRI<br />

quality measures. <strong>This</strong> measure will instead be used for<br />

the new e-prescribing incentive program authorized by MIPPA<br />

as discussed in section II.O2.<br />

Lastly, we are not finalizing the following proposed<br />

measures included in the 2008 PQRI primarily because our<br />

analysis of the 2007 PQRI results indicate that there were<br />

no satisfactory submissions and no quality data codes<br />

accepted for these measures during the 2007 PQRI:<br />

● Measure #96 OME: Antihistamines or Decongestants –<br />

Avoidance of Inappropriate Use<br />

● Measure #97 OME: Systemic Antimicrobials –<br />

Avoidance of Inappropriate Use<br />

● Measure #98 OME: Systemic Corticosteroids –<br />

Avoidance of Inappropriate Use<br />
