modify measure specifications. We retain the ability to<br />

update or modify specifications to the measures until<br />

December 31, 2008. After that date, there will be no<br />

changes to the measure for the 2009 reporting period(s).<br />

Comment: A number of comments requested or<br />

recommended that <strong>CMS</strong> include “paired” measures in the 2009<br />

PQRI. Commenters noted that while under review by the NQF<br />

Steering Committee several measures proposed for 2009 were<br />

recommended to be implemented as “paired measures” by the<br />

NQF. Commenters referenced the following proposed measures<br />

as paired measures based on the NQF Steering Committee’s<br />

recommendations:<br />

(1) Hepatitis C: Hepatitis A Vaccination and<br />

Hepatitis C: Hepatitis B Vaccination<br />

(2) Hepatitis C: Ribonucleic Acid (RNA) Testing<br />

Before Initiating Treatment and Hepatitis C: HCV Genotype<br />

Testing Prior to Therapy<br />

(3) Oncology: Medical and Radiation - Pain Intensity<br />

Quantified and Oncology: Medical and Radiation - Plan of<br />

Care for Pain.<br />

Response: The 2009 PQRI will include four measures<br />

sets that can be considered paired measures. Each paired<br />

measures set consists of two closely related individual<br />
